Planning Board Meeting

The Shallotte Planning Board met for their regularly scheduled meeting on October 11, 2016 at the Shallotte Town Hall Meeting Chambers withSteve DeRose presiding.

Members Present:Evelyn Madison, Steve DeRose, Dennis Wintersand Elwood Cheers.

Members Absent: Justin Whiteside,Glenn Humbert and Gregg Rupp.

Staff Present: Robert Lewis and Debra White

Aldermen Liaison:absent

1.Call to Order:Steve DeRose called the meeting to order.

2.Agenda Amendments:None

3.Public Comments:None

4.Approval of Minutes:Dennis Wintersmotioned to approve the September 13, 2016 minutes as read, seconded byEvelyn Madison. The motionpassed 4 yes 0 no.

5.(Planning and Zoning 16-028) UDO Text Amendment, Article 10, Table 10-2 Table of Permitted Uses - Mr. Sammy Varnam has applied for a text amendment to the table of permitted uses regarding tool and truck rentals as a conditional use in the Central Business (CB) zoning district. A text amendment was approved in June 2015 to remove the specified land use as a conditional use in the CB zoning district.

a)Recommend approval of the UDO text amendment and consistency statement.

Action Taken:

Dennis Winters motioned that the Shallotte Planning Board recommend to the Board of Aldermen approval of the consistency statement, Motion second by Evelyn Madison. The motion passed 3 yes, 1 no. Steve DeRose voted against

Elwood Cheers motioned that the Shallotte Planning Board recommend to the Board of Aldermen approval for the UDO Text Amendment, Article 10, Table 10-2 Table of Permitted Usesregarding tool and truck rentals as a conditional use in the Central Business zoning district.. Motion second by Dennis Winters. The motion passed 3 yes, 1 no. Steve DeRose voted against.

6.(Planning and Zoning #16-029)5110 Ocean Hwy. W. Annexation & Rezoning Petition - Mr. James Lane has submitted a petition for annexation and rezoning of ±2.40 acres located at 5110 Ocean Hwy. W. (PID#2120001230) from Co-CLD (Commercial Low Density) to Highway Business (HB).

a)Recommend approval of annexation & rezoning and the Planning Board Zoning Statement.

Action Taken:

Elwood Cheers motioned that the Shallotte Planning Board recommend to the Board of Aldermen approval of the Zoning statement, Motion second by Dennis Winters. The motion passed 4 yes 0 no.

Elwood Cheers motioned that the Shallotte Planning Board recommend to the Board of Aldermen approval the annexation and rezoningof ±2.40 acres located at 5110 Ocean Hwy. W. (2120001230) from Co-CLD to HB. Motion second byDennis Winters. The motion passed 4 yes 0 no.

7.(Planning and Zoning #16-027)30: UDO Text Amendment, Article 23, Article E of the Flood Damage Prevention Ordinance - Staff initiated text amendment to add a one (1) foot freeboard requirement to the Flood Damage Prevention Ordinance. The proposed text amendment would reflect the freeboard requirement stated in the NC State Building Code. A previous amendment submitted by Staff was approved by the Shallotte Board of Aldermen to remove a two (2) foot freeboard requirement in the UDO. Staff was unaware of State Building Code requirement at that time.

a)Recommend approval of the UDO text amendment andconsistency statement.

Dennis Winters motioned that the Shallotte Planning Board recommend to the Board of Aldermen approval of the consistency statement, Motion second byEvelyn Madison. The motion passed 4 yes, 0 no.

Evelyn Madison motioned that the Shallotte Planning Board recommend to the Board of Aldermen approval for the UDO Text Amendment, Article 23, Article E of the Flood Damage Prevention Ordinance. Motion second byDennis Winters. The motion passed 4 yes, 0 no.
