Welcome/Introductions

Chairman, Dean Riddick, called the meeting to order at 5:30 PM. Rosalyn introduced Barry Shawley (ACPS staff member) as the note-taker for the meeting; this was his first meeting.

A motion was made and seconded for the approval of the meeting minutes from March 23, 2015.

Comprehensive Exercise

Dean Riddick opened the meeting with a discussion on the need to present the comprehensive redistricting needs for the County to the School Board. Significant discussion followed. In terms of long-term planning, the members were asked to consider the following planning assumptions:

·  Use 5-year projections

·  Utilize existing facilities and minimize construction, if possible

·  Balance enrollment across high schools based on current feeder patterns

·  Enrollment at each high school should be within 50 seats of stated capacity

·  Consider changes based on contiguous “borders.”

Rosalyn stated that there are immediate needs for the 2016 school year to address the following:

·  Reduce attendance at AHS by 150-250 students

·  Reduce attendance at Greer by 60 students

This following table presents the format that was utilized to facilitate the discussion. Multiple scenarios were identified as possible solutions to the redistricting needs of the school district. Only one scenario is shown in this table. The discussion revolved around numbers only for this exercise. Factors such as demographic impact, bus rides, etc. will be analyzed in more depth by a redistricting committee.

After reviewing the options, the Committee decided that it was necessary to draft a letter to the School Board in advance of their upcoming meeting that would summarize the need for redistricting. The letter was to address the following:

·  Current capacity at the schools is providing significant challenges based upon the preliminary work on the comprehensive study.

·  There is a need for the Committee to notify the School Board that redistricting can and should be conducted at this time.

·  The schools that are most significantly affected by the capacity of the schools are both Greer Elementary School and Albemarle High School.

·  The study should establish this relief as an objective of the redistricting study and should include in the scope of the study all schools that might play a part in providing such relief.

The Committee also noted that their only remaining concern is the omission of Walton as an objective of this study. This school has an enrollment of nearly 350 students and the school has a capacity of 543. As a result, not only is the school being under-utilized but also the students attending Walton are not receiving educational opportunities equal to those available at our middle schools with greater student enrollments. The Committee agreed that this should be included in the memo to the Board for consideration.

The meeting was adjourned at 7:30 PM.
