2013 INTERLEAGUE BASEBALL AND SOFTBALL RULES

The following rules will be enforced in addition to the Official Regulations and Playing Rules of Little League Baseball & Softball.

***All leagues that have divisions participating in Interleague play shall follow interleague rules even if two same league teams are playing.

The home teamand the visiting team must have a current copy of the Interleague rules with them. Should a question come up concerning an Interleague rule, game play will be suspended until a copy can be located, and the question answered.

  1. Interleague Board
  2. The District Administrator is the chairman of the Interleague Board.
  1. Membership includes all league presidents of D6, or their assigned representative. If the league president assigns a representative to the interleague board, they will have all rights and responsibilities as the president they represent.
  1. When an interleague meeting is held, each member who is present will have one vote.
  1. Interleague board duties will include approving game schedules, handling complaints, and handling matters of discipline.
  1. Any manager or coach who is reported to have been in violation of playing rule 4.06 (1) or (2) will be subject to discipline up to and including removal from interleague play, should a follow-up investigation prove to substantiate the original complaint.
  1. Game protest policy-see playing Rule 4.19. The protesting manager must submit the protest to their league president (or designee). The league representative will submit the protest to a member of the protest committee. The protest committee will be comprised of the ADA of that division (or designee), the UIC of that division (or designee) and the D6 UIC (or designee). They will handle all matters of protests for rules and regulation violations. Discipline complaints must be submitted to the DA.
  1. The manager of a team that has not participated in any two regular scheduled games or rescheduled games due to lack of players will be subject to board review. The interleague board may impose disciplinary action.
  1. Interleague Game schedules
  1. Rainout notification- The home team manager is responsible for rainout notification if the game is rained out1 hour prior to game time. This manager is responsible for contacting the other team’s manager, the umpires and the interleague scheduler for that division.
  1. Cancellations. If the game has been cancelled prior to game day, it is the responsibility of the home team manager to contact the other team manager, the umpires and the interleague scheduler for that division.
  1. Reschedules-Rescheduling rainout or cancelled games are the responsibility of the managers. Managers need to contact interleague scheduler for that division.
  1. No games are to be rescheduled between teams without the approval of the interleague scheduler for that division.
  1. Field Decorum
  2. the Board member on duty at the game site is responsible for spectator control. Should the game be scheduled on a Sunday or at a location that does not have a board member on duty, Rule 9.01 (f) will apply.
  3. If the umpire does not feel the situation has been controlled by applying 9.01 (f), the game will be suspended and the turned over to the interleague board for resolution.
  4. If the game is being played on a neutral field (most likely a high school field), it is the home teams responsibility to see that break away bases are being used. Rule 1.06
  1. Game Day
  2. Managers from each team should meet at the game site 45 minutes before game time.
  1. If the managers can’t agree on the suitability of the playing field, the board member from the host league will make the decision. If the field is one that is not the home field for either team, the host league may decide to not allow play on the field. The host league decision is final.
  1. Home teams are responsible for providing umpires.
  1. The home team is responsible for providing 2 new game balls (3 balls for Senior division) and several good used game balls.If it is wet and rainy, the visitors should also supply several used game balls in good condition. It is recommended that a supply of good used game balls be available when the weather is foul.
  1. The home team is responsible for field preparation. Both teams should help set up the field and cleanup after. If the field is not a “home park” for the home team, field preparation supplies will be made available. The visiting team is expected to help with field preparations and well as cleanup after the game.
  1. Game times

a. This rule applies to the Tee Ball Division. No new inning will be started after1 hour from the

scheduled start timeof the game, or after 3 complete innings. The game will terminate at

1 hour and 30 minutes after scheduled start time of the game.

b. This rule applies to the Coach Pitch and Player Pitch divisions. No new inning will be started

after 1 hour and 15minutes from the scheduled start time of the game, or after 4 complete

innings. The game willterminate at 1 hour and 30 minutes after scheduled start time of the

game.

