MembersAppointed to Lothian NHS Board

The Cabinet Secretary for Health and Sporttoday announced the appointments of Angus McCann, Martin Connor and Tracy Humphrey as Members of Lothian NHS Board.

MEMBERS

Angus McCannhas worked for a global information technology firm for the last 29 years; and since 2008 he has specialised in the use of IT in the healthcare industry. He has degrees in Electrical Engineering, Healthcare Informatics and Public Health. Angus has been a citizen member of the Edinburgh Integration Joint Board since 2014 and is Chair of its Audit and Risk committee. He is the secretary of the Health & Care Scotland subsection of the British Computer Society (BCS), is a Fellow of the BCS and a Chartered IT Professional.

Martin Connor is a qualified accountant and M.B.A. who has recently returned home after a long and successful career in England. He is currently a Non-Executive Director for the RAC Pension Scheme and Chair of their Audit and Governance Committee. Before returning to Scotland Martin had been a Non-Executive Director with a Worcestershire NHS Trust where he chaired their Audit Committee and was a member of the Quality and Safety Committee. He was also the Treasurer of DIAL, a Worcester-based disability charity that provides information and support for people with disabilities and their families. He was also treasurer of Sampad, a South Asian Arts organisation based in Birmingham. Mr Connor previously worked for the Department of Work and Pensions and spent 20 years working for the RAC in a variety of senior management roles.

Professor Tracy Humphrey is the Dean of Health and Social Care at Edinburgh Napier University. The School is the largest provider of nursing and midwifery education in Scotland and the only provider of all four fields of nursing and midwifery at undergraduate level. She has experience and expertise in strategic leadership, organisational change, governance and innovations in practice.As a Professor of Midwifery and clinical academic, she has a track record of influencing and implementing national maternal and neonatal policies in Scotland through her research, and leadership in practice and education. Her areas of research focus on reducing unnecessary interventions during childbirth and improving outcomes for women and families in remote and rural areas through educational and service improvement initiatives. Internationally she is known for her work with developingandmiddle income countries where there are high rates of maternal and newborn mortality. This has led to the introduction of accelerated direct entry midwifery programmes of education and midwife led pathways of care, with a demonstrable impact on skilled birth attendance rates and quality of care.

APPOINTMENTS

The appointments will be for three years and will run from 1 September 2017 to 31 August 2020.

Theappointments are regulated by the Commissioner for Ethical Standards in Public Life in Scotland.

REMUNERATION

The appointments arepart-time and attract a remuneration of £8,169 per annum for a time commitment of one day per week.

OTHER MINISTERIAL APPOINTMENTS

Mr McCann, Mr Connor and Professor Humphrey do not hold any other ministerial public appointments.

POLITICAL ACTIVITY

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.

Mr McCann, Mr Connor and Professor Humphreyhave not undertaken any political activity in the last fiveyears.

BACKGROUND

NHS Lothian is responsible for protecting and improving the health of the 850,000 population across Lothian and works closely with local authorities and third sector partners in providing an integrated system of community-based health and social care across East Lothian, Edinburgh, Midlothian and West Lothian.
