The Board of Mayor and Aldermen met at City of Covington on December 13, 2016 at

5:30 p.m. with the following members present: Mayor Justin Hanson, Aldermen: Jere Hadley, Drew Glass, John Edwards, Minnie Bommer, Mac McGowan, and William Timberlake. Also present were Personnel Director Tiny Barton, Police Chief Buddy Lewis, Assistant Fire Chief Richard Griggs, Public Works Director David Gray, Code Enforcement/Building Official Lessie Fisher, Parks and Recreation Director Joseph Mack, David Gwinn, Airport Manager Robin Anderson, City Attorney Rachel Witherington, and Recorder-Treasurer Tina Dunn.

Meeting was called to order by Mayor Justin Hanson.

Invocation was given by Alderman John Edwards.

Pledge of Allegiance to the Flag was led by Alderwoman Minnie Bommer.

Motion was made by Alderman Drew Glass and seconded by Alderman William Timberlake that the Minutes of the Preceding Meeting be approved as distributed to the Board (See Attached). Motion passed.

Motion was made by Alderman Jere Hadley and seconded by Alderman William Timberlake that the Minutes of the Public Works Committee be approved (See Attached). Motion passed.

Airport Manager Robin Anderson discussed the airport license. A letter was received from the Aeronautics Division stating the operational standards for a regular State Airport License have been met and the 2017 license was signed on the 5th of December, 2016 expiring on December 17, 2017.

Recorder-Treasurer distributed the Moody’s Investors Service Issuer Comment which is posted on Moodys.com. This is based on audited financial statements and other publicly available information. This shows the City rating at A2 and the financial position of the city to be strong (See Attached).

City Attorney Rachel Witherington gave an update on the Flat Iron Case. A Liquidated Damages Agreement was distributed for the CMC Building. The completion date for the building will be 45 days. If not completed, ViktorHall Construction will reimburse the City (See Attached).

Motion was made by Alderman Jere Hadley and seconded by Alderman William Timberlake to approve the Liquidated Damages Agreement between the City of Covington and ViktorHall Construction, LLC. Motion passed.

Public Hearing for Ordinance 1687 (Drought Management Plan) for third and final reading was called to order. There being no public comments, the public hearing was closed.

Motion was made by Alderman John Edwards and seconded by Alderman Drew Glass to approve Ordinance 1687 (Drought Management Plan) on third and final reading.

Voting Aye: Glass, Hadley, Edwards, Bommer, McGowan, and Timberlake

Voting Nay: None

Motion was made by Alderman John Edwards and seconded by Jere Hadley that Mac McGowan be elected as Vice-Mayor for 2016-18. Motion passed.

Mayor Justin Hanson recommended Alderman C. H. Sullivan, IV to serve as Chairman of the Finance and Administration Committee with the remaining six aldermen as members.

Motion was made by Alderman Drew Glass and seconded by Alderman Jere Hadley that C. H. Sullivan, IV to serve as Chairman of the Finance and Administration Committee with Glass, Hadley, Edwards, Bommer, McGowan, and Sullivan as members. Motion passed.

Mayor Justin Hanson recommended Alderman Mac McGowan to serve as Chairman of the General Welfare – Public Safety Committee with Alderwoman Minnie Bommer and Alderman C. H. Sullivan, IV as members of this Committee.

Motion was made by Alderman Jere Hadley and seconded by Alderman Drew Glass that Alderman Mac McGowan serves as Chairman of the General Welfare – Public Safety Committee along with Alderwoman Minnie Bommer and Alderman C. H. Sullivan, IV as members in this Committee. Motion passed.

Mayor Justin Hanson recommended Alderman John Edwards to serve as Chairman of the Public Works Committee along with Alderman Mac McGowan and Alderman Drew Glass as members.

Motion was made by Alderman Mac McGowan and seconded by Alderman Drew Glass that Alderman John Edwards serve as Chairman of the Public Works Committee along with members Alderman Mac McGowan and Alderman Drew Glass. Motion passed.

Mayor Justin Hanson recommended Alderman Drew Glass to serve as Chairman of the General Welfare – Public Relations Committee along with Alderwoman Minnie Bommer and Alderman Jere Hadley as members.

Motion was made by Alderman Mac McGowan and seconded by Alderman C. H. Sullivan, IV that Alderman Drew Glass serves as Chairman of the General Welfare – Public Relations Committee along with members Alderwoman Minnie Bommer and Alderman Jere Hadley. Motion passed.

Mayor Justin Hanson recommended Alderman Drew Glass serve on the Covington Electric Board.

Motion was made by Alderman C. H. Sullivan, IV and seconded by Alderman Jere Hadley to approve Alderman Drew Glass to serve on the Covington Electric Board. Motion passed.

Mayor Justin Hanson recommended Alderman C. H. Sullivan, IV serve on the Planning Commission.

Motion was made by Alderman Mac McGowan and seconded by Alderman Jere Hadley to approve Alderman C. H. Sullivan, IV to serve on the Planning Commission. There was no vote on this motion.

Alderman John Edwards requested to be withdrawn as Chairman from the Public Works Committee due to there are seven positions and everyone was not given the opportunity to serve. Alderwoman Bommer noted City of Covington is 58 percent African American, African Americans have been moved out of leadership roles and there has been a decrease in African American employees in the City of Covington.

Mayor Justin Hanson recommended Alderman Mac McGowan serve as Chairman for the Public Works Committee with Alderman John Edwards and Alderman Drew Glass as members.

Motion was made by Alderman Drew Glass and seconded by Alderman Jere Hadley that Alderman Mac McGowan serves as Chairman for the Public Works Committee along with members Alderman John Edwards and Alderman Drew Glass. Motion passed with nay vote by Alderwoman Bommer.

Mayor Justin Hanson recommended Keith Phelps to fill the retired position of Bill Rice on the Industrial Board.

Motion was made by Alderman C. H Sullivan, IV and seconded by Alderman Drew Glass to approve Keith Phelps to fill the vacant position on the Industrial Board. Motion passed.

Motion was made by Alderman John Edwards and seconded by Alderman Jere Hadley to cancel the Board of Mayor and Alderman Meeting on Tuesday, December 27, 2016. Motion passed.

Mayor Justin Hanson presented the Resolution to honor the public service of William Edward “Ed” Timberlake for approval.

Motion was made by Alderman John Edwards and seconded by Alderman Jere Hadley to approve the Resolution to honor the public service of William Edward “Ed” Timberlake, Sr. Motion passed.
