RFQ REVIEW PROCESS AND TIMELINE

Process

Commission staff and External Reviewers will review RFQ responses to ensure that they meet all requirements of the RFQ. Responses that do not meet the requirements will not be considered.

Staff will identify a select group of final applicants who meet the eligibility requirements stated. Contractor will be selected through a combined internal and external review process.

Timeline

The estimated* selection process shall be as follows:

PHASE I

Review and assessment of Request for Qualification Statements by Internal and Externals Reviewers based on the following criteria:

RFQ Statement received by 7/21/06, 4pm PDT 10

Qualifications and Competency:

Creative Planning, Development and Implementation 30

·  An ability to design and implement projects in a cost efficient manner

·  Understanding of multi-ethnic segments (e.g., Latino, African-American, Asian American)

·  Knowledge and effective use of graphic standards, design criteria, and

the use of multi-channel communications

·  Management of Print Production

Media Planning and Buying 20

·  Experience with media strategies and negotiating rates for all types of media, including but not limited to: tv, radio, print, web, direct response

Success Measurement Strategy 20

·  Demonstrated ability to achieve the goals of a project and defining criteria for measurement

Experience and Proposed Key Personnel 10

·  Work directly performed within the last 2 years that shows demonstrated ability in the non-profit and/or government sector

·  Qualified and diversely-experienced personnel

Planning and Implementation Process 10

·  A demonstrated ability to be flexible in the approach for creative development and project management

Total Points Possible 100

PHASE II

Applicants who have scored highest in Phase I of the Evaluation process will be invited to First 5 LA for an in-person meeting to present qualifications.

Point Value will be given for each answer to the following, ranging from 5 (excellent) and 1 (unacceptable):

1. The First 5 California Commission is currently running a mass media campaign including television, radio and print statewide. Many local organizations, as well as, our core target audience view believe this advertising is coming from First 5 LA. Do you think it’s important for First 5 LA to differentiate itself from First 5 California? Or should First 5 LA leverage the State Commission’s marketing activities and how would they leverage these efforts?

2. Given the fact that the First 5 LA Commission is launching several new initiatives that have not definitively established an impact in the community or published results -- how would you suggest we effectively market these initiatives?

3. Please describe your understanding of the non-profit and government arena? What previous experience would most benefit your potential relationship with First 5 LA? Do you have strategic media partnerships that can be leveraged for First 5 LA’s marketing efforts?

5. Do you have any clients that can pose potential conflicts with, and/or timely service delivery to First 5 LA?

The selection of the agency shall be the ultimate decision of the Commission and will reflect the Commission’s determination as to which agency it believes will provide the best overall service.

The selection of an agency shall not be conclusively presumed to create any legal or equitable obligations or other duties against the Commission unless or until the Commission actually executes a written agreement with the successful agency.
