MembersAppointed to Borders NHS Board

The Cabinet Secretary for Health and Sporttoday announced the appointments of Malcolm Dickson, Tris Taylor and Fiona Sandford as Members of the Borders NHS Board.

MEMBERS

Malcolm DicksonQPM was educated in the Scottish Borders prior to St Andrew’s University and then served in Lothian and Borders Police for thirty years in every rank up to Deputy Chief Constable. This included two spells with HM Inspectorate of Constabulary where he scrutinised policing across Scotland and its interaction with other public services, and advised Ministers on policing issues. He was awarded the Queen’s Police Medal for services to policing in 2007. After completing his police service, he served for 8 years on the Board of the Scottish Children’s Reporter Administration;for six of those years he was Deputy Chair as well as Chair of the Audit and Risk Committee. For two years up to 2015 he held a similar non-executive directorship on the equivalent body on the island of Guernsey. He is a committee member on two Borders voluntary bodies concerned with conservation, both of which he helped to set up, and is an active member of the Campaign for a Scottish Borders National Park.

Tris Taylorholds executive offices in the music industry, from which he supports unique independent creators and companies to develop, realise and commercialise their visions. Outside music, he has worked in public, private and third sectors across infrastructure, healthcare, media, learning and services. He has particular interest and experience in administrative technology and the involvement of patients and communities in the way services are planned and delivered.

Fiona Sandford has a strong commitment to the Borders,as a resident of Kelso. She has had a long career in Higher Education and is currently Chair of Court of the University of Stirling, and so has experience of governance. Previously Fiona was a lay member on the UK government’s Gene Therapy Advisory Committee, and she was also Chair of the patient association the Primary Immunodeficiency Association.

APPOINTMENTS

The appointments of Mr Dickson and Mr Taylor will be for four years and will run from 1 August 2017 to 31 July 2021. The appointment of Mrs Sandford will also be for four years and will run from 1 April 2018 to 31 March 2022.

Theappointments are regulated by the Commissioner for Ethical Standards in Public Life in Scotland.

REMUNERATION

The appointments arepart-time and attracts a remuneration of £8,169 per annum for a time commitment of one day per week.

OTHER MINISTERIAL APPOINTMENTS

Mr Dickson, Mr Taylor and Mrs Sandford do not hold any other ministerial public appointments.

POLITICAL ACTIVITY

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.

Mr Dickson, Mr Taylor and Mrs Sandfordhave had no political activity in the last fiveyears.

NHS Borders role is to deliver high quality, person centred care and to improve the health and wellbeing of the people of the Scottish Borders. It is responsible for meeting the health needs and improving the health of over 100,000 people living in the Borders, spread over 4,723 square kilometres of town, village and rural communities. NHS Borders provides a vast range of acute, mental health, primary and community services.
