Introduction and Welcome
Mathilde Peace (MP) welcomed everyone to the meeting particularly those attending for the first time. Members noted that Beth Turner and Jennifer Rowan were presently undertaking Supervisors of Midwives training and were attending the MSLC meeting as an information exercise. Mathilde Peace advised members that Michelle Davidson would be arriving at 11am to give the presentation on Parenthood Education.
1 Minutes of the previous meeting held on 7 February 2008
The minutes of the previous meeting were agreed as a correct record of that meeting subject to following amendment:-
Paragraph 2.4.2 the date should be 1985.
2 Matters Arising
2.1 Membership Update
MSLC hoping to get a representative from Public Health Medicine in the near future.
MP to check with Dermot Gorman.
2.2 MSLC Focus Day 9 October 2008
2.2.1 Members noted that Lothian NHS Board had agreed to fund the cost (£800) of this Voices/ConNeCT (National Childbirth Trust) Training event.
2.2.2 The focus day will be held on Thursday 9th October (10.00 am – 4.00 pm) in Kirl O’Fields Church near Deaconess House. It will be facilitated by Gillian Fletcher . The training course is specifically designed for MSLC groups and the ‘standard course’ can be adapted to meet specific needs and wishes. The MSLC meeting on 4 September will agree a detailed programme for the day.
2.3 Safer Childbirth
2.3.1 Members noted that the action group had met and discussed the standards set
in the Safer Childbirth Document. Once the action plan and minutes of this
meeting had been approved they would then be circulated to MSLC members.
2.4 Any Other Matters Arising
2.4.1 Leaflets produced in other Languages
Sau Mei Fong asked which languages the maternity services leaflets were currently translated into. MP to check with Dermot Gorman.
2.4.2 Fetal Anomaly Scan
Ginnie Graham gave an update on the implementation of the two stage screening programme and tabled two documents for members’ consideration (appendices 1 and 2) including some verbal feedback from focus groups.
It was agreed that MSLC members should be circulated with the proposed information leaflet via email and that they should submit any comments that they might have on it by the end of April. Members noted that the last focus group was to be held on 24 April.
The final report would then be submitted to Heather Tierney-Moore and a check would be made to ensure there had been sufficient public involvement.
3 Activity data and CS Robson Categories
3.1 Members discussed in detail the activity data and CS Robson Categories figures which had been circulated at the previous MSLC meeting held in February. Mathilde Peace drew members’ attention to a tabled paper (appendix 3) she had prepared and members noted and discussed her comments and views on the figures. In the following discussion amongst the points raised were:-
· Increase in number of deliveries (5% per year) / capacity to deal with this – noted that meeting to discuss these issues and options to be held on 28 April 2008.
· 5% increase in deliveries figures did not include rise in home births (now 170 home births).
· Robson category 3 at SCRH and Robson category 5 at SJH are at odds with Sentinel Audit.
3.2 Members agreed that the opportunity to discuss the figures in detail had been useful and worthwhile. Corinne Love (SCRH) and Sandra Smith (SJH) agreed that monitoring of relevant Robson categories would be done by appropriate subgroups e.g. Intrapartum QIP.
4 Workforce Planning
Members noted that Birthrate Plus (midwifery workforce planning tool) had just been completed. Report expected in May.
5 Lothian Working Groups / relevant issues not covered in the agenda. Members noted the following meetings had been held and were advised to contact either Mathilde Peace or Joyce Clearie if they wished to see the minutes.

6 MSLC 2007 Annual Report
Members noted the finalised MSLC Annual Report would be considered at the next Healthcare Governance and Risk Management Committee meeting which was scheduled for Monday 21 April.
7 Parenthood Education – Presentation Michelle Davidson
7.1 Mathilde Peace introduced and welcomed Michelle Davidson (St John’s Hospital) who was in attendance to give a presentation on Parenthood Education. Michelle Davidson explained the background to the current situation and advised on recent developments. She tabled four papers providing detailed information on various aspects of parenthood education as follows:-
· Parenthood Education – Update for MSLC April 2008
· Involving Men in Antenatal Education: The dads2b course: An evaluation of Innovative Practice and Partnership Working
· Active Birth Workshop
· Business plan for providing an on-line virtual tour of both labour wards in Lothian
7.2 In the following discussion amongst the points raised were:-
· Urgent need for a Lothian-wide Parenthood Education co-ordinator as required by NHS QIS standards
· Syllabus – current workshops covering various topics will be put together in a Lothian “Workbook”
· Information leaflet – not easy until Lothian-wide approach sanctioned by Co-ordinator Post
· Training – group management – 2 day course held 4 times a year, 4 midwives per course
· Workshops – 2 hour training
· Budget – no dedicated budget for training
· Location/Accommodation
· Ideas – parenthood education champion in each team of midwives
- toolkit for each workshop
· Evaluation of the classes
· Parent Education is a window for services
7.3 Mathilde Peace then took the opportunity to thank Michelle Davidson for her useful and informative presentation on parenthood education. Members would be kept updated on developments.
8 Any Other Competent Business
8.1 The Business of Being Born - Film
8.1.1 Members’ attention was drawn to a forthcoming showing of the above film at the Glasgow Film Theatre on Wednesday 16 April from 6pm. The film was to be followed by a discussion led by Denis Walsh. Tickets were £10 and could be booked in advance through the following website www.birthchoices.co.uk.
8.2 1-1 Care in Labour Audit – Sandra Smith, Consultant Midwife
Report now completed. Will be on the MSLC June meeting agenda.
