Zamboanga Conflict
Some organizations have raised emerging/continuing WASH concerns in resettlement and evacuation sites e.g., insufficient water supply, drainage problems, desludging, this despite the government declaring that humanitarian phase of the crisis is over, i.e., in a letter recently presented by DSWD to the UN Resident Coordinator (RC).
Oxfam conducted an assessment of WASH situation in Zamboanga last June (and validated recently).
Some issues:
Ø  Lack of water supply in most of the sites, queuing to get water is very long, have to start early in the morning
Ø  While toilet ratio is 1:56, some toilets exist but are not functioning.
The Humanitarian Country Team (HCT) drafted a Zamboanga Durable Solutions Strategy (recovery plan) – meeting between the UN Resident Coordinator, some UN agencies, and INGOs (members of the Philippine INGO Network or PINGON) ongoing.
Reports reaching the national level actually conflicting: some reports indicate that needs of the internally displaced people (IDPs) are being sufficiently met, others saying that they are not and assistance being provided are below standards. It seems still necessary for the WASH Cluster to keep a very close watch of the crisis. / Oxfam to share assessment report; ACF and UNICEF to share progress report on their response to the Zamboanga Conflict.
WASH Cluster to prepare a WASH Situation Report on the Zamboanga Conflict based on the partners’ reports.
NCDPC-DOH to coordinate with the CHO on specific WASH needs, validation of the WASH status, and if they need support in coordinating the emergency.
WASH Cluster Meeting in Zamboanga to be organized, October 13 (afternoon.
Engr. Lito (NCDPC) to identify venue;
WASH IM to facilitate sending of invitations.

The current OPARR structure puts the DOH under the Social Services Cluster. At the national level, HEMS represents the DOH in the OPARR structure.
There should be a feedback mechanism between the Regional WASH Sub-Working Group and the national representation to the OPARR (DOH-HEMS) and back.
The CHD must be keen on getting information about recovery and rehabilitation plans of individual organizations which should also be shared with OPARR and the WASH Sub-Working Group.
While the government and UNICEF does not support the subsidy system for sanitation, Yolanda situation posed a demand to review the subsidy stand especially during emergencies. / Discuss with HEMS on how the CHD operates under the OPARR structure and up to what degree the NCDPC should be engaged.
Review the Haiyan IM system – transition from the 3Ws to the OPARR eMPATHY system.
Partners to share recovery, rehabilitation and reconstruction plan.
Consistency of the guidelines on Subsidy – discuss with NCDPC – Call for another SAG meeting to discuss the Subsidy Guidelines.
National WASH Cluster to review the recovery and rehabilitation targets; review target areas.
Typhoon Mario / Cluster was not activated and there were no requests for cluster support.

UNICEF with DOH-HEMS went last September 20-22 to Albay to do an ocular visit with the NDRRMC and APSEMO.
There are discussions between the regional DOH and DepEd on the repair/rehabilitation of toilets in classrooms.
UNICEF – provided 400 tarpaulins to support bathing facilities and temporary learning spaces
P1.5M has already been provided to the provincial government, another P1.5M to be provided. It is a matter of how the provincial government will utilize the funds and properly implement response. There will be no international appeal.
Three water filtration units are already available. Some sites reprimand the construction of emergency toilets in open areas.
ACF, Plan, World Vision have conducted their own assessments. CRS will also be conducting its own through its local partner, the Social Action Center (SAC).
Displacement is indefinite because the volcano has not exploded and PHIVOLCS cannot recommend how long the pre-emptive evacuation must take effect. / DOH-NCDPC to validate the information coming from CHD V.
CRS to assess on Sept 30 and have initially planned to cover 2,000 families, working with local partners – request to share assessment results.
ACF, Plan and World Vision – request to share assessment results.
Cluster partners are not discouraged from responding to the humanitarian situation and coordinating directly with the local government. However, the National WASH Cluster will not be activated to respond just yet. National leads to continue closely monitoring the situation and consulting reports of concerned government agencies; will take the decision of activating the cluster later based on these.. For now, all coordination must be done at the Regional level with the CHD for Region V.

Special Managing WASH in Emergencies training for the DOH Central Office – with funding from the RECA Project through CARE Germany
NCR Earthquake Contingency Planning Workshop Part 2
Ø  Some of the identified WASH focal points have very limited appreciation and understanding of WASH in Emergencies
Ø  Proposal is to involve local chief executives and CHOs in the Contingency Planning
Include in the contingency planning how the cluster partners are also planning to contribute to the overall contingency plan / NCDPC and HEMS to identify possible participants – max 30.
Move the training to November 2014.
WASH Cluster Team to share the module with HEMS for review prior to the training. Formation of a TWG to develop and finalise the module will be considered, maybe also including a representative from the RECA Project.
HEMS to share the NDRP listing.
NCDPC and HEMS to discuss how the Contingency Planning part 2 will be framed.
Other Matters
Proposal to have the next SAG meeting on November 5, 2014.
