Recommendation: Objections. The committee requested that the Borough undertake an assessment of noise impact as they questioned the findings of the acoustic survey carried out and did not consider the application addressed these.

Construction of one main dwelling, gate house accommodation, front entrance gates, new driveway, boundary fencing and ancillary works
Recommendation: Objections. In the light of additional information obtained after the Parish Council’s initial consideration of the application on 19 March, the committee objected to the unauthorised felling of trees on ancient woodland and to the scale and size of the proposed building on a flood plain. The committee requested that a flood risk assessment was carried out, prior to determination. Furthermore, they did not consider there was a special case for the proposal on Green Belt.

The development of a registered residential care home for the frail elderly, following demolition of 4 existing dwellings
Recommendation: Objections. The committee considered the proposal to be contrary to the NPPF and Townscape Assessment, to be out of keeping with the street scene, with the height, mass scale and bulk of the building representing an overdevelopment of the site which was adjacent to the Green Belt and a wildlife area. The swept path analysis undertaken was not considered to adequately address the limited visibility from the site and access and parking arrangements were felt to be inadequate, particularly for visitor parking. The committee requested that the recommendations contained within the ecology report be made conditional, should the Borough be minded to approve the application and requested that it be called in to the Development Control Panel.

Ecological Notes for Planning Committee Meeting 21/5/13

A. New Applications

13/01027 – Dial House, Kings Road

Previously, a walk-over site survey has been conducted and evidence of brown long-eared bats in the roof space was found. As recommended by the initial survey, a further survey has been conducted but this is not on the website. This has been requested and Emma Crotty states it will be uploaded shortly. However, a letter from Jacobs refers to this survey and concludes that the site is recognised as a bat roost (used by a soprano pipistrelle and brown long-eared bats) and is therefore legally protected.
