TENDER NOTICE
Separate sealed & super scribed Tenders are invited in two bid system from Registered, Licensed Electrical contractors for the following works
i) Labour contract for providing and fixing of compression type clamps and connectors for 33/11 KV Sub-stations & lines under Yavatmal Division of Yavatmal Circle against tender no SE/Ytl/Tech/2008-09/ T-07. The estimated cost of tender is Rs 50.00 Lakhs. (EMD Rs 50000 and Cost of Tender Rs 5000)
ii) Providing & Fixing of Wedge Connectors to LT lines of Various Sizes under Pandharkawada Division of Yavatmal Circle against tender no SE/Ytl/Tech/2008-09/ T-08. The estimated cost of tender is Rs 20.00 Lakhs(EMD Rs 20000 and Cost of Tender Rs 4000)
iii) Partial Turn Key Tender for Erection , Testing , Commissioning of 33 Km line Under Yavatmal division against tender no SE/Ytl/Tech/2008-09/ T-09. The estimated cost of tender is Rs 45.42 Lakhs. (EMD Rs 50000 and Cost of Tender Rs 3000)
iv) Partial Turn Key Tender for Erection , Testing , Commissioning of 33 Km line Under Pandharkawada division against tender no SE/Ytl/Tech/2008-09/ T-10. The estimated cost of tender is Rs 45.42 Lakhs. (EMD Rs 50000 and Cost of Tender Rs 3000)
v) Partial Turn Key Tender for Erection of single phase three wire LT line & Providing street light connections in Yavatmal division under Yavatmal Circle against tender no SE/Ytl/Tech/2008-09/ T-11. The estimated cost of tender is Rs 9.41 Lakhs. (EMD Rs 10000 and Cost of Tender Rs 2000)
vi) Partial Turn Key Tender for Erection of single phase three wire LT line & Providing street light connections in Pusad division under Yavatmal Circle against tender no SE/Ytl/Tech/2008-09/ T-12. The estimated cost of tender is Rs 18.82 Lakhs. (EMD Rs 19000 and Cost of Tender Rs 3000)
vii) Partial Turn Key Tender for Erection of single phase three wire LT line & Providing street light connections in Pandharkawada division under Yavatmal Circle against tender no SE/Ytl/Tech/2008-09/ T-13. The estimated cost of tender is Rs 44.24 Lakhs. (EMD Rs 45000 and Cost of Tender Rs 4000)
viii) Supply Of Meter boxes made out of Sheet Moulded Compound ( Thermosetting plastic) confirming to IS 14772 –2000 ( amended up to date), suitable for 1 Ph energy meters as per drawing & specification against tender no SE/Ytl/Tech/2008-09/ T-14. The estimated cost of tender is Rs 5.00 Lakhs. (EMD Rs 5000 and Cost of Tender Rs 2000)
ix) Supply of Personal Computer and Server for IT Section, under Yavatmal Circle against tender no SE/Ytl/Tech/2008-09/ T-15. The estimated cost of tender is Rs 3.50 Lakhs. . (EMD Rs 3500 and Cost of Tender Rs 2000)

Last date for submission of tender documents in r/o i,ii, iii,& iv is 11/08/2008 upto 1300 hrs.and for v, vi, vii , viii & ix is 12/08/2008 upto 1300 hrs . While submitting the tender please attach the Appropriate Tender form fee (As mentioned in Tender Document ) in form of Cash / D.D. in favour of M.S.E.D.C.L.

Having examined the above tender Specification including terms & Conditions of Contract, specifications as per schedules & billing of quantities there in, I/We hereby offer to execute the whole work as described in work schedule according to the specifications & conditions referred to there in with rates entered in the attached sheet of the work.

