Regular Council Meeting for May 9, 2016

Location of meeting: Village of Baldwin Hall

Roll call present: L. Todd, T. Dickson, G. Truxton, P. Anderson, K. Bennett, G. Nichols, C. Vicent

Absent: V. McKay, J. Bova

Meeting was called to order at 7:00 PM.

Pledge of Allegiance was recited.

Agenda:

  • Agenda was approved as presentedTruxton moved with support from Nichols.

Minutes:

  • 4/19/2016 Regular Meeting: Vicent moves to approve with corrections, Nichols supports. All Ayes. Motion Carried.

Bills to be Paid:

  • Truxtonmoves to pay bills as presented, with support from Anderson. All Ayes. Motion Carried.

Financial Report:

  • Vicent moves to accept the Financial Report, Nichols supports. All Ayes, Motion Carried.

Public Comment:

  • Brenda Barbier: She will be running for assistant prosecutor this upcoming election.

She is also heading an event Aug 6, 2016 at Hollister Park. More details to come.

  • Tim Smith, Pleasant Plains resident, questioned the watering of lawns. He is a water only customer and was told his water would be estimated with sprinkling. Answer: The estimation is for water and sewer customers. When sprinkling the sewer is estimated.

County Commissioner: (Doug Walls)

  • Aerial photo project is moving slowly, Walls working with different Townships.

DDA:

  • Wayfinding signs- Need to have the sign taken down located near the old Village Hall on 7th. This sign is need to repair.
  • FTC&H have been awarded West Alley Street project.
  • DDA approved and signed new agreement for Village of Baldwin services. Check was signed and delivered to Terra. This paid 1 year of services.
  • Vicent moves to appoint James Truxton to DDA board vacancy, Bennett supported. He will be filling the vacancy left by Doug Walls. (Term ending June 2019) All Ayes. Motion Carried.

Airport:

  • Open and quite a bit of traffic
  • Dunrovin: Trees need to be removed and trimmed.
  • Blessing of the Bikes: Prep work to begin May 7, 2016.
  • Would like to try to get a Courtesy Car.

Water:

  • Report presented.
  • State recommends we treat our water.
  • MRWA rep, Dan Holland was here for training last week.
  • Hydrants to be flushed in the PM on May 25-27, 2016.
  • Badger Reading Software: Dickson reports they are working out bugs. Todd would like a delivery date: email treads to be forwarded, he will take over the following ups.
  • Oakwood Manor: Meter is not reading properly. New meter to be ordered and installed.
  • AT& T to change out fiber optic antennas.
  • Hydrant flushing statement to be posted on Lake County Concerned Citizen Facebook page.

Bennett moves to have this posted by Anderson, Nichols supports. All Ayes. Motion Carried.

Sewer:

  • Philipp and Hoppes are working hard crossing off project of their page(s).
  • US-10 pump went down last week. This lift station is where the Haulers are able to dump. They were able to bi-pass the station for a day and repair the pump. This estimate to fix was approx. 15-20K. This is not a permanent fix, but hoping this last a while.
  • Turning over the land apply area at the plant and will be planting hay.

Reginal Utility Authority:

  • Meet a few weeks ago.
  • Approximate 85% done with making decisions, and moving forward.

Fire:

  • 5 Calls
  • Truck deal mentioned last month fell through.
  • Purchased 8 radios.
  • 2 new explorers
  • May 15, 2016: Pancake Breakfast 8-10:30 AM. Location: Village Community Room.

Planning and Zoning:

  • No meeting last month.

Code Enforcement:

  • Looking for a new appointee: Gardner might be interested in the position. He would like more details regarding the position requirements.

Personnel:

  • Street Administrator: Bennett moves to appoint Sam Philipp as Village of Baldwin Street Administrator, Truxton supports. Roll Call: 6 Ayes, 0 Nays. (Bova absent) Motion Carried. With this new appointment and job title Sam will receive a $.50 raise. He will be stepping down from Code Enforcement.
  • Street Administrator Assistant: Bennett moved to give Terra Dickson a $.25 raise for her to continue to do the paperwork for the Street Administrator, Truxton supports. All Ayes. Motion Carried.
  • Handbook updates: New handbooks have been handed out and need to be reviewed and possibly adopting next meeting.

Street:

  • See above for New Street Administrator appointment.
  • Waste basket lids: Possibly time to replace lids.
  • Dickson: To contact Baldwin Community School to see if they have Community Service hours needing to be full filled by High School students.

Old Business:

  • Online bill pay: To check and get details for Government bill pay net.
  • Yates rate: DPW to meet May 19th at 6 PM.
  • FTC&H: Engineers to meet May 19th at 10 AM.
