We find the information that has been submitted to date for this preliminary plan to be INCOMPLETE. As a result, at this time we are unable to recommend conditional Planning Board approval for this project.

We recommend the applicant request an immediate thirty (30) day extension of the project’s review schedule to afford the applicant more time to submit the outstanding information and allow for agency review(s) of same.

If this recommendation is not acceptable to the applicant and/or Planning Department staff, then MCDOT recommends the Planning Board deny approval of this preliminary plan.

  1. Submit four copies of the TIS for MCDOT’s review.
  1. Woodmont avenue
  2. Necessary dedication along Woodmont (80’ ROW) including bike lanes
  1. Applicant is providing 61 feet of right-of-way from center line and an additional 10 feet in an easement for the station.
  1. Provide right-of-way truncations at intersections or obtain a waiver from the Planning Board. MCDOT does not support the waiver for the right-of-way truncations due to the proposed BRT line through Wisconsin Avenue.
  1. Maintain 5’ wide clear width of sidewalks along all streets in the right-of-way.
  1. Sight distance needs to be provided for both access points and though the intersections.
  1. Provide Bethesda Streetscaping along Woodmont, Cordell and Wisconsin Avenues site frontage.
  1. Storm drain analysis is incomplete since stormwater management was submitted.
  1. Provide on-site handicap access facilities, parking spaces, ramps, etc. in accordance with the Americans with Disabilities Act.
  1. Reconstruct the ramps across the south leg of 355 / Cordell, potentially also requiring reconstruction of the traffic signal.
  1. Coordinate with Michael Mitchell (x77262) for info on the Bethesda CBD Streetscape (CIP 500102), presently on hold; design delayed until FY18.

  1. Coordinate w/ Pat Shepherd & Kyle Liang on the bike lanes planned along Cordell Ave:
  2. Should the applicant be conditioned to provide bike lanes at least along the eastbound lanes, or do we feel that two eastbound lanes are necessary at present?
  3. If we require bike lanes, should it be via grounding out markings? Or should they resurface the eastbound lanes, or the entire street? If the entire street: should we provide a westbound bike lane, as well?
  1. At or before the permit stage, please coordinate with Mr. Lee Winestone of our Division of Transit Services to coordinate improvements to the RideOn bus facilities in the vicinity of this project. Mr. Winestone may be contacted at 240 777-5800.

  1. Trees in the County rights of way – spacing and species to be in accordance with the applicable MCDOT standards. Tree planning within the public right of way must be coordinated with DPS Right-of-Way Plan Review Section.

If the proposed development will alter or impact any existing County maintained transportation system management component (i.e., traffic signals, signal poles, handboxes, surveillance cameras, etc.) or communication component (i.e., traffic signal interconnect, fiber optic lines, etc.), please contact Mr. Bruce Mangum of our Transportation Systems Engineering Team at (240) 777-2190 for proper executing procedures. All costs associated with such relocations shall be the responsibility of the applicant.

  1. Permit and bond will be required as a prerequisite to DPS approval of the record plat. The permit will include, but not necessarily be limited to, the following improvements:
  2. Bethesda Streetscaping on Cordell Avenue, Wisconsin Avenue and Woodmont Avenue.
  3. The applicant needs to submit a copy of the Traffic Impact Statement to the MCDOT Division of Office of Transportation Policy for our Departmental review.
  4. Enclosed storm drainage and/or engineered channel (in accordance with the MCDOT Storm Drain Design Criteria) within the County rights-of-way and all drainage easements.
  5. Permanent monuments and property line markers, as required by Section 50-24(e) of the Subdivision Regulations.
  6. Erosion and sediment control measures as required by Section 50-35(j) and on-site stormwater management where applicable shall be provided by the Developer (at no cost to the County) at such locations deemed necessary by the Department of Permitting Services (DPS) and will comply with their specifications. Erosion and sediment control measures are to be built prior to construction of streets, houses and/or site grading and are to remain in operation (including maintenance) as long as deemed necessary by the DPS.
  7. Developer shall ensure final and proper completion and installation of all utility lines underground, for all new road construction.
  8. Developer shall provide street lights in accordance with the specifications, requirements, and standards prescribed by the MCDOT Division of Traffic Engineering and Operations.
