The meeting was called to order.

The public hearing for adding in improvements to Lexington Street and Beaver Creek for the upcoming infrastructure project was opened. A presentation on what was going to be done in both of these areas was presented by Bolton & Menk. There were questions from citizens on if the street reconstruction would fix the water problem at the end of Lexington Street. A motion was made by Feiock to close the public hearing. The motion was seconded by Hanson. All voted in favor. None voted against. The motion was carried.

The minutes of the July 18th meeting were reviewed. A motion was made by Feiock to approve the minutes of the July 18th meeting. The motion was seconded by Hanson. All voted in favor. None voted against. The motion was carried.

Todd Hagen went through the financial management plan and rate study that Ehlers completed.

The Council reviewed Resolution 2017-08-01-01 A Resolution ordering improvement and Preparation of Plan and Specifications City of Canby, Minnesota. A motion was made by Feiock to approve Resolution 2017-08-01-01. The motion was seconded by Hanson. All voted in favor. None voted against. The motion was carried.

RESOLUTION ORDERING IMPROVEMENT AND

PREPARATION OF PLANS AND SPECIFICATIONS

RESOLUTION NO. 2017-08-01-1

WHEREAS, pursuant to Resolution 2017-07-18-6 dated the 18th day of July 18, 2017, a Public Hearing with reference to the Canby Infrastructure Replacement Project-Phase II & III is to be held this 1st day of August, 2017. The project area is further described as follows:

  • Beaver Creek Drive – is the area located along Beaver Creek Drive from 5th Street East to 6th Street East
  • Lexington Avenue – is the area located along Lexington Avenue from Fairgrounds Road to the North end of Lexington Avenue.
  • Oscar Avenue North from 8th Street to 11th Street
  • Lac Qui Parle Avenue North from 5th Street to 6th Street
  • Poplar Avenue from 1st Street South to Fairgrounds Road
  • Walnut Avenue North from 1st Street to 4th Street
  • Pine Avenue North from 1st Street to 4th Street

WHEREAS, ten days’ mailed notice and two weeks’ published notice of the hearing was given, and the hearing was held thereon on the 1st day of August, 2017,at which all persons desiring to be heard were given an opportunity to be heard thereon,

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CANBY, MINNESOTA:

1.Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report.

2.Such improvement is hereby ordered as proposed to the Council in Resolution 2017-07-18-6, adopted the 18th day of July, 2017.

3.Bolton & Menk, Inc. is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.

4.The City Council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of tax exempt bonds.

COUNTY OF YELLOW MEDICINE

DeSchepper stated that John Meyer stated that he received 2 grants totaling $200,000.00. This would go towards paving the airport road. The projected costs were around $250,000.00. The next steps would be to have a survey done and to create a design. A motion was made by Feiock to have Bolton and Menk go ahead and do the survey and planning for the airport road. The motion was seconded by Bies. All voted in favor. None voted against. The motion was carried.

DeSchepper also discussed the school’s drainage problem. He stated that with the project, they will stub a storm sewer pipe. The school has thought about redoing their parking lot at the same time the infrastructure project will be getting done.

The quote from the County on seal coating was reviewed. A motion was made by Bies to approve the bid from the County to seal coat in the amount of $105,998.00. The motion was seconded by Feiock. All voted in favor. None voted against. The motion was carried.

The Council reviewed 2 bids for hauling the granite chips for the seal coating. The bids were from Kockelman Construction and Antony Graveling, LLC. Both bids were for $11.00 per ton. A motion was made by Hanson to accept the bid from Kockelman Construction and in the event that there is another tie on bids with Kockelman Construction and Antony Graveling, LLC, that bid would go to Antony Graveling, LLC. The motion was seconded by Paulsen. All voted in favor. None voted against. The motion was carried.

Ordinance 231.1 An Ordinance Regulating the use of Golf Carts on City Streets was discussed. Boulton will research to see if updates in the ordinance will be needed.

An amendment to Ordinance 309,an Ordinance Regulatingthe use of Highways within the City of Canby, Incorporating Provisions of the State Highway Traffic Regulation Act by Reference and Imposing a Penalty for the Violation Thereof, was reviewed. The discussion was tabled.

Police staffing was discussed. A motion was made by Feiock to move forward with the hiring of one officer. The motion was seconded by Hanson. All voted in favor. None voted against. The motion was carried. The interview board was set up. Hanson, Paulson, Keating, and Schrupp will be on the interview board with Bormann as a backup.

The Council reviewed a copy of the 2018 prelim budget. Discussions were tabled.

The July vendor transactions were reviewed. A motion was made by Hanson to approve the transactions in the amount of $752,115.32. The motion was seconded by Feiock. All voted in favor. None voted against. The motion was carried.

A motion was made by Feiockto adjourn the meeting. The motion was seconded by Paulsen. All voted in favor. None voted against. The motion was carried.
