A.PRESENTATION OF THE CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR FISCAL YEAR ENDED SEPTEMBER 30, 2012, AND THE DISTINGUISED BUDGET PRESENTATION AWARD FOR 2012-2013 BUDGET. (STAFF: ACTING DIRECTOR OF FINANCE) (SEE BACKUP)

Darlene Malaney, Director of Finance for Palm Beach Clerk & Comptroller’s Office, and State Representative of the Government Finance Officers Association (GFOA),presented the awardsto the City Commission and Finance Department staff. Ms. Malaney informed the City Commission that this is the City’s 26th Year of earning this distinction and the 28th Year at earning the Distinguished Budget Presentation Award.

Robert Fraidenburg, Acting Director of Finance, thanked the GFOA for the award and thanked the City Commission for the recognition.

Consensus:

-To direct staff to display or announce the City’s long-standing record of both awards in the City’s main lobby area.

Lisa Colmenares, Chair, Human Services Advisory Board, presented the Human Services Advisory Board 2013-2014 Annual Report and answered questions posed by the City Commission.

Mayor Cooper thanked the Human Services Advisory Board for their service.

C.RECOGNITION OF NEWLY PROMOTED FIRE DEPARTMENT STAFF: GREGG PAGLIARULO, DEPUTY FIRE CHIEF AND LORI WILLIAMS, FIRE PREVENTION AND PUBLIC EDUCATION DIVISION CHIEF. (STAFF: FIRE CHIEF) (SEE BACKUP)

Daniel Sullivan, Fire Chief, Hallandale Beach Fire Rescue, introduced newly promoted Deputy Fire Chief Gregg Pagliarulo and new Division Chief of Fire Prevention and Public Education, Lori Williams to the City Commission and public.

Deputy Chief Pagliarulo and Division Chief Williams thanked the City Commission for the recognition.

Commissioner Julian was absent from the meeting.

B.COMMISSIONER LAZAROW

Answering questions posed by Commissioner Lazarow,City Manager Miller stated the City’s Comprehensive Annual Financial Report will be presented to the City Commission in June 2014.

Commissioner Lazarow asked if a report indicating the ongoing litigation cases could be placed on the City’s website along with any corresponding Court Recorded Transcripts from the City’s Executive Sessions.

City Attorney advised that City Attorney’s Office quarterly reports may be found online which include the status of all current, pending, and closed lawsuits. However, pursuant to Florida Statutes, Court Recorded Transcripts of Executive Sessions do not become public record until after the cases have been settled.

Answering questions posed by Commissioner Lazarow, City Manager Miller clarified that the total construction budget for the NE Drainage was $9,192,838.90. Director Steven Parkinson, Public Works, Utilities, and Engineering, stated the roadwork would be completed in April 2014 and installation of the pumpstations will be completed in July 2014.

After further discussion by the City Commission, the following consensus was reached:

Consensus:

-To direct staff to staff to provide cost analysis, schedule and recommendations for angle parking on 14th Ave.

Mayor Cooper questioned if there was a way to conceal the noise from the City’s pump stations during the month-long construction, which will run 24 hours a day.

Answering questions posed by Mayor Cooper, Director Parkinson also crews are currently working on the re-sodding of areas along NE 14th Avenue.

Following questions posed by Commissioner Lazarow, Sheena James, City Clerk, provided an overview of the process for the upcoming Virtual ‘Telephone’ Town Hall Meeting on Thursday, May 29, 2014 6:00 p.m. to 7:00 p.m.

C.COMMISSIONER SANDERS

Commissioner Sanders commended staff for the success of the Joseph Scavo Park Grand Opening held on Saturday, April 5th, 2014.

Commissioner Lazarow suggested the City to install pet waste stations at the entrance of the Joseph Scavo Park.

Consensus:

-To direct staff to install additional stations for bags/dog waste at Joseph Scavo Park.

Commissioner Lazarow suggested the City research the feasibility for creating a dog-friendly beach program within the City.

