LLANGYNHAFAL COMMUNITY COUNCIL/CYNGOR CYMUNED LLANGYNHAFAL
Minutes of a meeting of the Community Council held at the Community Centre on 31.01.2018 (Subject to confirmation at the next meeting).
PRESENT – CllrsKevin Shenton(Chair), Paul Evans, Iona Pierce and Wyn Robertstogether with County Councillor Huw Williams and the Clerk.
1. APOLOGIES– CllrsHuw Jones, TonyKillow, Bryan Jones and Carys Jones.
2. DECLARATION OF INTEREST - There were no declarations of interest.
3. MINUTES – The minutes ofmeetings of the Community Council held on 29th November and 20th December 2017 were submitted and confirmed as a correct record.
4. MATTERS FROM THE MINUTES – (a) Telephone Kiosk at Hendrerwydd – The Chair welcomedSarah Jones, Cadwyn Clwyd and explained that the Community Council had recently purchased the Kiosk at Hendrerwydd from BT and wondered what assistance, if any, could be obtained from the Cadwyn Clwyd Telephone Kiosk Regeneration Project.
In response, Sarah Jones explained that funding had been made available under the regeneration programme to develop redundant red kiosks for community use. The maximum spend per kiosk was £3000 for inside work only with the community contributing up to 30% of the cost.The type of work carried out in other communities included tourist information, local photographs, book exchange, defibrillator base, mobile phone charging point etc but actual provision was a matter for each community to decide upon. In this respect Cadwyn Clwyd could arrange for a specialist adviser to attend an open meeting where local residents could put forward ideas. Cadwyn Clwyd would then prepare a draft scheme and put together the various elements of the agreed work.
Sarah Jones was thanked for explaining the scheme and, during the discussion that followed, it was agreed to move forward in consultation with Cadwyn Clwyd. With regard to a consultation open meeting, it was agreed that the possibility of this being arranged to coincide with one of the coffee mornings held at the Community Centre on the first Saturday of each month be looked into. Kevin Shenton agreed to contact Cadwyn Clwyd further regarding this arrangement and to look into visiting Kiosks which had already been refurbished under the scheme.
(b)Affordable Housing to Meet Local Need–it was confirmed that this matter was scheduled for further consideration at the Open Community Meeting to be held on 25th April, 2018. It was agreed that the Community Hall rather than the Committee Room be booked for the meeting and that GrwpCynefin be asked for promotion material/advice in respect of the meeting.
(c) Denbighshire Community Development Programme – with regard to community development, it was reported that Denbighshire had developed an information portal which had recently gone live. This was an online resource designed to help community groups gain access to information and advice on developing schemes and possible funding sources. In relation to this matter members agreed to think of possible schemes which could be developed for the community of Llangynhafal.
(d) Community Council Website – the website was up and running but, to date, it had not been possible to find a way of linking the website to the LlangynhafalFacebook page.
(e) Eisteddfod yr Urdd 2020 – it was reported that, in accordance with the action agreed at the last meeting, an open community meeting had been held on 24th January to consider fund raising arrangements for the 2020 Urdd Eisteddfod to be held in Denbigh. At the meeting, a fund raising committee had been set up and officials appointed. The target for Llangynhafal had been set at £6000 and possible fund raising events would be looked into by the new committee.
(f) Provision of Bus Shelters in the Area – the Chair reported that he had asked for a meeting with representatives from the Highways Department to look at costs, possible sites and assistance with funding. As yet, a date had not been agreed but he would keep members informed of developments.
(g) New Community Seat at HwylfaLlwyn – Paul Evans reported that this matter was ongoing and that quotations had been requested for a hardwood seat similar to the one at PlasynRhos together with fixing costs.
(h) Highway Matters–it was reported that the Highways Department had been thanked for the work carried out recently on the roads in and around Llangynhafal. With regard to the priority list for 2018/19, the Department had been asked to include the road from Gables to Hendrerwydd together with Hwylfa Fain and the road from Cyffion to Llangynhafal Church.
5. PLANNING MATTERS –
(a)Argoed, Gellifor – Erection of a detached garage with first floor store. Resolved – that the Community Council has no adverse comments regarding the application.
(b) Denbighshire Local Development Plan–correspondence from the Planning Officer giving an update on the progress of the LDP Review Report and Delivery Agreement for the replacement Local Development Plan was submitted. Members noted that a final draft had now been approved for submission to the Welsh Government and was available on the Council Website.
(c) Planning Law in Wales–Correspondence regarding proposed changes to the Planning Law in Wales was submitted. Members noted that it was also being proposed that a new comprehensive Planning Code for Wales be introduced to replace the various guidance documents currently in place.
6. DRAFT BUDGET AND PRECEPT FOR 2018/2019–Consideration was given to the Council’s budget requirements and precept for 2018/2019. The current year’s budget and spending had been discussed at the last meeting and the estimated balance at year end now stood at £3100.00.
Draft budget proposals for 2018/2019 were submitted, the base requirements being similar to those for the current year. Anticipated expenditure was broken down as follows:- (i) Insurance and Subscriptions £560 (ii) Admin, Audit and Translation £610 (iii) Street Furniture £2500 (iv) Community Support and Donations £700, making a total of £4370. A precept of £2500 plus current year balances would leave a projected surplus at 2018/2019 year end of £1230.
Resolved – (i) that the draft budget for 2018/2019, as outlined above, be approved. (ii) that the Community Council precepts upon Denbighshire, being the billing Authority, the sum of £2500 for 2018/2019.
7. DENBIGHSHIRE COUNTY COUNCIL – Correspondence was submitted as follows:- (a) Denbighshire Housing Newsletter – members noted that this was a new publication. (b) Financial Assistance and Grants – details of funding available to community groups from the Denbighshire Welsh Church Acts Fund and the Garfield Weston Anniversary Fund for projects over £30,000. Resolved – that the correspondence be received and noted.
8. ONE VOICE WALES AND WELSH GOVERNMENT– correspondence relating to the following matters was submitted:- (i) Conwy/Denbigh Community Council Area Committee Papers. (ii) Review of the Community/Town Council Sector across Wales. (iii) New Data Protection Regulations – Councils to be provided with guidance re new Regs.
(iv) Proposed Changes to Waste Collection Regulations – including the introduction of a fixed penalty notice for householders who fail to transfer their domestic waste to an authorised carrier or waste site. (v) Natural Resources Wales Newsletter and Grant Aid Information. (vi) One Voice Wales January Newsletter. Resolved – that the above correspondence be received and noted.
9. MOEL FAMMAU COUNTRY PARK – it was requested that the broken Country Park sign near the gate leading to the mountain at Fron Haul, Llangynhafal be referred to the Denbighshire Countryside Service for attention together with the broken gate leading to the mountain at Siglen, Llangynhafal.
