At the outset, Brig. Rajiv Sethi took oath of office as President Cantonment Board followed by Col. Chetan Vasdev, Col Q as Nominated Member of the Board.

01. CIRCULAR AGENDA : PROPOSAL FOR OUTSOURCING THE OPERATION & MANAGEMENT OF DIALYSIS CENTRE AT SVP CGH

To note Circular Agenda dated 29.04.2017 resolving to open the financial bid of M/s. Apex Kidney Care Private Limited for outsourcing the operation & management of Dialysis Centre at SVP CGH immediately and to put up before the next Board Meeting.

02. BUDGET ESTIMATES 2017-2018 (REVISED) & 2018-2019 (ORIGINAL)

To consider the Budget Estimates for the year 2017-2018 (Revised) and 2018-2019 (Original).

RESOLUTION NO. 2 : Considered. Discussed the various budget heads in detail. Resolved to approve the Budget Estimates for the year 2017-2018 (Revised) and 2018-2019 (Original). The Budget Estimates be forwarded to the Competent Authority for obtaining sanction.

03. GRANT OF DEARNESS ALLOWANCE TO CANTONMENT FUND SERVANTS.

To note Dte. letter bearing No. 8073/NT/DA/Maharashtra/VIII/ DE/7 dated 18.05.2017 wherein sanction has been accorded under Rule 19(b) of the Cantonment Account Code, 1924 for incurring expenditure on account of increase of Dearness Allowance to Cantonment Fund Servants w.e.f. 01.07.2016 @ 7% on Basic Pay + Grade Pay as per Govt. of Maharashtra vide their Finance Department Resolution No. माभाव-1116/Pra.Kra.44/Seva9 dated 21.04.2017 & Pensioners also. A copy of GR enclosed.

Note: The increase in the rate of DA is applicable to the Cantonment Board Employees and Pensioner under the provision of memorandum of settlement dated 13.05.1969. The financial implication will be Rs.11,46,000/- p.m. approx. Budget provision will be made in the Budget Estimates 2017-2018 (Revised).

RESOLUTION NO. 3 : Considered. Board noted the sanction received from the Directorate.

04. PROMOTION TO THE POST OF RESIDENT MEDICAL OFFICER, SVP CGH : PUNE CANTT.

Reference CBR No. 7 dated 29.03.2017.

To consider letter dated 03.05.2017 received from Dr. A Saoji, AMO SVP CGH requesting not to consider her name for the post of RMO due to health, personal and family reasons.

Note : The Board vide CBR No. 7 dated 29.03.2017 had resolved that Dr. A V Saoji, the senior most AMO be directed to work with RMO in order to get acquainted with the various administrative works of SVP CGH as well as to be aware about the assets, documents, inventories of the Cantonment General Hospital and other procedure & norms so that after 30.06.2017, she could not deny that ex-RMO has not told / briefed about such matter / assets / documents / projects / rules / norms etc. Thereafter again the matter be referred to Board for taking decision on promotion to the post of RMO. Dr. Saoji will be on leave for 2 months w.e.f. 12.06.2017 for visiting United States with her daughter for PG Course in General Medicine.

RESOLUTION NO. 4 : Considered. CEO brought to the notice of the Board that Dr. Saoji is going on leave for a period of 2 months to United States. Meanwhile it is suggested that the next senior most AMO Dr. V D Gaikwad may be given the charge as officiating RMO till Dr. Saoji join backs the duty after availing her leave. Matter discussed. Resolved that Dr. V D Gaikwad, AMO may be given the charge as officiating RMO, SVP CGH. Further resolved that after Dr. Saoji, senior most AMO joins back the duty, the matter regarding promotion to the post of RMO be placed before the Board.

05. IMPLEMENTATION OF INDUSTRIAL TRAINING INSTITUTE (ITI) IN DR. AMBEDKAR MEMORIAL HIGH SCHOOL, PUNE CANTT.

To consider the matter of starting of Industrial Training Institute in Dr. Ambedkar Memorial High School after SSC. Presently the school is running std. V to X with technical wing for Standard VIII to X. Day by day the admissions have been increasing due to technical facilities in the school and there is demand from the parents / general public to start ITI with conventional and new technology trades as there is no such Institutes in Pune Cantt. The school has infrastructure to accommodate the Institute and also additional land have been made available for the School. There are technical faculties available in School for certain Trades. It is proposed to start 10 trades Viz. Carpenter, Draughtsman (Civil), Draughtsman (Mechanical), Electrician, Plumber, Pump Operator Cum Mechanic, Information Technology, Computer Hardware & Network Maintenance, Digital Photographer & Photographer. The estimated cost for establishing the entire unit would be approx. 81,60,000/- and the recurring cost will be 21,60,000/- per annum. The annual cost may be recovered from the student fees @ Rs. 12,000/- per annum. The total intake for all 10 Trades will be 180 students.

It is required to apply online for registration and permission for starting an Industrial Training Institute from State Government. The registration fee for 10 Trades / Courses is Rs. 60,000/- and application form fee is Rs. 500/-.