Consensus:

- To direct staff to bring back agenda item to consider establishing a “dog friendly” beach program, similar to the program in Hollywood Beach.

D.VICE MAYOR LEWY

Vice Mayor Lewy thanked staff and the City’s volunteers on the success of the Joseph Scavo Park Grand Opening, held on Saturday, April 5th, 2014.

Vice Mayor Lewy spoke regarding term limits for the Police and Fire Pension Board suggested the City Commission change appointment terms from two years to four years.

Mayor Cooper agreed the change would be good to encourage continuity of the board’s membership.

After further discussion by the City Commission, the following consensus was reached.

Consensus:

- To direct staff t to prepare language revising the ordinance for Pension Board members to serve 4-year terms and bring back for First Reading during first regular Commission Meeting in May. Also, staff is to contact the Police and Fire Bargaining Unit representatives to advise them of the proposed changes and ask for any comments.

E.MAYOR COOPER

Mayor Cooper stated that the City has recently adopted the City of Hallandale Beach Police Officers’ and Fire Fighters’ Personnel Retirement Trust Actuarial Valuation Report As of October 1, 2013by Foster & Foster Actuary and Consultants.

Mayor Cooper explained the report will be placed online.

Mayor Cooper commended staff on the Grand opening of Joseph Scavo Park and expressed her regrets for missing the event due to a prior engagement.

Mayor Cooper noted that she has received an email from a resident expressing their concern over the limited amount of shading at the Joseph Scavo Park playground and thelack of fencing around the children’s playground.

City Manager Miller explained that according to the City’s consultant’s review the Joseph Scavo Park Playground is within a safe distance from the City’s street.

Mayor Cooper informed the City Commission of her visit to the Communications Network for Florida Department of Transportation in Broward County. Mayor Cooper stated the fiber optic real-time network will be running in August 2014.

Mayor Cooper suggested staff analyzepossible roadway changes to SW 8th Avenue in order to improve traffic flow due to traffic overflow from Interstate 95.

Mayor Cooper announced that the Broward Senior Hall of Fame is recognizing former Hallandale Beach City Commissioner Anthony ‘Tony’ Musto for his years of service to the Broward County community.

8.CITY MANAGER COMMUNICATIONS - Items not on the Agenda

City Manager Miller thanked staff for the excellent organization and planning of the Joseph Scavo Park Grand Opening, held on Saturday, April 5, 2014.

City Manager Miller announced that Deputy City Manager Nydia Rafols Sallaberry received the designation of International CityCounty Manager Association Credentialed City Manager.

10.CITY BUSINESS

A.DISCUSSION REGARDING FLEXIBILITY AND REGIONAL ACTIVITY CENTER (RAC) UNIT ALLOCATIONS (STAFF: PLANNING & ZONING MANAGER) (SEE BACKUP)

Althea Jefferson, Planning Manager and Anthea Gianniotes, Urban Design/Town Planner, Treasure Coast Regional Planning Council gave a presentation regarding the Flexibility and Regional Activity Center (RAC) Unit allocations and answered questions posed by the city Commission.

City Manager Miller explained that it was necessary for the City Commission to provide staff direction, as deemed appropriate, on the allocation and a Future Land Use Plan amendment application to increase the number of dwelling units within the RAC.

The City Commission discussed staff’s recommendations.

City Manager Miller stated staff will bring back the RAC zoning requirements for consideration by the City Commission in November 2014.

MOTION BY VICE MAYOR LEWY, SECONDED BY COMMISSIONER LAZAROW TO DIRECT STAFF TO DRAFT GENERAL PROVISIONS FOR THE RAC IMPLEMENTATION AND ALLOCATION AND TO INITIATE A STUDY TO DETERMINE RAC UNIT NEEDS AND TO USE THE STUDY TO INITIATE AN AMENDMENT TO THE COMPREHENSIVE PLAN.The motion carried on a 4/0 voice vote.
