MAHONING TOWNSHIP BOARD OF SUPERVISORS WORKSHOP MEETING

MINUTES

July 1, 2015

CALL TO ORDER:

John Wieczorek called the meeting to order at 6:54 pm at the Mahoning Township Building, 2685Mahoning Drive East, Lehighton, PA 18235

PRESENT:

John Wieczorek; Chairman; Bruce Steigerwalt, Supervisor; Kerry Verrastro, Supervisor; Shawn Haggerty, Supervisor and Natalie D. Haggerty, Secretary-Treasurer

ABSENT:

Franklin Ruch, Vice Chairman (arrived at 7:15 PM), Thomas Nanovic, Solicitor

Walmart Traffic Signal Agreement (Tom’s email dated June 23, 2015 from Mary Mejia notifying she is obtaining a signature on the Bill of Sale once she has that she will forward Bill of Sale and Traffic Signal Maintenance Agreement) Table

Police Policies: Media Protection Policy and Media Policy and Procedure (Tom’s review email dated June 23, 2015) Table

CDBG (Latest email from Peter advising that David Bodnar left him a voicemail saying the county wants to either award for reject the bid that was received for Westside asking for his input. Peter looking for direction from the Board. Bruce Steigerwalt shared he spoke to David Bodnar and he said received one bid for project and not all paperwork was with bid. At that time recommend form solicitor to reject bid with that he would need to go back to DCED. In meantime contacted contractor and they sent David missing page. The issue is the one bid is approximately 13,300 more than CDBG funds. Is the township going to make up the difference. Discussion in past was to reduce scope of project. David is trying to put burden on township engineer. Look for Peter to review this document if this is a bodified bid or not then if he thinks it is make a recommendation to the county there will be a change order to reduce the scope of the project.

MOTION

Bruce Steigerwalt made a motion that we have Peter review bid documents received from the county and to look at bid tab sheet and make recommendation to the county. If it is a bodified make recommendation to the county that the scope of work will be reduced by the CDBG funding availableto do the work and to please share emails with all board members. Seconded by Shawn Haggerty.

COMMITTEE REPORTS:

Road Committee

Bruce shared Ron is in need of another person to fill in on road crew. We since learned that fellow we hired will be off in coming weeks. Ron will be off for a week knee surgery. Applicant of Timothy Kocher.

John Wieczorek made a motion to arrange for interview if committee is satisfied the board will be satisfied. Earliest he can start is June 13, 2015. Seconded by Shawn Haggerty. Shawn Haggerty, yes; Kerry Verrastro, yes; Bruce Steigerwalt, yes and John Wieczorek, yes 4-0 vote. Motion carried.

Bruce Steigerwalt requested an executive session at the adjournment of meeting

Police Committee

Held a police committee meeting will discuss in executive session.

Vehicle discussion

MOTION

John Wieczorek, made motion to resind the motion of purchase of the sedan. Seconded by Shawn Haggerty. Shawn Haggerty, yes; Bruce Steigerwalt, yes; Franklin Ruch, yes, Kerry Verrastro, yes and John Wieczorek, yes 5-0 vote. Motion carried.

MOTION

John Wieczorek made a motion to purchase SUV at the previously quoted price and terms, four year lease with $3000.00 down. Seconded by Shawn Haggerty. Shawn Haggerty, yes; Bruce Steigerwalt, yes; Franklin Ruch, yes, Kerry Verrastro, yes and John Wieczorek, yes 5-0 vote. Motion carried.

Franklin Ruch made a motion to accept general supply quote at 3692.00. Seconded by Bruce Steigerwalt. 5-0 vote

Franklin Ruch got ahold of Deagglo brothers to cancel spraying.

Bruce Steigerwalt: D&L Trail there is concern of ownership of canal. Ordianance issues attempt to go to all municpaliits to get some technicalities straight out.

COG: moving slowly send Samantha an email with equipment

Carl Faust said he received a complaint with regard to noise at racetrack.

Property on 66 Beaver Street with high grass and garbage.

Engineer from Penndot called last Friday. Want to go thru preexisting non conforming use to expand that building. Carl asked for record of variance or land development. Are they exempt from zoning and land development

Mark Ebbert, MVVFC: 1999 International truck is at PVC three injectors are bad. Suggested to replace all six. Quote of $2400 for parts and labor, air conditioning and spedometer. Requesting for permission to proceed forward with repairs.

MOTION

Bruce Steigerwalt made a motion to have truck repaired. Seconded by Franklin Ruch. John Wiecozrek, yes; Kerry Verrastro, yes; Shawn Haggerty, yes, Bruce Steigerwalt and Franklin Ruch, yes. 5-0 vote. Motion carried.

They also have a leaking roof. $108,000.00 FEMA grant received. We formed out our next apparatus replacement
