:PREFACE:
Sundargarh District is an undivided district situated in the Western side of Orissa. The hidden mineral resources thickly built forest sources and cultural heritage of Adibasi people is the center of all attraction. The Vedic point at Bedvyash reminds our old culture and mythological traditions.
The Steel Plant of Rourkela and the biggest Coal Field of Asia continent, has given a special status to Sundargarh as an Industrial District.
The geographical boundary of the district has been divided with three sub-divisions-seventeen blocks and four Municipalities. At present 262 Nos. of Gram Panchayats are in existing in this district having population of 18,30,613 both in Rural and Urban areas.

FOOD SECURITY
PUBLIC DISTRIBUTIONS SYSTEM:-
The aim of the public Distribution System is to make available Essential Commodities/ Food-stuffs to the poor needy consumers under P.D.S. timely, regularly and in reasonable Government fixed price. It is important aspect of the Food Security system.
(i) The Food and Civil supplies Department are divided in to 2 wings i.e. Civil Supplies Regulatory wing and another is Orissa State Civil Supplies Corporation Ltd.
In this organization the Civil Supplies Officer-Cum- District Manager O.S.C.S.C. Ltd., is the Officer-in–charge, 7 Asst. Civil Supplies Officers and 23 Posts of Inspector of Supplies are sanctioned by Government to this District.
(ii) Powers and duties of Officers and employees:-
(a) C.S.O. : The Civil Supplies Officer is the over all in charge of the Civil supplies organisaton of the district to see about proper distribution/lifting and make availability of essential commodities to the consumers timely to make surprise checks/ raids in each month regularly, detect cases and he is every right to book cases etc.

(b) Asst. Civil Supplies Officers :-
The Asst. Civil Supplies Officers are posted in different Sub-Divisions/places to see about proper functioning of retail outlets, distribution of essential commodities in their respective areas they should verify this respect also during their field visit, and they are empowered to checks/ raids of different business premises and to book cases as per essential Commodities Act, 1955.
(c) INSPECTOR OF SUPPLIES :
The Inspector of Supplies/Marketing Inspectors are posted in different Blocks/Municipalities to see about the running of P.D.S in their respective areas, They are to visit each fair price shop in their area at least once a month, storage Agent points and to ensure proper storage conditions drawing samples of food-grains at FPS to ensure maintenance of proper quality of the grains and they have also power to detect cases and book the offenders as per Essential commodities Act.
(iii) Procedure followed in the decision in the making process, including channels and supervision and accountability :-
CHANNELS OF P.D.S. :
The Government in F.S. and C.W. Department is allotting P.D.S commodities like Rice, Wheat, Sugar and Kerosene Oil in each month to this district as per card position of the district. On receipt of allotment from Government, the Collector is distributing the same to all Blocks and Municipalities.

On receipt Block-wise and Municipality-wise allocation of P.D.S commodities the district manager, OSCSC Ltd. Is to make financial arrangement with F.C.I. towards cost of commodities and obtaining Release orders from Dist. Manager, FCI Sambalpur to lift the stocks from base depots of FCI i.e. Jharsuguda, Balijuri and Rourkela, Then the District Manager, OSCSC Ltd., distribute the commodities to the storage Agents to lift the stocks from F.S.D.
In this district 19 Storage Agents and 4 Departmental Storage Agency managed by OSCSC are functioning in 33 Storage Depots in different Blocks and Municipalities.
The storage Agents are depositing the cost of P.D.S commodities at Government fixed price with the District Manager, OSCSC Ltd. and obtaining Delivery order from Dist. Manager, OSCSC Ltd. to lift the stocks from the allotted F.D.S. at F.S.D. Point. One of the A.C.S.O. Kept in charges of F.S.D point to effect delivery of stocks to storage Agents. The storage Agents are transporting the stocks and storing in their concerned Block and Municipal Depots of the district.
The block level and Municipality issuing officers distributing the stocks on receipt of allotment from the collector to the Retailers according to the of Ration cards strength tagged to each retail centre.
The Inspector of Supplies/Marketing Inspectors are endorsing the quantity in the Tally Registers of Retailer to enable to lift food stuffs from Storage Agents on payment of cost of commodities with the Storage Agents.

The Retailers after lifting of P.D.S commodities they are issuing stocks to be consumers on production of cards tagged to them at Government fixed price.

FAIR PRICES SHOPS :
As per existing norms of Government, there should be one P.D.S. outlet for a population of 2,000 (1000 in case of hilly areas) and the aim of the Government is that the beneficiaries should not be required to travel a distance of more than 2 Kms for accessing F.P.S to obtain their P.D.S. commodities.
At present the fair price shops are functioning in this district both in Rural and Urban areas as per details given below :-

DISTRIBUTION :-
In the district the B.P.L. Rice is being distributed through Gram Panchyats, Mobile vans and Maitri Shops to the Consumers and Kerosene Oil is being distributed by the K. Oil R.C. holders to draw their quota timely at Government fixed Price.
MOBILE VAN SCHEME : 11 Nos. of Mobile Vans are functioning in this district in different blocks to distribute BPL Rice, AAY Rice and Annapurna Rice to the consumers. In each Mobile Van one Sales Asst.-cum-Godown Asst., One Driver and One Helper-Cum-Kanta-wala are deployed to run the scheme smoothly.
MODEL FAIR PRICE SHOPS : 4 Nos. of M.F.P.S. are functioning in this district i.e. at Sundargarh. 1- and Rourkela –3. In each M.E.P.F. one S.A.-cum-G.A. and Helper-cum-Kantawal are deployed.

