Job Description:

Leads activities in IT fields such as electronic dataprocessing, information systems technology, andelectronic security. Oversees the development andimplementation of IT projects and initiatives. Directssubordinate managers and staff.

JOB RESPONSIBILITES AND PERFORMANCE STANDARDS

Plans, organizes, directs, implements and evaluates the operations of information systems for the agency. Defines and prioritizes IT project requirements. Develops time and cost estimates, project plans, and budget.

  • Oversees the development and implementation of IT projects and initiatives. Serves as main point of contact for all IT related matters for agency. Develops and implements policies and procedures for electronic data processing and computer systems operations and development. Meets with department managers to discuss departmental information system needs and develops solutions.Manages computer inventory records. Works with Circuit Public Defender offices to ensure all agency employees are provided with needed equipment. Ensures assigned inventory is in good working order.Provides estimated IT costs to Management for budget purposes. Provides recommendations about future planning and development of resources. Develops budget for equipment purchases.Supervises work of assigned staff.

Continually evaluates customers' security needs for IT applications and evaluates the current options available to meet those needs.

Administers LAN for Atlanta offices of the Council. Works with outside consultant to manage on-site and co-location servers. Manages agency domains, websites, WAN.

Monitors and Support the agency website and Intranet. Works to ensure all sites’ usability and compliance with web standards and 503 Accessibility.

  • Manages agency domains, websites, WAN. Monitors sites for broken links, out of date content, and various irregularities. Corrects any problems. Works to raise site profile in search engines and in encouraging links from other sites. Answers internal and external questions regarding the agency websites and the Internet/Intranet. Maintains a working relationship with other departments to ensure that agency/divisional information on the Websites is current and accurate. Checks for appropriate content, logic, grammar, etc. and code before placing it for public view on the website. Monitors content changes/additions and provides support. Creates static and dynamic pages from internal documents for the agency/division.

Oversees the evaluation of the unit's internal processes, procedures, and technologies to improve efficiency and ensure quality.

  • Investigates user problems; identifies their source; determines possible resolutions; tests and implements solutions. Identifies issues pertaining to operational efficiency and capability. Provides administration and support for the Central Office email system (Exchange) and the statewide email system and mail servers.Installs updates and makes changes to system as needed. Creates documentation and tutorials. Administers user accounts, mailing lists, and groupware. Oversees administration of the hosted PBX system and provides support. Provides expert assistance to customers in planning their IT needs.May provide back-up administration and user support for the Criminal Justice Information System (CJIS).

Monitors the staffs' installation, maintenance, and support of IT products/services.

  • Ensures necessary equipment and software licenses and warranties are maintained. Oversees the installation, configuration, and maintenance of desktop and laptop computers and other related equipment for Central Office and some remote locations. Provides direct desktop support for the Central Office, Conflict Offices, and the Georgia Capital Defender Offices. Provides limited support to the Circuit offices. Serves as a liaison between vendors and IT staff by providing information and guidance in acquiring relevant products and services. Manages vendors, consultants and contract technicians.

Participates in the coordination of systems administration and network administration.

  • Develops and administers useful web-based tools. Researches and selects aids for users, which includes reviewing the content and management system and /or programs to determine which product best meets agency requirements. Maintains knowledge of the latest developments in Web/Intranet technology, including software and hardware. Evaluates and/or recommends purchases of ISP and co-location services, computers, network hardware, peripheral equipment, and software.Reviews current IT related contracts, products and practices for ways to reduce agency costs and improve functionality and efficiency. Attends internal and external educational programs and professional meetings as required. Schedules downtime and preventive maintenance activities required to keep all equipment in good operating condition.

Entry Qualifications

  • Bachelor's degree in a related field from an accredited college or university AND Three years of directly related supervisory/management experience OR Five years of directly related supervisory/management experience OR One year of experience at the lower level Mgr, Information Technology (ITM020) or position equivalent.