RESOLUTION NO. 5 : Considered. Matter discussed at length. CEO explained that in the present generation such ITI courses should be started by the Board for the better future of the children. All the Members also stated that this would be a good initiative by the Board for the children of the Cantonment & surroundings. CEO further stated that instead of starting the ITI Courses in Dr. Ambedkar High School, a full-fledged ITI courses be started in the proposed Veer Sawarkar school, which is to be constructed. The Members also approved the suggestion. After detailed discussions and deliberations resolved to approve in principle to start Industrial Training Institute for 10 trades viz. Carpenter, Draughtsman (Civil), Draughtsman (Mechanical), Electrician, Plumber, Pump Operator Cum Mechanic, Information Technology, Computer Hardware & Network Maintenance, Digital Photographer & Photographer. Further resolved to apply online for registration and permission for starting an Industrial Training Institute from State Government. CEO is authorized to incur the necessary expenditure towards the same. HM, Dr. Ambedkar Memorial High School to take further action.

Further resolved that after getting the necessary permission from the State Government, the matter be again referred to the Board for finalizing the site for starting the Industrial Training Institute.

06. OPEN AUCTION FOR DISPOSAL OF UNSERVICEABLE ITEMS / SCRAP MATERIAL ON AS-IS-WHERE-IS BASIS : PUNE CANTT.

Reference CBR No. 54 dated 29.03.2017.

To approve the highest auction rates received in respect of various lots for disposal of unserviceable items / scrap materials. The open auction was conducted in the Stores Department on 28.04.2017 in the presence of Elected Member & various staff of the Board. RESOLUTION NO. 6 : Considered. Resolved to approve the highest bid of each lot as shown on the agenda side. Stores Supdt. in consultation with CEE to initiate further action for disposal of unserviceable items / scrap materials at the approved rates.

07. SANCTION FOR THE WORK OF PROPOSED CONSTRUCTION OF PRIMARY SCHOOL AT THE EXISTING SITE OF VEER SAWARKAR BUILDING, BHIMPURA : PUNE CANTT.

To note letter bearing No. 8119/OW/Pr.Schl/Veer Sawarkar/C/DE dated 21.04.2017 wherein the sanction of the GOC-in-C, Southern Command has been conveyed by Directorate, Defence Estates, Southern Command, Pune for the work of proposed construction of Primary School at the existing site of Veer Sawarkar, Bhimpura, Pune Cantt.

08. SANCTION FOR THE WORK OF PROPOSED CONSTRUCTION OF FOOT OVER BRIDGE ON CASTELLINO ROAD CROSSING THE CANAL : PUNE CANTT.

To note letter bearing No. 8119/OW/Foot Over Bridge/C/DE dated 01.05.2017 wherein the sanction of the GOC-in-C, Southern Command has been conveyed by Directorate, Defence Estates, Southern Command, Pune for the work of proposed construction of Foot Over Bridge on Castellino Road crossing the canal, Pune Cantt.

09. SANCTION FOR THE WORK OF PROPOSED CONSTRUCTION OF MULTI LEVEL CAR PARKING ON LLOYD ROAD : PUNE CANTT.

To note letter bearing No. 8119/OW/Multi Level Car Parking/C/DE dated 03.05.2017 wherein the sanction of the GOC-in-C, Southern Command has been conveyed by Directorate, Defence Estates, Southern Command, Pune for the work of proposed construction of Multi Level Car Parking on Lloyd Road, Pune Cantt.

RESOLUTION NO. 9 : Considered and noted. Resolved to invite e-tender and put up before the next Board Meeting for approval.

10. TENDER FOR REPAIRS TO BOREWELLS IN CANTONMENT AREA FOR THE YEAR 2017-18

No Bids have been received during the second call also. The tenders may be re-invited.

RESOLUTION NO. 10 : Considered. Board noted that no bids have been received for the second time also. Elected Members stated that since the work of repairs / drilling of borewell has to be carried out, the approved existing agencies i.e. M/s. Wateraid Pump Services & M/s. Kadam & Sons be asked to carry out the work at the rates already approved by the Board. Matter discussed. Resolved to carry out the work of repairs / drilling of borewells & provision of submersible pumps through the existing agencies M/s. Wateraid Pump Services & M/s. Kadam & Sons subject to the condition that they are willing to carry out the work at the rates already approved by the Board. CEO is authorized to incur the expenditure towards the same.

11. TENDER FOR THE WORK SUPPLY & INSTALLATION OF SANT TUKARAM MAHARAJ SCULPTURE WITH MEGH DUMBARI ABOVE THE STATUE OF EAGLE & OTHER CARVING, PAINTING, SCULPTURE WORKS FOR PUBLIC IMPROVEMENT & SWACHH BHARAT AT CREMATORIUM IN PUNE CANTONMENT FOR THE YEAR 2017-18

To consider the online tenders for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 11.04.2017 and only one bid has been received and the tender is being called for the second time. Since the scope of work involved in the subject work is of skilled nature and therefore, it is recommended to re-invite the tender.

RESOLUTION NO. 11 : Considered. Resolved to reinvite the tender for the work of supply & installation of Sant Tukaram Maharaj sculpture with Megh Dumbari above the statue of eagle & other carving, painting, sculpture works for public improvement and Swachh Bharat at Crematorium.

12. TENDER FOR PROVISION OF BITUMINOUS MACADAM & SEMI DENSE CONCRETE HOT MIXED HOT LAID WITH PAVER FINISH FOR THE ROADS IN PUNE CANTONMENT FOR THE YEAR 2017-18

To consider the online tenders being invited for the second time for the subject work, which was received in two parts i.e. Technical & Financial Bid. The Technical bids were opened on 11.04.2017 and Five bids were received. The technical bids were scrutinized and all the tenderers are technically qualified. Thereafter the financial bids of the technically qualified tenderers were opened on the same day on 11.04.2017 and the details are as under :-
