Ms. Cho, Chair called the meeting to order at 9:50 a.m.

APPROVAL OF THE MINUTES

Motion(I) was made by Mr. Stephens, seconded by Mr. Edmeades and unanimously carried to approve the January 27, 2010 meeting minutes.

COMPLAINT COMMITTEE REPORT

The Complaint Committee reported on the status of the following complaints:

The Board unanimously approved 11 applications for reinstatement.

APPLICATIONS DENIED

Motion (III) was made by Mr. Bowden, seconded by Mr. Parker and unanimously carried to deny 3 applications due to incompleteness.

OLD BUSINESS

Correspondence

The Board received follow-up request from Zack Kershner, City Engineer for Frederick Maryland in regards to the Boards’ response to Diane Smoley, Senior Plans Reviewer, City of Frederick.

In the first correspondence, the Board was asked to offer an opinion regard signing and sealing townhouses. The Board responded by reaffirming their position as related to the 1990 Memo addressing this issue. But also stated that townhouses constitute an “interrelated, interconnected” structure and not a single dwelling of two units or less, thus requiring the seal of an architect. Mr. Kershner cited a code that recognized townhouses as single units and requested clarification of the difference between the two.

After a brief discussion, the Board asked Ms Trust to respond to Mr. Kershner that it stands behind its earlier position regarding the exemption that allows a developer, builder or contractor to provide design services related to the developer’s, builder’s, or contractor’s own construction of a new or existing single family or two family dwelling.

CEU Audit

The Board conducted its’ review of this period’s Continuing Education Audit responses. To date, the Board has received about one half of the 108 notices that were sent. The outcome of the review was mostly positive, with a small percent that did not meet the requirement. These persons will be contacted with instructions for bringing the audit request into compliance.

From the Joint Chairs

Ms. Cho, Chair, informed the Board that the Joint Chairs are in agreement to reduce and or eliminate some exam fees for all design boards.