ALLOTMENT OF P.D.S. COMMODITIES :
The Government in FS and C.W. Deptt., Orissa have allotted the following quantities of Rice under BPL, AAY, Annapurna and SC/ST, Wheat, Sugar and K. oil to this district for consumption of the same in each month.

The Levy sugar is being issued to the BPL and A.A.Y. consumers only.
The Kerosene Oil is being issued to the consumers of BPL/APL/AAY only.
APPOINTMENT OF STORAGE AGENTS/K.OIL WHOLESALERS/
SUB-WHOLESALERS:/ RETAILERS :
(i) STORAGE AGENTS : The storage Agents are being appointed by Managing Director OSCSC Ltd. Bhubaneswar.
(ii) KEROSENE OIL WHOLESALERS : The K.Oil Wholesalers are being appointed by different Oil companies like I.O.C., BPC HPC and I.B.P. The wholesalers are lifting their K. Oil quotas as per allocation made to them from Rourkela Oil Depot and storing in their respective wholesale Depots to distribute the same to the Sub-wholesalers/ R.C. holders as per distribution list made by the Collector/Issuing authorities. 11 Nos. of K.Oil Wholesalers and 40 Nos. of Sub-wholesales are functioning in this district.

Procurement :
The Government in FS and CW Deptt. Orissa have fixed a target of 3000 MT in chape of Rice for procurement of paddy during the Khariff marketing session 2004-2005.
3 Miller Agents of this Dist. And 1 Miller Agent of Jharsuguda District have taken part in the procurement drive during the current Khariff session. So far the progressive procurement of paddy and progressive delivery of Rice is given below :
(1) Progressive procurement of Paddy : 5901.80 MT
(2) Progressive Delivery of Rice : 2757.00 MT
The Miller Agents are purchasing paddy from the farmers @ Rs. 538/- P.Q. of relaxed specification paddy and no distress sale has been noticed so far
At present the rain fail condition of the district is poor.

SUB-WHOLESALERS OF K. OIL. :
The K.Oil Sub-Wholesalers are being appointed by the Collector after taking in to consideration of the geographical barrier, population in the district. At present 40 Nos. K. Oil Sub-wholesalers are functioning in this district. The K. Oil Sub-wholesalers are lifting their K. Oil quota from K.Oil wholesalers as per allocation made by the Collector and storing in their respective depots for issue of stocks to the retailers on receipt of payment and tally register.
RETAILERS :
The Retailers are being appointed by the concerned Sub-Collectors and A.D.M., Rourkela after consideration of recommendation of BLAC for Block area and TLAC for different urban areas.
DEPARTMENTAL GODWNS :
The following Departmental godowns are situated in different places and left out to the storage Agent for storage of P.D.S. commodities on hired basis.

ENFORCEMENT MEASURES
In this district 3 Sub-Divisional enforcement squads have already been formed to make effective enforcement measures. Besides the above the Civil Supplies Executive staff of their respective area also make through checking and booking of cases against the offenders.
Besides that, the squads are conducting frequent checks to detect vehicles for adulteration of P.D.S. K.Oil in their vassals and detecting cases.
A detail statement of enforcement measures of this district from January 2005 to August 2005 is enclosed herewith as Annexure-IV.
(iv) Norms set by it for the discharge and its functions :
The Civil Supplies functionaries fixed the norms to discharge their duties to make sufficient visits to Retail outlets and timely lifting, distribution and monitoring the P.D.S. commodities and to make enforcement measures in their respective areas.
(V) Rules and regulation, instructions, manual and records held by the it or under its control of used by its employees for discharging its functions.
The following Control orders are in force under Public Distribution System.

2. The Orissa Public Distribution System Control order, 2002.
3. The Essential Commodities Act, 1995.
4. The Orissa Kerosene Sugar Control order 1962.
5. The Orissa H.S.D. (Dealer, licensing) order 1979.
6. The Orissa Lubricant and Grease (Processing Supply and Distribution Regulation) order 1987.
7. The Orissa L.P.G.(Restriction on use) order 1974.
8. Orissa Pulses and package commodities (Regulation) order 1975.
All C.S. filed functionaries are well conversant with the rules and regulations.

(vi) Statement of the category of documents that are held by it or under its control:
The Govt. in FS and C.W. Deptt. Orisa introducted new P.D.S. control order, 2002 vide notification No. 9270 dt. 5.4.2002
The Govt. in FS and C.W. Deptt. Orissa issued with new Kerosene oil guidelines for appointment and renewal of Kerosene oil Wholesale licences and sub-Wholesale licences.
