Also present: Kirk Monk - Assistant Director (Well Being), Amber Valley Borough Council, Dave Bond – Amber Valley Locality Manager and Lesley Hough – Heanor Multi Agency Team Manager.
Two members of the public. PC Anna Welbery and PCSO C. Chetwyn.
Dave Bond and Lesley Hough spoke on the provision of Derbyshire County Council Youth Services.
Kirk Monk updated members on progress to develop the Charles Hill site in Loscoe.

137 Public Speaking
(a) Public Matters
A parishioner requested a response from the Town Council concerning the future of Derby College's Mundy Street site. The Town Council have registered their disappointment regarding the sale of the College's site. The Town Council will be able to make their comments once plans have been submitted reference redevelopment.

(b) Police Matters
PC Welbery reported the level of unsociable behaviour was stable.
Theft from Motor Vehicles - two in Heanor - one in Loscoe.
Shoplifting has been on the increase recently- Several people charged
One burglary at a dwelling in Loscoe and one criminal damage.
Police reported that they were to do another leaflet drop to educate parents about parking near schools.
137 Public Speaking
County Council
Heanor Library has now been demolished. Work to start soon on replacement.
Consultation taking place in relation to solar farms at six sites including Pye Bridge and former Swanwick Colliery.
Combined Authority - following support from all authorities to bed progressed through DCLG.
Countryside events - free 2015 brochure available from any DCC countryside centre.
Brimington by-election - retained by Labour.
Borough Council
Set budget for new financial year with a 0% increase.
However future funding is remaining a problem regarding the 1.5 million black hole that has been left.
Reducing funding to Town & Parish Councils has helped and holding Borough Council elections every 4 years commencing 2016 will save £250,000.

The Minutes of the Town Council Meeting held on Thursday 5th February 2015 having been circulated to members, were approved as a correct record and duly signed by the Mayor.

140 Town Mayors Announcements
During the last month the Town Mayor had attended the following events:-
Thursday 19th February 2015 - Awards for Students taking part in the Prince's Trust and United Response at the new Derby College Campus, Pimlico, Ilkeston.
Sunday 1st March 2015 - Codnor Parish Civic Service at St James Church, Codnor.
Date for Diary - 23rd April 2015 - Heanor & Loscoe Town Mayors Civic Dinner to be held at Nirvana Indian Restaurant, Derby Road, Heanor - Details to follow.

(a) Red River Local Nature Reserve - Schedule of Events
Members received details of scheduled events for 2015. It was noted that the official opening of the new Wildflower Meadow will take place on Friday 17th April 2015.
Resolved: To report to Groundwork to alter date to Saturday 18th April 2015.
(b) 3 Parish Mobile Advisory Group - Minutes of meeting held 27th Jan 2015.
Resolved: This document is received.
(c) Derbyshire County Council – Formal objection to Proposed Footpath Diversion Order - Footpath 84 - Heanor
In 2008 the Town Council submitted a formal objection against the Orders made by Derbyshire C.C. for the diversion and part extinguishment of Footpath 84 Heanor. This order was left in abeyance due to ill health of one of the objectors. Derbyshire C.C. now wish to proceed with the proposed Diversion and Part Extinguishment Orders in respect of Footpath 84 and ask whether the Town Council is maintaining their original objection.
Resolved: Further information relating to the original objection is sought from AVBC & DCC.
(d) Wm Frost (Heanor) Ltd - Car Park Rental Lease
Resolved: This item is taken in exclusion.

Town Council Comment:
It reiterates its concern that the opportunity has not been taken to maintain the amount of provision for elderly person's accommodation.
It does not believe that such a loss is compatible with perceived needs in the community of Heanor and Loscoe.
It continues to be concerned about the affects the development will have on

existing residents neighbouring the site in terms of separation distances and
height of nearby buildings. This is particularly relevant to numbers 135 & 135A Lockton Avenue.

Wm Frost (Heanor) Ltd presented members with a number of options for consideration on the above lease.
