1. Main achievements of Directorate F (Social and Information statistics) will be presented orally
2. Concerning the planned developments for 2007-2208, you will find:
- The legislative planning 2007-2008.
NB: The new planned acts are put in bold.
The usual annual commission regulations concerning the ad-hoc modules are put in italic.
The other acts concern regulations in the pipe-line
Depending on the issue of the discussions concerning the Comitology procedure (regulatory procedure with scrutiny) some or all of the implementing acts (Commission regulations) could be splitted into two different regulations (with and without scrutiny).
- The Grants programme for 2007.
You will note the big amount (3 000 000 € !) subdelegated by DG JLS for translating and testing a victimisation survey module and the nice one (1 000 000 €) subdelegated by DGEMPL for testing the European Socio-economic Classification (ESeC)
- An extract of the 2007 Financial Decision concerning some Call for Tender (the more methodological ones) that will be issued by Directorate F, for your information.
- Three CEIES seminars are also scheduled in 2007:
- "Innovation indicators- More than Technology?" Arhus, Denmark, 5-6 February 2007
- "Ethnic Discrimination on the Labour Market" Malta, June 2007
- "Aspects of Welfare" with a session about "Measuring Poverty" Finland, September 2007
- "Family composition" could be proposed for 2008...

Demography, Census, Migration and Asylum
Regulations of the European Parliament and of the Council
- Regulation on migration and international protection statistics expected to come into force Quarter 1, 2007
- Regulation on population and housing censuses hoped to come into force end of second half, 2007
- Regulation on Demographic statistics, to be launched in 2008
Commission Regulations - implementing legislation
Migration and asylum statistics
- Regulation on asylum statistics
- Regulation on migration flows, acquisition of citizenship, and foreign population stocks
- Regulation on statistics on measures against unauthorised entry and stay, and on removals of unauthorised migrants
- Regulation on statistics on authorised resident of third-country nationals (residence permits)
The first reference year defined in the framework legislation is 2008. Data for 2008 may be supplied according to alternative national definitions.
These Commission regulations shall be drafted following Task force and on-line discussions during 2007. Finalisation and submission to the SPC is expected in 2008.
The Regulation on Residence Permit statistics may be delayed as this is an area of statistics under development and there is not a well established data collection process on which to base the Regulation.
Population and housing censuses
- Implementing regulation on population and housing censuses expected to be presented to the SPC early 2008

Labour market statistics
Regulations of the European Parliament and of the Council
- Regulation on quarterly statistics on Community job vacancies expected to be adopted by the Commission in March 2007; start of discussions in Council in 2007Q2
- Regulation introducing salaries in the Labour Force Survey to be transmitted to EP (following the agreement at Council level end-November 2006)
- Possibly Amendment of Council Regulation 530/1999 on LCS and SES (extension to NACE L and/or inclusion of micro-enterprises, SPC November 2008)

Living conditions and Social Protection Statistics
Regulations of the European Parliament and of the Council
- EP and Council Regulation on the European System of integrated Social Protection Statistics (ESSPROS) expected to be adopted during the 1st quarter of 2007
This regulation is expected to come into force in 2008, for the 2006 data collection.

Social Protection Statistics
- Draft Commission Regulation (EC) implementing European Parliament and Council Regulation on the European System of integrated Social Protection Statistics (ESSPROS) with regard to ESSPROS Core System and Pension beneficiaries concerning the measures to be adopted in accordance with regulatory procedure expected to be adopted by the SPC in November 2007
This regulation is expected to come into force in 2008, for the 2006 data collection.
EU-SILC (Community Statistics on Income and Living Conditions)
- Draft Commission Regulation (EC) implementing European Parliament and Council Regulation No 1177/2003 on Community Statistics on Income and Living Conditions (EU-SILC) concerning the 2009 list of target secondary variables on material deprivation expected to be adopted by the SPC in November 2007
- Draft Commission Regulation (EC) implementing European Parliament and Council Regulation No 1177/2003 on Community Statistics on Income and Living Conditions (EU-SILC) concerning the 2010 list of target secondary variables expected to be adopted by the SPC in November 2008

Education, Science and Culture
Regulations of the European Parliament and of the Council
- Regulation on statistics on lifelong learning, to be expected in the first semester 2007
Commission Regulations - implementing legislation
Life long learning statistics: two implementing acts are foreseen
- Data collection on education systems (UOE data collection). Work is expected to start in 2007 and an adoption could be proposed in 2008
- Adult education survey: the drafting of the implementing act will come after the evaluation of the currently on-going first implementation, in 2009

Health and safety
Regulations of the European Parliament and of the Council
- Regulation on statistics on public health and on health and safety at work: written procedure - for adoption of the proposal by the Commission - will be launched end January 2007; first meeting in the Council Working group is planned for March 2007 – adoption planned for second half of 2008.

Statistics on public health
- Implementing Regulation on the European Health Interview Survey (EHIS) corresponding to the 1st domain as referred to in annex I of the proposed EP/Council Regulation – preparation will start in 2007, adoption by SPC planned for 2009;
- Implementing Regulation on Causes of Death (COD) statistics corresponding to the 3rd domain as referred to in annex III of the proposed EP/Council Regulation – preparation will start in 2008, adoption by SPC planned for 2010;
- Implementing Regulation on Health care statistics (CARE) corresponding to the 2nd domain as referred to in annex II of the proposed EP/Council Regulation – preparation will start in 2009, adoption by SPC planned for 2011.
These Commission Regulations shall be drafted following the discussions in the respective Core Groups under Partnership Health and in the relevant Eurostat Technical Groups and Working Group on Public Health statistics.
Statistics on health and safety at work
- Implementing Regulation on European Statistics on Accidents at Work (ESAW) – preparation corresponding to the 4rth domain as referred in annex IV of the proposed EP/Council Regulation will start in 2008, adoption by SPC planned for 2010.
This Commission Regulation shall be drafted following the discussions in the Eurostat Technical Group on ESAW and in the Eurostat Working Group on Statistics on Health and Safety at Work.