IMPORTANT INSTRUCTIONS FOR SUBMISSION OF TENDER DOCUMENTS
1. The successful bidder has to start work simultaneously at all the sites covered under the division (list enclosed) as per activity.
2. The successful bidder will have to complete the works within 03 months from the Start Date (After handing over of site).
3. Estimated quantity of works may vary as enlisted in the activity, however the total cost of tender will be limited upto Rs. 9.41 Lakhs only.
The Tender documents shall be submitted in three envelopes in following manner only.
TWO BID SYSTEM
ENVELOPE NO. 1 :- FOR QUALIFICATION BID.
This envelope shall contain copies of the following certificates. True – copies of the certificate should be attested by competent authority. The original certificates will have to be produced by the contractors if demanded before acceptance of the Tender. The envelope shall be sealed. (Closed by way of gum / paste / plastic adhesive tape) The details of EMD & Cost of Tender Paid (M.R./DD No. & Date ) should be clearly mentioned on envelope No. 1.
The documents as below from 1 to 8 are compulsory primary documents for qualifying for opening bid envelope.
1. Valid Electrical contractor’s license issued under the act
2. The bidder should have at least 3 years experience as a contractor in the field of erection of LT / HT lines & machinery . Bidder should have executed work of similar nature in last 3 years(2005-06 to 2007-08) for at least 100% of contract value for all 3 years taken together.
3. Copy of registration certificate of VAT.
4. Copy of registration certificate of Service Tax.
5. Copy of registration certificate of E.P.F.
6. Copy of registration certificate of Workmen’s compensation policy.
7. Solvency certificate equivalent to amount not less than 100% of the estimated cost of the Tender. It shall be valid for current year.
8. Money receipt or Demand Draft as a proof of E. M. D. & Cost of Tender amount paid. The price bid will not be opened without payment of E. M. D. & Cost of Tender
SECONDARY DOCUMENTS
1) Partnership Deed (For Partner-ship firms) if applicable.
2) List of supplies / works currently in hands along with order reference, authority who have placed the order amount of the order & percentage of works completed till date.
3) List of Technical personals, Machinery & T & P. which will be used for Tender works in question.
4) Certificate of performance, completion of works in Govt. Depts. & MSEDCL. Issued by authorities not below the rank of Executive Engineer.
5) Registration under P.F. & Labour laws may be applicable.
ENVELOPE NO.2 :- PRICE BID.
This envelope shall contain the price bid duly filled in with rates, all schedules as applicable. The Tender Document purchased by the bidder should invariably be returned in this envelope & not be kept with bidder, without which the Tender are liable to be rejected. The envelope shall be sealed. (Closed by way of gum / paste / plastic adhesive tape).
ENVELOPE NO. 3 :-
The envelope shall contain envelope No. 1 & 2 as above. Tender No. Name of work, due date of opening, shall be written on this envelope without fail & the envelope should be sealed. (Closed by way of gum / paste / plastic adhesive tape).
Envelope No. 2, shall be opened only in r/o. such bidder who qualify after opening of Envelope No.1.
Envelope No 1 should clearly be mentioned as No.1 and also“ Qualification Bid” similarly Envelope No 2 should clearly be mentioned as No.2 and also “ Price Bid” . Putting wrong numbers on envelope shall be liable for total rejection of Tender.

Annexure ‘B’
INSTRUCTIONS TO TENDERER
The tender dully filled in should be submitted in a cover properly sealed and super scribed as shown below in person only to the SUPERINTENDING ENGINEER, M.S.E.D. Co. Ltd., Yavatmal Circle.
1. So as to reach not later than the due date & time mentioned on the front page. The cover should be super scribed with the name of work and tender No. SE/YTL/TENDER/T-11 /2008-09
2. The Tenderer should also visit and get fully acquainted with the site of work and see for himself the site conditions regarding availability of water, electricity, labor conditions, approach roads etc. and all other factors affecting the work before submitting the tender and no claim on any of these grounds shall be entertained by the board.
3. The Tenderer will have to pay earnest money deposit (EMD) & Cost of Tender by cash/ DD/BG of Schedule/Nationalised Bank in Favour of MSEDCL. payable at Yavatmal, before submitting the tender. Payment by cheque will not be accepted. Tender submitted without EMD& Cost of Tender will be liable for rejection. The DDs should accompany the tender documents submitted by the Tenderer. The Tenderer should quote money receipt No./D.D./BG No. in tender towards payment of EMD.
4. The tender should be valid for the period of 1 month from the date of opening. The MSEDCL reserves the right of forfeiting the EMD in case the tender is withdrawn by the Tenderer after opening but before expiry of 1 month (prescribed validity period) or in the event of refusal to accept the order for work or if refused to pay the prescribed security deposits.
5. The contractor whose tender has been accepted shall be required to deposit 10% of the order value as security deposit (S.D.) in the form of Cash / B.G. within 7 days of intimation of acceptance of Tender. Failure will result in forfeiture of EMD.
6. While submitting the tender form/specifications and schedule ‘A’ of quantity and rate shall be duly filled in and signed by the tenderer. The tenders not bearing the signature of Tenderer on all documents accompanying tender will be liable for rejection. Tender should be written legibly in ink. The rates should be quoted both in words and figures.
7. Tenderers should carefully read all the provisions/instructions and conditions of the tender and follow the instructions contained therein scrupulously. In case of any doubts in respect of any of the clauses or schedules, the same should be got cleared in writing from the office of the undersigned before submitting the Tender.
8. The Tenderer should submit along with tender document the information regarding similar works carried out by him in this or any other department and shall submit suitable documents in support of it.
9. All corrections in the tender and particularly in rates must be signed and dated by the Tenderer and all pages should bear the initials of the Tenderer at the foot of each page.
10. The Tenderers should avoid submitting ‘conditional tenders’. Such conditional tenders will be liable for rejections.