c. This rule applies to theMinor and Major divisions. No new inning will be started after 1 hour 45

minutes from the scheduled start time of the game. The game will terminate at 2 hours after

scheduled start time, whether it is a regulation game or not. If there is no game following, the

inning may be completed. If the game is not regulation, it needs to be completed at a later time.

d. This rules applies to the Junior, Senior and Big League divisions. No new inning will be started

after 2 hours 15 minutes from the scheduled start time of the game. The game will terminate at 2

hours 30 minutes after the scheduled start time, whether it is a regulation game or not. If there is

no game following, the inning may be completed. This rule applies to Junior, Senior and Big-

League divisions. If the game is not regulation, it needs to be completed at a later time. Contact

the inter-league scheduler for makeup times.

NOTE: If the game does not start within 15 minutes of the scheduled game time, either manager

may ask for a reschedule.

Pool Play

  1. Rules governing pool play can be found in Regulation V. Selection of Player (c)
  1. Borrowing of players at game time is not allowed.
  1. The interleague board has the authority to discipline managers who abuse the player pool. The player agents of the participating leagues must keep a log of pool players; this log must be available upon request.
  1. Scorekeeping and pitching records
  1. The home team will supply the official scorekeeper who works for the home plate umpire. The scorekeeper should be in a designated area away from either bench.
  1. Communication with the scorekeeper is limited to the home plate umpire. Should a manager request a pitch count or other record from the official scorebook, the request is to be given to the home plate umpire who will get the information requested. Rule 3.09
  1. If the “home team” book is to be used as the official scorebook, the home team manager will have limited access to the book, and only through the home plate umpire. The official game book is not to be kept in the home team dugout.
  1. Each manager is required to carry a copy of their team scorebook, which includes a pitch count and record for all players. The player agent is responsible to see that players do not violate the pitch count rule. The umpire is there to call the game at hand, not go back and rule on pitcher eligibility.
  1. The official scorekeeper is responsible for keeping the pitch count. The official scorekeepers pitch count is the official record and will be used to determine pitching eligibility. Should there be a disagreement in the count between the scorebook and a manager, the scorebook count is the one that will be used.
  1. Special Rules by Division
  1. Minor SB
  1. Continuous batting per Rule 4.04 will be used.
  1. There is a maximum of 5 runs per inning, per team, including the last inning. No unlimited innings will beallowed.Game time limit is still in effect
  1. Minor BB
  1. Maximum of 5 runs per inning, per team, except last inning. Last inning runs are unlimited.

Game time limit is still in effect.

  1. Major Softball
  1. Continuous batting per Rule 4.04 will be used.
  1. Maximum of 5 runs per inning, per team, except last inning. Last inning runs are unlimited.

Game time limit is still in effect.

  1. Major Baseball
  1. Continuous batting per Rule 4.04 will be used.

e. COACH PITCH (PEE WEE)

Purpose:Coach Pitch is the next developmental stage for baseball/softball players. These players are no longer playing Tee Ball, yet are not quite ready for Minor league play. This is the division where they begin to work on their skills as infielders, pitchers, catchers, and outfielders. Remember, each position plays a key role in the game, and it is important that each child have the opportunity to play each position during the regular season of play.

1. Umpires are not required for Coach Pitch games.

2. No game will be played without a minimum of 9 players per team. (Nopool play or player

borrowingallowed.)

3. No more than 10 players on defense allowed, if the 10th player is used, they will play in the

outfieldonly.

4. Only one coach/manager is allowed in the outfield. This will be for instructional purposes

only. At no timeshould a coach/manager touch a ball that is in play.

5. Maximum of 5 runs per inning, per team, including the last inning. No unlimited innings will

be allowed.Game time limit is still in effect

6. No more than 7 pitches or 3 swings per batter, if either of these are reached the batter is

out.

7. Base runners cannot run unless the ball is put in play by the batter. (No stealing is allowed).

8. Base runners may only advance 1 base per over throw.

9. Helmets are to be worn anytime a bat is in a player’s hand. No practice swings allowed.

(exception:the current batter at the plate).

10. Players league age 7 or above may begin pitching when 50%of the regular seasonofficial

interleaguescheduled games have been completed.

