Appendix B: Draft Lists of Phase 1 Works
Background
This Appendix sets out in more detail the draft works programmes identified in Appendix A.
It is broken down into four lists of sites:
Section 1:Carriageway Surface Dressing
Section 2:Carriageway Microasphalt
Section 3a: Footway Surface Treatment
Section 3b:Footway Resurfacing & Reconstruction
Sections 1 to 3a together form Phase 1 of the works and hence are reasonably well developed, being in the form of ‘short lists’.
Section 3b is still under development and will eventually form part of Phase 2 of the works and so is still at a ‘long list’ stage, that is to say there are many more sites on the programme than are likely to be affordable and a considerable amount of work has still to be done to reduce this to a final short list.
It should be remembered that even the ‘short lists’ include more sites than are likely to be affordable, to include flexibility and choice at this stage of the process. The final number and distribution of schemes that can be delivered will depend on:
- The size and nature of the schemes chosen
- The prices submitted by the successful tenderer
- The details of the final designs
Section 1:Carriageway Surface Dressing
Focus on: Mainly rural roads
Main outcomes: Improve Average Condition Index and longer-term condition of network and Best Value Performance Indicators
- £1.05m programme patch & dress in 06/07
- Works to be delivered early in 06/07
- Sites selected for ease of delivery
- £0.53m programme of advance patching for 07/08
- Works to be delivered later in 06/07
- May include sites requiring greater preparation
- All sites selected from the currently ongoing work based on those identified as suitable
The 50 sites on the list below represent the most suitable sites for this type of treatment, drawn from a list prepared by drawing jointly on the carriageway deterioration modelling process and the engineering knowledge of the Herts Highways local teams. Based on current estimates the whole of the main list could be delivered with the available resources. Reserve schemes are included for Member consideration and could be promoted should a main scheme slip or the available funding allow more work to be done.. Members guidance on priorities would be welcomed at this stage although other factors, such as the grouping of works into suitable packages for delivery, will also need to be considered.

The estimated cost for completely treating all of these sites is just over £2.6m, which would limit us to about 85% of the list with the budget available. Members guidance on priorities would be welcomed at this stage although other factors, such as the grouping of works into suitable packages for delivery, will also need to be considered.

The estimated cost for completely treating all of these sites is just over £1m, which would limit us to about three quarters of the list with the budget available. Members guidance on priorities would be welcomed at this stage although other factors, such as the grouping of works into suitable packages for delivery, will also need to be considered.

The 51 sites on the list below represent those sites on the most recent survey of High and Medium use footways that are in need of resurfacing, reconstruction or some similar significant treatment. The estimated cost for completely treating all of these sites is in the order of £3.7m, which would limit us to about one fifth of the list with the budget available. However, in many cases, it will not be necessary or desirable to treat the whole area of a footway. The initial work done on this programme suggests that around one third of the sites on this list could be treated with the available funding and, once the Phase 1 programmes are finalised, more detailed work will be undertaken to shortlist these sites. However, Members guidance on priorities would be welcomed at this stage.
