Vol Fire Dept – Kayla - attached. Call from State Fire Marshall concerning Hagge’s sleeping loft, has stairway but not 2nd means of egress. Mark H will speak to Garland Hagemeister

Sheriff: Deputy Longlet reported introduced Deputy Murphy.

Mapleton Investors – Cam Knutson (representing) & Andy Westby (Goldmark) – Assumed lot # 10 (their map) was included in agreement with Horsch (5 years interest paid by Horsch). Requesting TIF inclusion or credit specials paid (approx $40 T) against future liabilities & clarification of lots 7, 8, 9 & 10 (their map). Brandon – lot 10 in 2013-2 project on 4 or 5 properties (Gold court/Integrity Steel) 8 & 9 in 2012-2 & 3. Lot 7 does not have sewer service, water (only main going past) or street access. When Horsch-Anderson put in specials assessed on services equitably in the Improvement Districts 2012-2 & 3. Lots 7 & 10 are in the imp dist 2013-2. Sarah – 2013-2 was not included in the financing of 2012, separate, therefore a new agreement with Horsch would need to be requested by Mpltn Invest from Horsch.

Buyers of lots can request TIF in writing from the city (city discretions – contributions from both for jobs, sales tax, type of facility and other factors,)

Westby – plan is to list & market lots. Questions: can we market lots as no specials until 2019, and 5 year existing agreement extends to 2019? Yes.

Park Dist – Donna – 60 kids enrolled in baseball & have started.

Fire Suppression at Happy Days (calls & emails) questions clarified. MVFD providing 1 truck at event.

MVFD support petition discontinued.

Resident questions should be referred to the particular departments and/or district.

Cemetery – Mary - committee will order trees for fall planting (2013 grant money) – less expensive for city to possibly build benches instead of ordered.

P & Z – members absent

Mark H updated on Bosserman’s garage – P & Z requiring more specific information & will not address until proper permits, insurance & city permit are presented to the city.

Mark H – attached report for 326 6th Ave recommendation for condemnation and removal. Motion Odegaard directing process to be started for condemnation, 2nd Sprecher RCV/MC

Bruesch house this summer teardown. City will send follow up with timeline request/letters.

Asbestos - state not requiring inspection. Health department regulates.

Sink residence is sound, needing minor cosmetic repairs (corner trims, saufet, and roofing). There are no door latches.

MPB fence – Carrie & Jeremiah – 8 years ago Liberty installed fence, permit received from city, yard was marked. Due to installation of sidewalks fence found to be 2.5 ft over property line in boulevard.

Owners thought the drawing on the fence permit gave them permission to go over the city property line & stated that is where they were told to put the fence. Could not recall by who marked or if surveyed, but assumed the city had marked if for them & fence permit was approved by P & Z. Suggesting city pay for fence removal.

Signed Fence Permit insures: the property owners will locate pins & follow ordinances & that the auditor has verified resident has copies of fence policy & adjoining property line agreements.

No new permit will be required & Randy will make arrangements with residents to assist pulling poles out with the city loader.

Attorney: Hold Harmless next month

Meridian Grove 1st sidewalks minutes reflect sidewalks to be installed after the 1st street project was complete. Letters to be sent for opportunity for resident to have licensed, approved contractor install prior to city installation and assessment.

PW – Randy – gophers in cemetery. Clarification on skid steer or attachments for little blue will get prices for both. HCI water trade for seeding discussed for ditching & seeding along 164th also spoke with Scherweit. City bldg & fire needs discussed. Randy would like all shop in one area.

LeeRoy MVFD permission to sell 1971 pumper. Yes run advertisement. Sarah – Chapter 107 if value is more than $2500.00 public sale required.

Levee Recert. 2012-2-Tech memo submitted. Motion Draeger submit BNSF license agreement ($800.00) for temp closure during large flood event, after FEMA approved issues, 2nd Odegaard RCV/MC Motion substantial completion inspection 11 4 2016, 2nd Odegaard RCV/MC

1st Str Recon–Imp Dist 2016-4–BND loan close tomorrow. Terms to be determined. Closing 1st Street May 22. Withholding 10% of everything. Motion Odegaard Pay App # 1 (135,833.67) contingent on funding, 2nd Sprecher RCV/MC (gate valve not done).

Ashmoor 2016-2 & Prairie View 2016-3– crack seal next week.

Wastewater–letter sent for purposed rates. Fargo contacted him concerning hooking up to ethanol plant line.

Water System Study-linear 20 year population projection 1568 in 2037. Looking at underground water storage 250 T gallons below existing “old” water tower – less cost & less maintenance costs. Motion Sprecher Eng Inv # 15408, 2nd Odegaard RCV/MC

Auditor – Updating City Capital Improvements 80/20 - Metro Cog – canceling due to full cost required. CBU units in MPB final survey 17 yes, 11 no from 59 lots, discussion. Attendance MFOI meeting Bismarck (SE Regional Director) June 7-8 2017.

PW- Randy – putting old computer in shop for spread records. Gate valve exerciser they made works great (saving $’s). LeeRoy has CDL permit, city will reimburse $20.00 with copy thereof. Great Plains marking cul de sac with paint for drivers to adjust mirrors, also asked to use tractor trailer for city tests.

MG 2nd will be cleaned up when house is done per Dan B. Future letter will be sent and billed $150.00 hourly for city to maintain if not done. Sewer inspections (air or water test) – no training, what are the regs for trench boxes? Called OSHA after reported cave in. Rules for bedding? Brandon - normally bedding underneath (gravel) up to haunches. Why is city inspecting? Homeowner’s responsibility from curb stop to house listed in utility contract. Kevin Mayer (Casselton) may have insight. Buy up to date code books? Passed A1’s waste water collection & treatment tests.