11. Coach Pitch Pitching Rule:

a. Coach / Playersare not permitted to pitch to the opposing team at anytime during the

season.

b. Playersare not permitted to pitch to a league age 6 yr old player at anytime during the

season

c. Players may throw 4 pitches to batter. If the batter does not hit the ball or strike out,

the coach may throw 3 additional pitches (No more than 7 pitches or 3 swings total).

12. When the pitcher is in control of the ball and is on the pitching mound, all play will end.

13. Batters will be awarded first base if hit by pitch.If a pitcher hits 3batters during the course

of the game they will be replaced as pitcher on the third infraction.

f. PLAYER PITCH

  1. Softball:If a softball player pitches in more than 1 inning,one calendar day of rest is

mandatory. Delivery of a single pitch constitutes having pitched in an inning.

Pitching rules must be strictlyadhered to.

2. Baseball: Pitch count records are required on all player pitchers. 7 – 8 year old pitchers may

throw a maximum of 50 pitches per game. [Regulations VI – Pitchers (c)].

* Player Pitch Pitchers will follow days of rest requirements outlined in [Regulations VI – Pitchers (d)].

Pitching rules must be strictly adhered to.

g.TEE BALL

PURPOSE:Tee ball programs are for players 4-7 years old who want to learn the fundamentals of hitting and fielding. In Tee Ball, players hit a ball off a batting tee. The primary goals of Tee Ball are to have fun, to instruct children in the fundamentals of baseball & softball and to allow them to experience the value of teamwork.

1. No umpires will be used in Tee Ball

2. No catcher position will be utilized in Tee Ball (Exception: unless full catching gear is worn

and approved by local league Board of Directors).

3. No game will be played without a minimum of 9 players.

4. Helmets are to be worn anytime a bat is in a player’s hand. No practice swings allowed.

(exception: the current batter at the plate).

5. No more than 12 players on defense, the 10th, 11th and 12th players will be placed in the

outfield only.

6. Coaches/Managers are permitted on the field for the purpose of instruction only. No more

than three coaches or managers allowed on the field at one time (one at the plate and two in

thefield).

7. No manager or coach shall hand a ball to a player while it is in play.

8. All runners may advance 1 base at a time on an over throw.

9. Both teams will bat through the line up each inning. Batting order is to remain the same

through the duration of the game.

10. No Pitching (coach or player) is allowed at anytime during the Tee Ball season.

e.*Intermediate 50/70

Intermediate (50-70) Division: Any participant who will attain the age of 11 years before May 1 and who will not attain the age of 14 years before May 1 of the year in question shall be eligible to compete in the Intermediate (50-70) Division. This means a participant who will be 14 years old on May 1 or after is eligible to play that year; a participant who will be 14 years old on April 30 or earlier will not be eligible for either local league or tournament play in the Intermediate (50-70) Division at any time during the calendar year in question.

  • A 12 year old player who is otherwise eligible under all conditions would be eligible for selection to the Major League, Intermediate (50-70) Division or Junior League tournament team.
  • A player may be selected to participate in one or more regular season games on 1. a Major League team and/or an Intermediate (50-70) Division team, OR; 2. an Intermediate (50-70) Division team and/or a Junior League team. If a player participates in sixty (60) percent of the Regular Season games in each division (Majors and Intermediate (50-70) Division) as of June 15, he/she will be eligible to participate in the Major or Intermediate (50-70) Division for tournament play. If a player participates in sixty (60) percent of the Regular Season games in each division (Intermediate (50-70) Division and Junior League) as of June 15, he/she will be eligible to participate in the Intermediate (50-70) Division or Junior League for tournament play.
  • If a player only participates in sixty (60) percent of the Regular Season games in one division (Major, Intermediate (50-70) Division or Junior League) as of June 15, he/she is only eligible to participate with that particular division in tournament play.
  • A player may only be selected to and participate on one (1) tournament team.
  • Any player who is league age 12 must be permitted to play in the Major Division. The local league cannot force any player who is league age 12 to play in the Intermediate (50-70) Division if the league offers the Major Division.
