REGULAR MEETING

Mayor Pardue and all Council Members were present.

Mayor Pardue called the meeting to order and led the invocation followed by the Pledge of Allegiance.

APPROVAL OF MINUTES

Council Member Moore made the motion to approve the minutes from the regular meeting October 19, 2015 and Council Member Wall seconded the motion, passed unanimous 4-0.

PUBLIC FORUM

Judy Wolfe announced that the program for Veterans will be canceled at Mineral Springs Park on November 11th due to all the rain. But Woodbox 11-4pm will be serving lunch for Veterans and Patty’s Snack bar from 4-6pm. Randy Hincher (History buff) will also be speaking at 5pm at Patty’s Snack Bar. Come and join the fun.

JONESVILLE PUBLIC LIBRARY BUILDING DISCUSSION

Since last month’s Council meeting Town staff has continued to work with personnel from the Jonesville library to minimize any further damage to the building. As of the date that this is written, staff has not received any formal decision from our insurance company about their coverage of the building. Town staff is requesting direction from the Council on how to move forward.

Town Manager, Scott Buffkin said he had received a phone call this afternoon late from the claims department and the Engineer had been sick and it was going to be two more days before they could have a meeting about the library report. It does look like this claim was not a single storm event, but damage over time.

The lower part of the roof is estimated at $4980.00. The Librarian, Barbara says that the building continues to leak, staying damp and ceiling tiles are disintegrating with all this rain in October and November. We really need to close this library building and move to another location quickly and get our contents cleaned to save them. Hugh Chatham has offered their vacant building at 229 Winston Road for us to move into for six months. They will not charge us any rent, but are requiring the utilities to be paid. Utilities are estimated at $570.00 per month and we would like to ask the Town to pay this for us. I would like to ask the Board to vote on this tonight, because we are running out of time. David Henderson (Davhenco Inc.) did the commercial mold inspection and established the water damage to be a category 3 along with Ascospores, Basidiospores and Aspergillus/Penicillim (report on file). Putting a new roof on will not help at this point. He has proposed to supervise along with the libraries employees to examine and determine what is salvageable along with cleaning all contents for $4750.

The supporters of the library filled the room and addressed the Board with their thoughts and concerns. They are listed below:

John Hedrick, Northwestern Regional Library has moved two employees to another location to work. The employees cannot stay in the library for long periods of time and safety is our biggest concern. I feel we need to close the library on Friday, November 13, 2015, move to another location along with a quick fix to move the contents.

Dottie Jackson, Yadkin County United Fund says that Jonesville Library is worth investing in. The building is shifting off the foundation and I would suggest anyone to go look and help us save this library. This library is a bus stop, it is a safe place for the kids and believe me when I say that Jonesville can compete with larger libraries. Lets save this library.

Sharon Mckinney, Jonesville Elementary Librarian for 17 years said all she had to do was call and give Barbara a list of books to help with school projects and they were ready within hours. Please save this library for our community. Knowledge is the power and Jonesville is the power house.

Steve Martin, Jonesville Welcome Center employee. I do not live in town, but I am in the book business and have often used the Jonesville Library. I would be willing to donate books that the library might need during their examination process.

Steve McKinney says the library is a special freedom that the governments cannot take away from us. Fix the leak now, move the books now and I am begging the Town to make a decision today. Please save the library.

Greg Gilpin, stop letting Jonesville be Elkin’s shadow. We need those computer opportunities for the ones that do not have them. Our community needs a library so help us support it to stay open.

Matt Vass a teacher at Jonesville Elementary commented that the library was a safe environment for our community’s students and allows them a place to do their homework and used the computers that some of them do not have at home. Our school system is very short on books for reading so I send a list to Barbara and she gets them ready for me to pick up. Please support our library to stay open.

Dan Bray, a shock the building is falling down. Our family comes from an educational background and I have been speaking to a Yadkin County Commissioner and he feels there should be a library at our end of the County. We need to come up with a solution to keep the library open.

Nikki Phillips, a special education teacher from Ronda Clingman School calls Barbara and gives her a list of books she needs and she comes by to get them since her school don’t have the necessary books/resources for the children. Please keep the Jonesville Library open.

