MINUTES

Regular Session December 10, 2009

6:00 p.m. Joseph Brown Elementary School

I.  CALL TO ORDER

Chairman Daniels called the meeting to order, followed by the Presentation of Colors and the Pledge of Allegiance by Joseph Brown Elementary School students after which a moment of silence was observed. The following members were present: Loretta Goodloe, Jim Morrison, Talvin Barner, Jerry Lassiter, James Pennings, Tommy Dudley, Shaw Daniels, Steve Kindler, Rob Burcham, Daniel McCulley, and Joe Foster.

II.  ADOPT AGENDA

Director Hickman asked for item h. under New Business, MCPS Tennessee Energy Efficient Schools Initiative Grant to be voted on for approval.

Upon a motion by Mr. Kindler, seconded by Mr. Burcham, Board approved the Agenda.

III. RECOGNITIONS

IV. MAURY COUNTY EDUCATION ASSOCIATION

Nancy Wisker wanted to wish Happy Holidays to the Board, teachers, and students.

V. PUBLIC DELEGATIONS

Sammy McCanless expressed concerns with moving fifth grade students to middle schools. He would like the Board to rethink the effect of GM on the county.

VI. CONSENT ITEMS

Upon a motion by Mr. Dudley, seconded by Mr. Kindler, Board approved the minutes (November 12, 2009 Regular Meeting, November 19, 2009 Special Called Meeting). Mr. Lassiter requested that a roll call vote be shown in the MCPS Board Meeting Minutes. Mr. Kindler seconded the motion. The full Board voted to approved the motion. Motion carried.

Executive Committee Reports approving Request for Purchase of I Can Learn Computer Lab equipment for Central High School which was approved at the November 12, 2009 Regular Board Meeting and the County Commission Meeting on November 16, 2009

Request for School Volunteer: Whitthorne Middle School Band Instructor Cristian Codreanu; Request for School Volunteer: Mt. Pleasant High School Basketball Volunteer Roy B. Bullock

Request from Central High School Dance Team and Central High School Cheerleaders to use the boys’ gym, girls’ gym, and the concession area on February 12, 13, 2010 from 3:00 pm to 7:00 pm for the Cupid Classic Cheer and Dance Competition with all use of facilities fees waived; Request from Hampshire Booster Club to use the Hampshire Unit School gym and concession area on Tuesdays, Thursday, and Saturdays from 6:00 pm to 9:00 pm from December 2009 till March 2010 with all use of facilities fees waived; Request from the YMCA of Middle TN to use the Randolph Howell Elementary School cafeteria, Gym, and restrooms near the gym on December 11, 2009 from 7:00 pm to 11:00 pm for the “Shop Before the Holidays” with all use of facilities fees waived; Request from the Columbia Elks Lodge to use the Spring Hill High School gym December 12, 2009 for the Elks Hoop Shoot with all use of facilities fees waived; Request from the Columbia Soccer Association to use the boys’ gym from December 2009 until February 2010 on Tuesdays 5:30 pm to 7:30 pm and on Thursdays 6:30 pm to 8:00 pm to practice soccer with all use of facilities fees waived; Request from Grace Park Baptist Church to use the Marvin Wright Elementary School girls’ gym and classrooms on December 11, 2009 from 5:00 pm to 10:00 pm for the Parents’ Night Out with all use of facilities fees waived.

A. Committee Reports

Facilities and Zoning Committee Chair Daniel McCulley made a motion to approve the rezoning plan. Mr. Barner made a motion to amend which was to defer until the next board meeting. This was seconded by Mr. Lassiter. Roll call vote showed that Mr. Morrison, Mr. Burcham, Mr. Kindler, Mr. McCulley, Mr. Dudley and Mrs. Goodloe voted no. Mr. Barner, Mr. Pennings, Mr. Lassiter, Mr. Foster, Chairman Daniels voted yes. Motion failed.

Since this motion failed, the original motion made by Mr. McCulley was reconsidered. Roll call vote showed that Mr. Morrison, Mr. Burcham, Mr. Kindler, Mr. McCulley, Mr. Dudley, and Mrs. Goodloe voted yes. Mr. Barner, Mr. Pennings, Mr. Lassiter, Mr. Foster, and Chairman Daniels voted no. Motion carried.

Policy Committee – No report, there will be notification of the next meeting later.

Budget Committee - No report.

Community Relations Committee Chair Loretta Goodloe announced the next meeting will be January 4, 2010 at 4:30 pm at the Central Office. The next proposed Dine Out for Education date will be March 2, 2010.

1. Manager of Business & Finance Walter Bobo, presented the Report of Monthly Revenues & Expenditures.

Upon a motion by Mr. Kindler, seconded by Mr. Dudley, Board approved the Budget Amendments BA0067, BA0068 as presented with a 10-0 vote. Motion carried.

h. Mr. Foster made a motion to approve the MCPS Tennessee Energy Efficient Schools Initiative Grant for $60,000.00 for HVAC and programmable thermostats to be installed at Joseph Brown Elementary School. Mr. Lassiter seconded the motion. Motion carried with a 10-0 vote.

The Chairman thanked all those in attendance and thanked Joseph Brown Elementary School students for presentation of colors, leading the Pledge of Allegiance, and the artwork. The Chairman reminded the Board of the scheduled meetings:
