Medicaid Managed Care in North Carolina
Today, the Department of Health and Human Services issued a detailed, proposed program design for Medicaid managed care in North Carolina. This proposed design will provide over 1.6 million residents with an innovative, whole-person-centered, well-coordinated system of care. The proposed design, available atncdhhs.gov/nc-medicaid-transformation, gives providers, plans and other stakeholders the opportunity to share feedback before the Department submits a revised waiver to the Centers for Medicare & Medicaid Services (CMS) in the fall.

Continuing Education: Technician Review Seminar Scheduled for Wilmington
NCAP is partnering with Advocate Educators and Cape Fear Community College to provide for the first time in Wilmington a continuing education program for certified pharmacy technicians. Earn 7 hours of continuing education to help meet your CPhT requirementsat the Technician Review Seminar on Sunday July 23rd 8:30am to 5:00pm at Cape Fear Community College located at 411 N. Front Street Wilmington in Building L (Room L328). The seminar will provide a refresher on calculations,pharmacy law and commonly prescribed medications.

Women in Government Invites NCAP to Represent at Legislative Event
Anna Armstrong, NCAP member and member of the Executive Committee for the NC Immunization Coalition, and Ouita Gatton, NCAP Board member and Chairman of the Community Care Practice Forum, represented NCAP at the Women in Government sponsored "Immunization Practice in North Carolina" event. Joined by legislators from all across the state, this health care focused event washeldon Thursday, June 8, at 7:30 am in the Capital Cafe housed in the Legislative Building on Jones Street in Raleigh. Representatives from public health and family physicians were also on hand to provide a comprehensive discussion on improving immunization rates for our adult population in NC. Anna and Ouita focused on the role of the pharmacist and the increased access that community pharmacists offer patients related to their vaccine needs.

The UNC Eshelman School of Pharmacy, the North Carolina Board of Pharmacy, and the North Carolina Association of Pharmacists will be hosting a CE Program: Prescription Drug Abuse, the Federal Controlled Substances Act and the Legal Obligation of Corresponding Responsibility. Joseph Rannazzisi will be presenting this 2 hour CE event on June 26, 2017. Joseph spent 29 years in drug law enforcement and has provided training concerning illicit drugs, pharmaceuticals, pharmaceutical control, corresponding responsibility, security, and many other topics. This course is free of charge and will be at the UNC Friday Center with both live and online attendance options.

BOARD OF PHARMACY EXECUTIVE EMERITUS DAVID R. WORK PASSES AWAY.
David R. Work, who served as the Board’s Executive Director from 1976 to 2006, passed away on Saturday, April 22, 2017. David is remembered, and will be forever remembered, as one of the giants of North Carolina pharmacy.David’s influence ranged far beyond North Carolina. His years of service to the National Association of Boards of Pharmacy, including as President, allowed him to help craft the future of the profession at the national and international level. Visitation will be Friday, April 28 from 6:00 - 8:00pm at Walker's Funeral Home, 120 W. Franklin Street, Chapel Hill. A graveside service will be at 11:00am on Saturday at the Chapel Hill Memorial Cemetery, 351 South Road, Chapel Hill

