Meeting Minutes – Nov. 19, 2013

I. A motion was made to accept the Nov. 19, 2013 meeting minutes. They were approved unanimously, as written.

II. The following status of new members, pending approvals, recommendations and resignation was provided by Javier Torrijos:

A.  New Members –Ronaldo Tello was appointed by the Governor to serve on the Commission. The Commission members welcomed Rosa to the Commission. His experience and representation in the area of Mental Health will be a valuable asset to the Commission.

B.  Pending approvals –

a.  A motion was made to recommend Brenda Soto to the Governor to serve on the DHC. The motion was approved unanimously.

b.  Terry Richards still needs to submit her application to the Governor.

III. Treasures Report:

a.  Business cards were handed out to the members present.

b.  No budget report was presented.

c.  Sonia has submitted LABRC invoices for processing.

IV. The Latino Summit conference call schedule is attached. The conference calls are scheduled every other Friday. All DHC members are encouraged to participate.

a.  DHC looking at three Venues to host the Latino Summit in Dover DE.

i.  DelState

ii. DelTech

iii.  Polytech, Woodside

b.  A master list has been developed for the submit invitation. Currently, still being developed and will be finalized in March. Javier urged all the Chairs to send their list of individuals that need to be on the Master list for the summit.

c.  Ronaldo Tello stressed the importance of inviting the Latino community. Leaders that can be the voice of the people.

d.  Charito recommended scholarship money be set aside for individuals from the Latino community who had to take off of work and couldn’t afford to lose a day’s pay. The scholarship money would be used to offset their day without pay.

e.  Rosita gave a power point presentation on the Appreciative Inquiry methodology that will be used at the Summit.

f.  A motion was made to approve $5,000 for AI Consultant and $1,000 for one or two internship for the AI process. The motion was approve unanimously. Rosa will submit proposal for AI Consultant to the DHC members.

g.  Charito will head up the community meetings leading up to the Latino Summit. The purpose of the meetings is to hear from the community and find out what is happening in their communities and their needs and bring it to the Latino Summit.

h.  A Latino Summit website needs to be created for the Latino Summit.

VI. Summary of subcommittees:

a.  Community

a.  A motion was made to sponsor the Schwartz Hispanic Heritage Festival for $3,500. The motion was approved by the majority.

b.  Charito presented community articles that have discussed the work of the DHC.

b.  Economic Development – Report will be submitted on March 18, 2014

c.  Education – Report will be submitted on March 18, 2014

d.  Health and Social Services – Report will be submitted on March 18, 2014

e.  Housing

a.  A motion was made to approve $5,000 for housing advertising. The motion was approved unanimously.

b.  LEP letter needs to be sent.

c.  Jose indicated that Univision could support the DHSA with PSA’s.

f.  Legal & Social Services Justice – Report will be submitted on March 18, 2014.

g.  Transportation – Report will be submitted on March 18, 2014.

VII. DHC tabled the FOIA requirements, changes to the By-laws to Article VI Executive Committee, and the media policy by-law amendments for the next meeting.
