Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 1st February 2017 at 7.30 p.m.

1. COMMITTEE:

2. MINUTES OF THE LAST MEETING: (held on 4th January 2017)

These were agreed to be a true and accurate record. There were no matters arising from the minutes. The Discipline minutes dated 12/01/17 and 23/01/17 were ratified. All were signed by the Chairman.

The Chairman recorded thanks, on behalf of his wife, for the flowers sent to her when she was unwell.

3. CORRESPONDENCE:

Medway Council relating to the FA Parklife Football Hubs Programme

The MMYL has written a letter of interest, in support of the Council application for funding from the F.A.

Kent FA Chairman of Kent Competitions Committee, Michael Tapp seeking views from member clubs regarding possible seeding of Kent Youth League teams in the Kent FA Youth Cups. To be referred to member clubs to respond if they wish.

League Referee Steve Pumfrett following U/16 John Leeds Trophy quarter final Hempstead Valley v Eagles wrote ‘A closely fought contest between two very evenly matched sides, played in excellent spirits throughout, barely a foul worthy of note in 80-odd minutes play. Congratulations to both teams, management and spectators and thanks for an enjoyable morning.’

Anchorians U/14 Note on result card: ‘The ref (Grant Reeves) had an exceptional game, allowed the match to flow and was helpful when two of my players went down with injuries.

Thamesview recording thanks to Ben Tomsett, Rainham Eagles U/14 manager for his help and support of their player who was badly hurt on 29/01/17.

Lordswood Youth wish to thank member clubs for their help over the last few weeks in accommodating fixtures, following vandalism of their own pitches. Special mention to Andy Mills for all the extra work he has had to help them. Also thanks to Russ Flood for the weekly fixture lists – much appreciated

Thamesview Request in accordance with Rule 2E for U/12s and U/14 to play in a tournament in Utrech, Holland over Easter weekend. Permission is granted.

4. CHAIRMAN’S REPORT:

Your co-operation and understanding is required and appreciated with allFixture Secs. who are endeavouring to get fixtures and trophy events back on track after the recent bad weather thank you for co-operating.

Emergency referees on the day are a last resort and cannot be a regular thing every home game - if qualified/registered one not available ask the opponents prior to or on match day if they have a ref available - emergency referees on the day have same authority/jurisdiction as a qualified one.
Would all secretaries please remind managers of the guidance for marking referees. If you are not aware these can be found by looking on the KFA website at www.kentfa.com
Look under Referee Information and Regulations and then select a Club marking of Referees
Please remember a mark of 60 or lower requires a report within 7 days of the fixture and should be sent, in the first instance, to the age group registration secretary Rule 11F refers - a mark of 0 is not acceptable
Marking 60 and below - The referee demonstrated shortcomings in the accuracy of decision making and control which affected the game.

6. SECRETARY’S REPORT:

Thanks are due to all the league and club fixture secretaries for all the extra work they have had caused by the recent spell of bad weather. This had led to large numbers of re-arranged games across the age groups. Also spare a thought for the MMYL referees and results secretaries. Will all clubs please include an emergency match day contact phone number on each match notification, if you are not routinely doing so and, in cases of high priority games always consider a contingency plan, in advance of the date of the match, if this could possibly prevent cancellation. Unless I have issued notice that all Medway Council pitches are unfit, the appointed referee will determine fitness of those grounds. It is always worth checking with me whether there is an alternative, available Council pitch (hirers only!) before cancelling.

I would also remind everyone of Rule 10J with regard to the priority of MMYL fixtures, within your clubs. Failure to comply can result in a fine.

It is also very important that you keep your club results secretary up to date with all re-arranged fixtures in order that they know which results to submit.

I would also like to remind all clubs that hold league trophies that these must be returned to a Management Committee member, by arrangement, by 1st March. Failure to do so will incur a fine – RULE 18(A) agreements refer. Please do not engrave any of the new trophies issued last season.

De-registrations – Any received by registration secretaries after 1st Februaryto be referred as per Rule 8(V) for a Committee decision. Club secretary will need to make a case for any late applications.

RESULT CARDS/ MATCH CARDS – send to registration secretaries NOT fixture secretaries

Cards must be received by the age group registration secretary by Wednesday following the fixture. Please refer to Rule 11 for instructions regarding completion of the cards.

CLUB PLAYING RECORDS - F.A. require a record to be maintained by every Club of every player it registers, including a record of the games in which they play.

These records must be produced to the League when required. They can be useful in resolving match card or other paperwork discrepancies.

Some match cards are becoming unreadableand many are not recording the name of their trophy event group. This means I have to search all results to find the correct cards to match so please make sure that all managers are aware mistakes mean FINES for the club.

Make sure cards reach my NEW address by Wednesday evening after the game.

Transfers from within the club still require a new registration form and the accompanying letterand must be with me by the Tuesday evening.

I will continue to re-arrange games for the trophy events U/7 – U/11 as priority fixtures for these age groups.

Agreed Postponements for 19th February: Horsted Youth U/14 & Walderslade U/14 both due to school trips.

I will now be starting to send out re-arranged fixtures where possible, I have not arranged any over the half term week as only one team was happy to play.

Please could secretaries remind their managers what is required when submitting transfer/registration forms as I am receiving half completed forms, more than one form for a registration with multiple loose photos so not sure how I am supposed to know who is who. Also please check that if a player has been registered for another team/club. This is stated on the registration forms and there have been a couple of cases where this has not been checked and I have had to inform that club they need to complete a transfer form along side the registration form.

9. REFEREES SECRETARY’S REPORT:

With the weather disrupting fixtures in the last month this means that there are a few games to be re-arranged. If any of the under 12-18 games take place on a Saturday ,or when the clocks go back any that are played midweek , can clubs please contact me regarding appointing referees to these matches as soon as you are aware of the venue and kick off time please. Well done to all the teams who have made it through to the semi-finals of the cup competitions and good luck in your efforts to reach the final.

10. KENT FA REP/ DEPUTY REFEREES SECRETARY’S REPORT:

Another reminder to those clubs that have no club referee registered with the league – You MUST when confirming your game with your opponents ask them if they have a qualified referee available. (definition of qualified – registered with the county FA this current season and holding a current CRC)

If you registered Trainee referee’s at the start of the season could you please update me on their current status

I am getting tired of clubs who think this league rule doesn't apply to them, it does and needs to be adhered to.

11. RESULTS SECRETARY’S/WEBMASTER’S REPORT:

We are getting to the stage of the season where fixtures become increasingly varied to the original fixtures, due to a variety of reasons (postponements, cup taking priority, etc), so the odd error can creep into the overall fixtures, as has happened, so please check that the fixtures match your expectation. Once the fixtures are set and correct, then the collation of results is eased, as the list is there. However, it seems that some are either missing the odd result, or forgetting to send them in by the target of 5pm. This can lead to me having to chase because I cannot finish off until I have all results, so please try to get all results into me by 5pm, or as soon as possible thereafter. Completeness, accuracy and timeliness are the 3 key qualities to remember –which most of those submitting results usually do, but it can be frustrating waiting for the odd result(s).

Tournaments are just coming in for inclusion in the website, so if you have details of any you want on there, let me have them.

Recruitment ads have been slow recently, but as we approach the final stages of the season for some teams, you may want to think about advertising for next season.
