Division Objective

The Parks and City Amenity Division incorporates the Parks and Recreation Unit, the Open Space Group (including the Bushland Reserves Unit and the Open Space Planning Team), the Cleansing and Solid Waste Unit, the Fleet and Support Services Unitand The Doone Kennedy Hobart Aquatic Centre.

These units have responsibility for a wide range of function areas, including: parks and reserves management; bushland management; open space planning; cleansing and solid waste management; fleet, fabrication and depot support management; and the management of The Doone Kennedy Hobart Aquatic Centre.

The principal purpose of the Division is to provide a high standard of excellence in respect of these functions, in our approach to customers and in the management of community assets.

Position Objective

The Manager is responsible for overall management of the Doone Kennedy Hobart Aquatic Centre. This includes the provision of leadership and strategic direction,as well as the ongoing development, implementation and review of a range of projects and activities including the planned redevelopment of the Centre.

Key Functions And Responsibilities

  • Provide key leadership through the management and direction of theoverall performance of DKHAC including the efficient and effective provision ofhuman, financial and otherresources at the Centre including performance management, mentoring, training and development of employees.
  • Oversee the strategic direction of the DKHAC including the ongoing development, implementation, monitoring and review of a range of specific projects and activities associated with DKHAC including the planned (major) redevelopment of the facility.
  • Manage, lead, develop and motivate DKHACteams to implement and deliver exceptional customer service to members and all users of the Centre.
  • Effectively manage contracts and contractors engaged to provide services to DKHAC.
  • Foster, accommodate and provide the broadest possible range of leisure, fitness, educational and entertainment activities and implement opportunities to improve the quality, effectiveness and efficiency of services provided by the Centre.
  • Develop and promote the Centre as Tasmania's premier state aquatic facility and take a lead role in relation to sharing of services with other Councils.
  • Present all Centre facilities and grounds in a clean, safe, attractive manner and happy atmosphere at all times.
  • Ensure the delivery of a capital works program and delivery of best practice operational and maintenance programs within the Centre.
  • Prepare (in consultation with Unit members) Unit plans, business plans, contributions to the Council’s operational plan and other corporate reporting and monitor and control the performance of the Unit against the objectives and timelines established in the plans.
  • Strategic and operational management of the broad range of assets within the DKHAC portfolio
  • Be responsive to enquiries received from Aldermen, Council Management and other stakeholders.
  • Undertake the preparation, management and reporting associated with operational and capital budgets, and Unit Plans and effective management of all DKHAC related physical assets to ensure optimum condition and asset life.
  • Take an active approach to ensure Work Health and Safety and legislative requirements and policies including the monitoring of health and safety performance within area of responsibility and the initiation of actions to continuously improve work health and safety outcomes.
  • Development and implementation of risk management practices, inspections and programs with particular emphasis on the development and maintenance of DKHAC assets.
  • Provide timely and accurate qualified advice to Council Committees and the Council on matters relating to DKHAC as required by the Director Parks and City Amenity; including the preparation of detailed Committee and Council reports, attendance at Committee and Council meetings as required.
  • Contribute to the overall management of the Parks and City Amenity Division through active participation in the Divisional Management Team.

To implement the Council’s WHS Management System, to ensure that the work for which you are responsible is carried out in accordance with the System and the WHS legislation and to provide appropriate WHS information, instruction, training and supervision to workers for whom you are accountable.

Note: Whilst the key functions and responsibilities for the role are set out above, the Council may direct an employee to carry out such duties or tasks as are within the limits of the employee’s skill, competence and training.

Organisational relationships

Reporting Relationships

  1. Internal

The Manager DKHAC reports to the Director Parks and City Amenity.

The Manager DKHAC will liaise with other Managers through membership of the Divisional Management Team. Employees within the Parks and City Amenity Division and other employees as required.

  1. External

The Manager DKHAC will liaise with members of the Centre, members of the community, representative community groups, peak bodies, sporting groups, clubs and organisations, other local government authorities, and government instrumentalities.

The organisational structure of DKHAC is subject to review, however, at present the Manager DKHAC has the following reports: Customer Services Coordinator,Fitness Coordinator, Finance Officer, and Promotions Officer.

Selection Criteria

  1. A Degree in Recreation Management, Leisure, Marketing or a related discipline coupled with extensive experience in the management of a major aquatic, fitness centre or sports facility of a national standard coupled with a thorough understanding of strategic planning, marketing and programming concepts.
  2. Sound knowledge of the operation, maintenance and management of plant, buildings and equipment relevant to the operation of the Aquatic Centre and Fitness Centre.
  3. Demonstrated experience in providing direction, motivation performance management, leadership and support to, and working effectively within a multi-disciplinary team environment.
  4. Experience in the preparation and implementation of both strategic and operational plans and programs and highly developed project management skills.
  5. Demonstrated knowledge of risk management and working in a quality assurance framework coupled with knowledge and understanding of Work Health and Safety legislation.
  6. Experience in financial management and the administration of contracts and contractors engaged to provide services to the Unit.
  7. Demonstrated ability to relate effectively to local, state and national aquatic, fitness sporting bodies ensuring a high level of cooperation and communication exists between user groups and the Centre.
  8. Ability to deliver exceptional customer service with a proven track record of highly effective negotiation skills.
  9. Current Drivers Licence, Working With Children, Financial Check and Police Check.

Desirable

Post graduate qualifications in Aquatic Centre management.

Local Government management experience.