Cody Amburn comments he has been with the friends group for 10 years. He is also in the medical field and has had experience with patients that have been sick from mold issues. I beg you to shut the doors, move the books and get a temporary building tomorrow. The longer we wait the more we lose and more people become sick. Mold growing cause’s cancer. Please let’s keep a library in Jonesville, keep our girls here, because we can salvage the contents. We have fund raisers ready to go as soon as you the Board give us the word you will help.

Mayor Pardue says, “WE NEED TO KEEP THE LIBRARY”.

Council Member Moore says, replacing the roof is out.

Council Member Moore made the motion to approve paying the utilities on the Hugh Chatum building for the library to use for 6 months and Council Member Green seconded the motion, passed unanimous 4-0.

Council Member Moore made the motion to approve using the libraries budget funds to pay Davhenco, Inc (David Henderson) to clean the contents of the library for $4750.00 and if any other cost are involved it cannot exceed $6750.00 and Council Member Darnell seconded the motion, passed unanimous 4-0.

Council Member Green made the motion to put the old town hall lease on hold until further notice and Council Member Moore seconded the motion, passed unanimous 4-0.

Council Moore made the motion for our Town Attorney, Neil Finger to look into our insurance policy on storm damage and Council Member Darnell seconded the motion, passed unanimous 4.0

Council Member Moore wants David Henderson to provide CD and hard copies of report to the town.

INTERLOCAL AGREEMENT – YADKIN VALLEY SEWER AUTHORITY – WATER

CUT OFFS FOR INDUSTRIAL CUSTOMERS

The Yadkin Valley Sewer Authority (YVSA) is requesting that each of its three member

communities approve the interlocal agreement. The interlocal agreement gives a method for the

YVSA to enforce the sewer use ordinance and applicable federal and state regulations by

shutting off the municipal water supply to non-compliant users.

Council Member Green made the motion to approve the interlocal agreement to enforce the sewer use ordinance and Council Member Wall seconded the motion, passed unanimous 4-0.

Council Member Green made the motion to approve a fee of $50.00 plus any Town cost associated with shutting off the municipal water supply for non-compliant users and Council Member Darnell seconded the motion, passed unanimous 4-0.

CREDIT CARD ACCEPTANCE DISCUSSION

Over the past few months Town staff has researched the possibility of accepting credit / debit

cards for utility and tax payments. After discussing the process informally with the Council

previously, we looked into several different service providers that we could work with. There

are a number of different options that we could use; however, from our research we believe that

working with Capital Bank would be the best alternative. Capital offers the physical card readers

while many of the alternate providers offer software and / or telephone based system. Also,

since we work with Capital Bank for the Town’s day-to-day banking we have a good working

relationship with them. We also believe that having a physical presence in Town will help in

case we have any issues with the system going forward.

Council Member Moore made the motion to approve the debit/credit card terminal and the 3% convenience fee for a one year trial and Council Member Wall seconded the motion, passed unanimous 4-0.

CONSIDERATION OF PAVING BIDS

The Town has solicited bids for resurfacing Hardy and Old Streets. We have

approximately $30,000 available in the Powell (Streets) budget for paving.

Council Member Moore made the motion to approve Carter and Kirk for resurfacing Hardy and Old Streets and Council Member Wall seconded the motion, passed unanimous 4-0.

DEPARTMENTAL REPORTS

The departmental reports are included in your agenda packet. The Council will need to make a

motion to approve the monthly financial report.

Council Member Moore made the motion to approve October financial reports and

Council Member Darnell, seconded the motion, passed unanimous 4-0.

Roger Reece gave his report and commented that the police substation is also leaking with all the

rain.

Tim Collins addressed the Board concerning the water plant filters. The cut backs from building

the new water plant led us to use the filters from the old building. Normally you could go 96

hours without cleaning them, but micro air bubbles have developed causing the cleaning hours to

deteriorate to 50, 25 and now 10-12 hours. Gallons of water are being wasted and we are short

two operators. Estimating cost proposed is Engineer study $2,200, permit $600 and both filters

$15,000. We also have a pump out estimating $3,500.

Council Member Moore made the motion to approve the Engineer study for the water plant

filters and Council Member Wall seconded the motion, passed unanimous 4-0.

CLOSED SESSION – PERSONNEL MATTER

Council Member Moore made the motion to go into close session and it was seconded by Council Member Darnell, passed unanimous 4-0.

With no pending business to discuss Council Member Moore made the motion to adjourn and Council Member Wall, seconded the motion, passed unanimous 4-0.