Expansion of Collaborative Practice Authority
The Legislators have been on a short break and are returning to session tomorrow. As most of you know NCAP has been working towards getting a bill introduced to help expand our collaborative practice authority. We are seeking to bring about changes that would make it easier for physicians and pharmacists to work together under collaborative practice agreements. These changes would broaden the use of clinical pharmacist practitioners in health systems as well ashelp expand collaborative careinto the community setting, where to date very few clinical pharmacist practitioners work despite our current statute dating back to 1999.
Currently, NCAP lobbyist Tony Adams is working very hard to garner sponsorship to introduce our bill. Rep. Greg Murphy in the NC House is the only physician in the legislature and unfortunately he remains opposed. We are calling on pharmacists and physicianswho currently work via collaborative agreement to call or write Rep. Murphy to share your experiences and to convey why the expansion of collaborative practice is important to patient care.
The Strengthen Opioid Misuse Prevention (STOP) Act (H 243/S175)
H.243 passed the House in unanimous vote last week and has been referred to the Senate where it has been assigned to the Rules Committee. NCAP is in support of this bill and requests that members reach out to their legislators in the NC Senate to ask for their support of S.175. The Pharmacy Patient Fair Practices Act (H466 / S384)
Both the House and Senate versions are to be reviewed in Committee this week. These bills address PBM regulations and contain much needed consumer protections as well as pharmacist/pharmacy protections from unfair business practices that are harming both community and long term care patients and pharmacies. The bills have opposition from pharmacy benefit management companies and the large lobbying firm McGuireWoods is actively working against these bills. Now is the time for pharmacists to speak out by contacting their NCrepresentative and senator to garner support for H.466 and S.384, respectively.
Require Criminal Background Check / Pharmacist Licensure (S104)
This bill has passed the Senate Health Care Committee and has been re-referred to the Senate Judiciary Committee. If it successfully gets through this Committee, the bill will be sent on to the Rules Committee. NCAP is in support of this bill.

The Following is an Update on the Federal Legislation Introduced to Help With Provider Status Designation for Pharmacists.
H.R. 592 Pharmacy & Medically Underserved Areas Enhancement Act

Since our first posting we have picked up a few more NC Representatives as co-sponsors. Currently we have 7 of 13: Butterfield (D-NC-1), Jones (R-NC-3), Pittenger (R-NC-9), Price (D-NC-4), Hudson (R-NC-8), Rouzer (R-NC-7) and Walker (R-NC-6). If you live in any of these Representatives' districts please contact them to thank them for their support. Provider Status Legislation Re-Introduced in the Senate as a New Bill (S. 109)
Last week, Senators Grassley (R-IA), Collins (R-ME), Brown (D-OH) and Cassey (D-PA), introduced S. 109 in the 115th Congress (2017-2018). The Pharmacy and Medically Underserved Areas Enhancement Act (S.109) calls for better access to health care for Medicare patients in medically underserved areas through the use of pharmacist-provided preventative care and chronic disease management.
North Carolina pharmacists are encouraged to reach out to Senators Burr and Tillis to ask for their support and encourage them to sign on in support of S. 109.
On the heels of the introduction to S. 109, this Wednesday CMS called for the States to expand the pharmacist's scope of practice to promote patient access to medically necessary and time-sensitive medication through prescribing, modifying or monitoring of drug therapy. This increased attention focused on our profession is very exciting and hopefully indicative of 2017's potential to be a historically impactful year for pharmacy. Now is the time to come together and we need all of the profession working collectively to garner support.
NCAP will keep you posted on the progress of S. 109 as well as when a companion bill gets introduced in the House.

CMS Encourages States to Expand Pharmacists’ Scope of Practice
In a guidance released on January 17, the Centers for Medicare & Medicaid Services (CMS) encourages state Medicaid programs to consider expanding the ability of pharmacists to prescribe, modify, or monitor drug therapy to promote patient access to medically necessary and time-sensitive drugs. CMS notes that expanding pharmacists’ scope of practice allows states to facilitate timely access to medications and can help address priority public health issues. Click hereto read.

Pharmacists’ Roles on the Healthcare Team Are Expanding
Results released from the Pharmacy Workforce Center’s 2014 National Pharmacist Workforce Survey indicate that pharmacists are performing more patient care activities in a variety of healthcare settings, and spending less time in the traditional dispensing role. The 2014 report also reveals that pharmacy has shifted toward a female-dominated profession, with more women than men serving as actively practicing pharmacists and in management positions. In a meeting on Friday, State Health Director Dr. Randall Williams stated SB734 would be signed into law at 1:00pm today and that at 2:00pm today pharmacists would be able to dispense Naloxone under the new statewide standing order.
