Network Change:
Migrating 9-1-1 service to the AT&T Emergency Services Internet Protocol Network (ESInet) from the existing Selective Routers (SRs) in the Bexar Metro 9-1-1 Network District serving Bexar, Comal and Guadalupe Counties and the Capital Area Council of Governments (CAPCOG) serving Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis, and Williamson Counties, Texas areas.
AT&T announces direct interconnection with the deployment of Next Generation 9-1-1 (NG9-1-1) service for Bexar Metro 9-1-1 and CAPCOG, in Texas. This new NG9-1-1 service and associated network elements provide NENA i3 based Internet Protocol connectivity to all of the Public Safety Answering Points (PSAPs) in these areas of Texas (see PSAP & Rate Center list below).
Description of Type of Changes Planned:
Originating carriers will send their Bexar–Metro 9-1-1 & CAPCOG area customer’s 9-1-1 calls directly to the new AT&T ESInet, instead of the existing E9-1-1 Selective Routers (SRs).
Carriers should provision new SS7/ISUP signaling controlled facilities to a minimum of two of the four AT&T ESInet ingress points for the aforementioned areas as indicated in the LNG list below. Trunks installed for this purpose should be diversified between the chosen facilities. The process for ordering facilities or trunks will not change, however, due to the sensitive nature of 9-1-1 service, all activity associated with this migration should have an appropriate level of coordination and oversight within each carrier.
Description of Reasonably Foreseeable Impact of the Planned Changes:
All originating wireless service providers (and VoIP i2 type solutions[1]) will be required to route all of their 9-1-1 emergency calls FOR Bexar Metro 9-1-1 & CAPCOG PSAPs to a new network element called a Legacy Network Gateway (LNG)[2], per the LNG list below. The LNG is the Point Of Interface to the AT&T ESInet.
All originating wireline service providers operating in and for the Rate Centers listed in Table B & Table D will be required to route their 9-1-1 emergency calls to the LNGs shown in Table A below.
The window for this transition will begin 2Q2013, and ALL service providers need to complete their transition by December 1, 2013.
Future requests for access to these PSAPs will also need to follow this disclosure.
Calls destined for PSAPs that are not in Bexar Metro 9-1-1 or CAPCOG serving areas must continue to go through the existing E9-1-1 SR they go through today.
