Scenario #1:

This request should not be honored since US military personnel are prohibited from requesting or encouraging the offer of an award or decoration from a foreign government. (JP 1-0, Appendix M)

Scenario #2:

BG Smith may recommend MAJ Thomas for an MSM. An MSM and below may be awarded to Army personnel permanently assigned to other service commands and may be approved by that Service without seeking concurrence from the Army. (JP 1-0, Appendix M)

Scenario #3:

MAJ Thomas must process the award through the approval authority for consideration before seeking concurrence from the Marine Corps. A wartime award will not be awarded to a member of another service without first seeking concurrence from the service concerned. Requests for concurrence must be submitted directly to the service concerned. Permanent orders should not be issued and certificates should not be completed until concurrence from the other service has been received. (JP 1-0, Appendix M)

Scenario #4:

1. Identify critical positions and specify minimum grade, security clearances and occupational skill requirements for individuals required to staff the HQ.

2. Receive the JMD templates from the combatant command as a starting point and basis for refinement.

3. Ensure that the JMD is forwarded to each staff section to ensure their manning/personnel requirements are properly addressed. The J-1 must ensure that each organization gets the right people in each position to accomplish the mission.

4. After each section identifies their requirements, the J-1 will consolidate the input and forward the data to the CJTF. Once the CJTF approves the proposed JMD, the requirements are forwarded to the supported combatant commander. Additional requirements in addition to those already identified in the template must be justified.

5. The Combatant Command J-1 will coordinate the validation of the requirements by the Combatant Commander. Once validated, the Combatant Command J-1 will begin to fill in line numbers to flush out the JTF staff. (JP 1-0, Chapter III)
