MATTERS FOR CONSIDERATIONCURRENT YEAR – 2016-17

1PARC-Y-FRO PLAYGROUND

1.1 Rocker. Two prices have been received to remove the rocker, namely:

Ceredigion CC – To remove item of equipment and repair the safety surfacing. £400 + vat. The cost of disposing of redundant equipment and associated waste will be at cost.

EJ Metals - £50.00 +VAT.

1.2 Replacement Swing. Two prices have been received to remove the rocker, namely:

Ceredigion CC - this is classified as a 'medium' problem but has excessive corrosion and needs replacing. A like for like replacement swing from Wicksteed will cost £2,155 + delivery, removal of the existing swing and installation of the replacement swing and make good the safety surface will cost £1,560 + VAT.

Wicksteed - Allowance to remove the existing swing as shown below @ £333.55 / Viking Swing - 1.8M - 2 Bay 2 Flat Seats and 2 Cradle Seats as shown below @ GBP 2,950.00

2SWIMMING POOL

The Swimming Pool has lost Ceredigion County Council funding amounting to £14,000 in the current financial year in respect of secondary school and primary schools swims. (The Pool got the money and then, in effect, the schools received ‘free swimming sessions’.) This happened midway through the financial year. The £10,000 cut relating to primary schools has led to them not using the pool during the 2017 summer term (with the exception of the Aberaeron CP School due to the number of pupils). The remaining £4,000 relates to the use of the pool throughout the 2016-17 school year by the secondary school. It includes the use of the pool for GCSE classes as well as ‘non-curricular’ use. The Secondary School has continued to use the pool during the year. The Governing Body is aware of the cut but has resolved that it cannot provide money to cover this deficit as it was not budgeted for and there are no funds to meet the cost. The Swimming Pool has formally requested the Town Council for a contribution to meet this unexpected shortfall in its funding. The Governing Body has stated that, in the next financial year, plans must be made to cover the cost – raising money in the form of a sponsored swim has been suggested. You will recall that the Council contributed £4,000 to the Swimming Pool in 2015-16 as a contribution towards the cost of a new flat roof for the reception area. The Council has included a sum of £4,000 in this year’s budget (sheer coincidence!).

The Council is requested to consider the request of the Swimming Pool Committee.

1PROVISION AND WATERING OF FLOWERS

The following information has been received from Ceredigion County Council:

1. The Council will gift the following to Aberaeron Town Council, 2 x 1.2m black planters plus tower units, 5 x 1m black planters plus tower units and 40 x 70cm terracotta tubs.

2. The Council will deliver the tower units, hanging baskets and the tubs to a location in Aberaeron (location to be agreed), once the town council have gained a licence from the Council/MWNTRA for the siting of such items on the public highway.

3. I have attached an estimate for the supply and maintenance of the floral displays. These costs are based on what was supplied to Lampeter in 2016 in terms of tubs and planters and beds planted.

2SQUARE FIELD

The County Council is requesting the Town Council to take a lease of the Field, taking full responsibility for its annual maintenance costs. The costs received from the County Council are as follows:

Grass cutting on 26 occasions with a cylinder mower, the rate also includes strimming and an element for travel. Annual cost £2507.18 or £96.43 per cut
Weed kill around obstacles etc on 2 occasions per year, annual cost £56.91
Leaf collect on 3 occasions per year, annual cost £129.61
Hedge cutting – full cut during first week of September £902.64 (This includes disposal cost and contractor with tractor and flail)

Hedge cutting – Mid season cut June/July cut out side face only by hand £530.78 (This includes disposal cost)
Total annual cost of maintaining the soft landscaping in Square field is £4127.12
The litter scavenge and bin emptying service is provided by the Street Scene service and there cost are as follows:

Summer bin emptying and litter scavenge, this covers the 33 weeks from spring to autumn and the service is carried out 7 days per week (231 occ x £18.76) total cost £4,333.56.
Winter bin emptying and litter scavenge, this covers the 18 weeks from spring to autumn and the service is carried out 3 days per week (57 occ x £12.51) total cost £713.07
Total annual cost of service £5,046.63
Total annual cost for supplying both services £9,173.75

3SWIMMING POOL

Please refer to the item in respect of the current year’s budget. The Council is then requested to consider whether a sum of money should be included in this year’s budget.
