RFQTerms of Reference for Obtaining quote of Medicines and medical items consultant services to conduct for M & E/Research, for Client Exit Interview Data Entry, Cleaning and Analysis

1. Organization background,

Marie Stopes International (MSI) is a British non- profit NGO founded in 1921. MSI is amarketing focused, results oriented social enterprise. MSI develops efficient, effective and sustainable family planning projects in UK and overseas.

Marie Stopes InternationalAfghanistan (MSI: A) was opened after registration with government of Afghanistan in August 2002. MSI-A: follows the global mission statement of MSI, which are children by choice not by chance. Our focus is to reduce maternal mortality, providing quality and sustainable MCH/RH services and information in 8 Provinces in coordination with Ministry of Public Health, Afghanistan.

With the Power of Ten strategy, MSI focuses on strategic and technical leadership in producing, interpreting and using high quality evidence to fulfill its mission of children by choice not chance. MSI is keeping the client at the centre of our work and strengthening our development as an evidence-based organization. The Exit Interview is important to this mission, because it helps us to understand our clients.

2,. Purpose, Objectives of obtaining quote.and Scope of Work

The main purpose of this quotes announcement to have a increase the quality of products and transparency with collecting different proposal from different venders and creat positive competition to find the best supplier with offering product quote with high quality based on attached list brands and acceptable prices,

3, How to fill the qoutes.

A-First review the quote form and carefully fill ONLY two column (Unit price and total price columns). Then in the end write down the Grand Total.

B-Sign and stamp the filled quote and send a scan copy of that to the given mail address in this RFQ.

The purpose of this consultancy is to produce a clean and final data set from the standard MSI exit interview protocol, to be used as evidence for MSI-A decision-making and project planning.

The objective is to collect, enter and conduct data analysis for the MSI-A 2016 exit interview data within the agreed timeframe of the consultancy. MSI-A will send this data set to the MSI headquarters in the U.K. by November18th, 2016, for global analysis. The consultant will therefore need to submit the cleaned data set (and all supporting files, listed below) to MSIA by November 1st, 2016.

The objectives of the client satisfaction exit interview are:

To assess clients’ satisfaction of their experiences at MSI facilities, including their perception of quality of services provided; and

To assess the client profile, by collecting more socio-demographic information about our clients such as the level of education, marital and employment status, MSI can understand better the type of client is seeking different services and who is accessing the services to be able to see if there are client types (e.g. poorer people) that MSI could try to target as well as assessing the extent MSI are reaching underserved populations.

Broad Activity Areas

Seeking Ethics exemption- Study consultant will communicate with Ministry of Public Health/Institutional Review Board and obtain exemption letter

Training for Data collectors – Study consultant will provide 2 days training for data collectors on clients exit interview survey questionnaire.

Data collection – Study consultant will closely monitor and supervise data collectors in the field.

Data management and Data entry – Study consultant will manage data entry of all collected data.

Data cleaning and data analysis – Study consultant should clean all the data and he/she should analyse the data.

Draft final analysis report – Study consultant will prepare final draft survey report and submitted to MSIA after 15 days.

Providing analysis presentation – Study consultant will present finding of client exit interview to MSIA senior management team.

3. Existing information sources

MSIA will provide several documents that the consultant must use to carry-out the exit interviews: exit interview package including protocol and tools, SPSS database, EPi Data info, and guidelines for how to use the database and analyze the data.

4. Methodology

A detailed work plan with time frame will be developed by the consultant and agreed with MSIA Program Health Support and Research team leader before start of this clients exit interview survey.

Through a consultative and participatory process, the consultant will work with the MSI-A Monitoring and Evaluation (M&E) team to perform the following activities:

Revise the standard MSI exit interview questionnaire, based on need and feedback from MSI-A project managers.

Translation of questionnaire from English in to Dari, as well as back-translation from Dari to English (to check the translation).

Receiving acceptance letter from Ethical Review Board of MoPH Afghanistan.

Conduct training for data collectors on the following topics: the MSI-A program (service delivery and channels), research ethics (including informed consent), data collection techniques (including role play), and exit interview protocol. Pilot the exit interview questionnaire with 20 clients to validate the tool.

Perform and complete data collection based on the predetermined schedule, provided by MSI-A.

Perform data entry and verification by using the provided Epi Info data entry screens, and provided SPSS syntax for data management and analysis.

Ensure data quality is in place through the use of the provided SPSS syntax to clean the data once it has been imported into SPSS from Epi Info.

5. Skills and qualifications

Experience in public health research

Master degree in statistics, social sciences, public health, or related field.

5 years’ experience in managing field researches and surveys.

Previous experience in Epi data and SPSS

Experience in data collection, entry, management and analysis for quantitative SRH and FP surveys in Afghanistan.

Ability to write a concise and well-written analytical research report on the results of the survey in English.

Previous experience in clients exit interview surveys or related topics is considered as an advantage.

46,.Logistics andPprocedures.

After collecting quotes and analysing by technical bid Evaluation committee of MSIA will sselect those venders which meet the given criteria then after final review of product quality, brand and price and other required things will call to the Winner and loser of competitors, and then MSIA will sign contract with winner vender for supply 2017. it will be contracted out to the external consultant but MSIA will provide exit interview package to the consultant, and will provide any other support such as space for data collectors training, place for data entry, clients and lock cupboard for questionnaires. Program M & E officer will be responsible for compiling initial documentation and indication of the time

7. Outputs

Deliverables include the following files and materials:

i.Draft and final copies of the exit interview sample selector tool, separated by each service delivery channel.

ii.An Epi data database with all the questionnaires entered, using the standard Epi Data data entry forms provided by MSI.

iii.A clean SPSS data set of all exit interview data, which is organized using the standard variables and response options found on the standard questionnaire.

iv.A comprehensive evaluation report, using the standard MSI template

v.A power point presentation (to be presented to the project stakeholders)

vi.Any additional deliverables that are part of the standard MSI exit interview package

8. Reporting and contracting arrangements

The MSIA Country Program Team and HSRT team leader is responsible for joint monitoring of field survey, data collectors trainings, data entry, keeping exit interview documents in locked cupboard and presenting the result to MSIA senior management team. The MSI Regional Research Advisor will also review the report and data set, and provide feedback to MSIA and the consultant.

9. Remuneration

Proposals are invited based on these Terms of Reference.

The payments will be made upon successful completion of the deliverables and submission of invoices in instalments.

MSIA reserves the right to withhold all or a portion of payment if performance is unsatisfactory or if work/outputs are not achieved.
