To consider the attached report requesting suspension of Financial Regulations.

To consider any recommendations from the meetings of the Policy & Audit Sub Committee held on 14th March 2018.
10. THE INDEPENDENT REMUNERATION PANEL FOR WALES ANNUAL REPORT.
In February 2018, the Independent Remuneration Panel published its Annual Report which sets the range and maximum level of allowances payable for the financial year 2018/19. Section thirteen of the report relates to Payments to members of Community and Town Councils and is attached for consideration.
It is suggested that Members consider each of the determinations listed within the attached document individually. For clarity, some of the determinations 44 to 53 are mandatory and payments must be made available by a community or town Council to its members, whilst others are permissive powers that require a formal decision by each community or town council. But where a community and town council makes such a decision, the decision must apply to all its members at the amounts determined by the Panel. In all cases, an individual member may make a personal decision to elect to forgo part or all of the entitlement to any of these payments by giving notice in writing to the proper officer of the council.
11. WALES AUDIT OFFICE – SURVEY OF TOWN AND COMMUNITY COUNCILS
In addition to auditing the expenditure of public finances the Wales Audit Office undertakes an annual programme of local government performance audit studies. For 2017-18, one of these studies focuses on how local government bodies deliver services to rural communities in Wales. As part of this, the Wales Audit Office study team has spoken to members of the public as well as officers and Members at local government bodies. To ensure they gain a comprehensive understanding of the issues in communities across Wales, they also want to hear the perspective of town and community councils, via the survey.
They are particularly interested in:
- your relations and dealings with your local authority;
- services or amenities delivered by your town or community council;
- any assets that have been transferred from local authorities to town or community councils.
12. HR AND HEALTH & SAFETY CONSULTANCY SERVICES
To consider proposals for renewing the HR and Health & Safety consultancy services as the current contract expires on 1 April 2018.
13. COMMEMORATIVE CONCERT
To consider a request from Councillor Anthony Parry to hold a Commemorative concert to mark the 100 years since the end of WW1 on the evening of Sunday 11th November at Theatr Clwyd.
14. NOTIFICATION OF UPCOMING EVENTS
14.1 Quiz night – Monday 2nd April 2018. In aid of the Mayor of Mold’s Bailey Hill appeal. To be held at Pen y Bon Farm, starts at 8.30pm, £4 entry per team.
14.2 Talk and film about Bailey Hill – Wednesday 4th and Saturday 7th April. At Mold Library, Earl Road from 10am to 12pm with the Mayor of Mold Councillor Bob Gaffey.
14.3 Mayor’s Charity Concert – Sunday 29th April 2018. An evening with Dafydd Iwan and Guests at Theatr Clwyd from 7.30pm. Tickets £20 each.
14.4 An evening with football coach Osian Roberts – Friday 4th May from 7.30pm at Mold Alex Football club. Tickets £15.
14.5 An evening with Welsh Rugby Coach Robin McBride – Saturday 5th May from 7.30pm at Mold Rugby Club. Tickets £15
14.6 Live on the Square – Sunday 6th May. Live music event with local bands on the Daniel Owen Square. Tickets £7 advance or £10 on the day available from the Town Hall, Bargain Booze, KMA Tool Hire and Ale House.
