Regular Meeting 5:30 p.m.July 6, 2016

Meeting called to order by Reeve Sager at 5:35 p.m.

Blackburn-Rowe – that the agenda be approved as presented. Carried.

Rowe-Blackburn – that Council approve the minutes of the previous meeting providing the spelling of Deputy Reeve KrampNeuman’s name is corrected in the minutes. Carried.

The Treasurer reported on the month of June. First installment of final tax bill has passed successfully. Mrs. Mitchell noted some of the larger expenditures for gravelling and calcium chloride applications.

Bruce-Blackburn – that the voucher for the month of June be approved in the amount of $275,430.62 as presented. Carried.

Bruce-Blackburn–that the report submitted by the Road Supervisor be approved as circulated. Carried.

Rowe-Bruce – that Council approve the report for June as submitted by the Chief Building Official. Carried.

The By-law Enforcement Officer reported on his activities for June. His report contained photos of violations of the municipal Yard Maintenance Standards by-law and zoning by-law.

Bruce-Blackburn – that the By-law Enforcement Officer proceed with enforcement of the municipal Yard Maintenance and Zoning by-laws on the properties he had advised of in his monthly report. Carried.

Fire Chief Jason Gear attended Council. He advised that they had had a number of calls during the past month involving fire, medical assist and motor vehicle accident. He advised that he was being assisted by a new firefighter, Mr. Lake with in excess of 20 years experience as a volunteer firefighter. He advised that they and some of the members of the Centre Hastings Fire Department held a charity ball game and raised about $300.00 for the Food Bank.

Blackburn-Smith – that the report of the Fire Chief be approved as presented. Carried.

Council reviewed correspondence from two municipalities regarding the costs of providing medical assistance as part of their fire department services. The Clerk cautioned that this issue has come up before and it may be prudent to investigate our own situation further prior to supporting or opposing these resolutions.

Blackburn-Smith – that the Chief or Deputy Chief of Hastings-Quinte EMS be invited to attend Council to provide more information in regard to our Agreement to provide such services. Carried.

Mr. Calvin McCoy attended Council. He asked Council (again) why they had not put gravel on Hart’s Road. He further questioned why the Township would not spend more of their money to crush more to put on Hart’s Road. He suggested that Madoc Township had done nothing to support the Hastings County Plowing Match and Farm Show in August. He was advised that the calcium chloride had already been spread on the roads. He proceeded to hurl numerous verbal insults at Council and staff – subscribing to the view that no one on Council knew anything about road maintenance except maybe Tom Bruce who had put a lot of “mud” on the roads. He accused the Clerk of having a paragraph removed from an article he had submitted to the newspaper and insisted on knowing who it was that was responsible. Mr. Walter Danford rose to ask if he could speak. The Reeve told him No. He advised that he anticipated that response. Mr. Danford continued to rant - with a number of scenarios whereby he indicated his company could not get work in Madoc Township. He then indicated that Madoc Township did not pay their bills; citing the arena; medical centre and, landfill site. Eventually, these animated presentations quieted and the individuals left the meeting.

Blackburn-Bruce – that Council move into by-laws. Carried.

1392-2016 – third reading to rezone Pt. Lot 12, Con. 7 from RU/EP to RR/EP

1393-2016 – two readings to rezone Pt. Lot 12, Con. 3 from RU to RR

Rowe-Smith – that Council resume. Carried.

Tenders for the supply and delivery of winter sand were opened. There were three.

H. Ramsay and Son - $9.45/tonne

Cooney Sand & Gravel - $13.75/tonne Drain Bros. - $14.15/tonne

Bruce-Blackburn – that Council award the winter sand tender to H. Ramsay and Son as per the tender submitted. Carried.

Smith-Rowe – that Council move to an in camera session to discuss legal and personnel issues. Carried.

Blackburn-Rowe – that Council resume. Carried.

Blackburn-Smith – that Council and staff proceed as determined in camera. Carried.

Bruce-Smith - that Council adjourn. Carried.
