LWML RMD GUIDELINES for SUBMITTING MISSION GRANT PROPOSALS

PROPOSALS for the 2018 LWML CONVENTION in Boulder, Colorado
NEED TO BE SUBMITTED by NOVEMBER 1, 2017
GETTING STARTED
1. Mission grant proposals may be submitted by LWML RMD members, societies, zones, the district, and LCMS boards.
2. Proposals for all mission grants must have the approval of:
a. the LWML RMD President
b. the LCMS RMD President and/or LCMS Missions (see next section).
3. After being approved, the mission grant proposals for the convention ballot will be
selected by the LWML RMD President, the two LWML RMD Pastoral Counselors, and the Mission Grants Committee.
4. Funds voted for a mission grant must be disbursed or put into use within two (2) fiscal biennia – the biennium in which they were voted upon and the one following – or the monies will be reallocated.
a. The convention may extend the time for one (1) biennium in case of extenuating circumstances.
b. In the event that changes in mission grant plans occur after the recipients have
been selected in convention, the Board of Directors shall be authorized to
approve the amended grant or reallocate the funds, either in session or by
other means.
CRITERIA for MISSION GRANT PROPOSALS
1. Ministries considered for grants should:
* Be mission in emphasis, extending the ministry of the Word;
* Fit into plans and projections of the LCMS;
* Be current and ready for implementation;
* Be ongoing in nature, with assurance of continuing after the grant monies have
been expended.
2. Approval for grants:
a. Ministries situated in the Rocky Mountain District should be approved by LCMS-RMD (Rev. Allen Anderson.)
b. Ministries involving a national or partner church must have approval from the LCMS Mission Office, this area currently overseen by Rev. Bart Day, Executive Director for the Office of National Missions.
c. Missions outside of the U.S. must have approval from the LCMS Mission Office, this area currently overseen by Rev. John Fale, Executive Director of International Missions.
Once the appropriate LCMS director has approved a grant, final approval is needed from Rev. Kevin Robson, Chief Mission Officer.

3. In order for the VP of Gospel Outreach to obtain these approvals and give the LWML RMD President, Counselors and the Mission Grants Committee ample time to review the grants for the selection process, it is imperative to submit the grant proposals by November 1 of the odd-numbered year (November 1, 2017).
CONSIDERATIONS and PROPOSAL FORMAT
The Grant Administrator should prepare the Mission Grant Proposal (this does not have to be the same person as the Grant Submitter.)
1. Before writing the proposal, have the following in mind:
a. Name for the grant that is descriptive of its purpose;
b. Monetary amount of the grant;
c. Name, address, phone number and e-mail of the person or group submitting the grant;
d. Name of the LWML RMD President and her contact information;
e. Name of the LCMS District President and his contact information;
f. Grants outside of RMD and/or the U.S. must have approval from the office of the Chief Mission Officer, Rev. Kevin Robson;
g. The name and contact information of the Grant Administrator (this must be a person or organization that is stateside);
h. The name and contact information of the agency to whom funds will be sent.
All this information should be documented on the Directory of Personnel. Remember that the VP of Gospel Outreach will obtain approval from the appropriate LCMS entity as long as the proposal is received by November 1.
2. Present the proposal in resolution format, with four (4) OR LESS “Whereas” statements. For example:
WHEREAS, Christ in His Word has charged us to reach out to all nations; and
WHEREAS, educated Christian youth are a means of propagating His Word to future generations; and
WHEREAS the people of (insert name) are unable to finance fully the cost of living for students away from home; and
WHEREAS, the Lutheran Church-Missouri Synod Office of the International
Mission was consulted about the grant; therefore be it
RESOLVED, that the delegates gathered at the (year) Lutheran Women’s Missionary League Rocky Mountain District Convention in (city, state) vote the sum of (amount) to help fund (name of project or cause.)
3. The detailed information paper about the ministry should be no more than five (5) pages. Include details such as the names and comments of persons having special
knowledge of the ministry and descriptive information about the grant. The information might include the following:
a. Cost of land, facilities, construction, equipment, etc;
b. Amount of salaries, scholarships, etc;
c. Total amount and source of remaining funds if funding is partial;

d. Organization or person responsible for implementing the project and
administering funds;
e. Organization or person responsible for continued maintenance and support.
4. One (1) to four (4) photographs may be included, and is helpful to visualize the project. Prepare short descriptive captions for each photograph and include with the pictures when you submit the proposal.
PREPARATION and SUBMISSION of HARD COPIES
Once you have completed the proposal you must print the original, plus eight (8) more copies of all pages you are submitting. The VP of Gospel Outreach will obtain the appropriate signatures on the filled out original Directory of Grant Personnel. These nine (9) copies of the proposal (please use paper clips and NO staples when assembling) and the Directory must be mailed to the LWML RMD Vice President of Gospel Outreach:

DID YOU REMEMBER TO…?
1. Fill out all of the information on the Directory of Grant Personnel (remembering the VP of G.O. will get LCMS and LWML RMD President signatures);
2. Verify the submitter is an LWML member, society, zone, district, or LCMS board;
3. Write your proposal in resolution format;
4. Limit the detailed information concerning the grant to five (5) pages;
5. Submit (mail) the grant proposal plus eight (8) copies-nine (9) total to the LWML RMD VP of Gospel Outreach (see address above) by November 1, 2017. These
are for use by the Mission Grants Committee when reviewing and selecting proposals for the upcoming District LWML RMD Convention.
NOTE: When assembling proposal materials, submit only those pages that are listed in these
guidelines. Please refrain from using fancy cover sheets or folders, as these will be discarded. Any questions concerning grant submission are to be directed to the VP of Gospel Outreach at the numbers listed above.
