RECOMMENDATIONS AND COMMITMENTS OF YOUNG PEOPLE AT THE III YOUNG AMERICAS FORUM / VI SUMMIT OF THE AMERICAS

STRENGTHENING PARTNERSHIPS FOR PROSPERITY:
A DIALOGUE BETWEEN GOVERNMENTS AND SOCIAL ACTORS


Presentation by the spokespersons of the III Young Americas Forum before the Foreign Ministers, Presidents Juan Manuel Santos and Evo Morales, and formally delivered to all Heads of State.
INTRODUCTION
We are here as spokespersons and on behalf of a broad participatory process, in which over 3,500 young people contributed to the Cartagena Declaration adopted yesterday at the III Young Americas Forum.
We present the contributions resulting from over 30 national, regional, hemispheric and virtual dialogues organized in our countries on the themes of this Summit VI.We bring the voices of the nearly 300 young people met in Cartagena in the two days prior to this dialogue.
Today we talk about them and present the main concerns and ideas that have emerged in this huge, unique, different and inclusive participatory process.


We worked 4 of the 5 pillars of Summit VI, which are:

·  Poverty and Inequality

·  Public Safety

·  Disaster

·  Access and Use of Technology


Since we have found common ground on all issues, today we bring the voices of young people through the following recommendations, which we present in three sections:


I.RECOMMENDATIONS
1. To institutionally and financially strengthenexisting national and regional programs in education,business and society development.
2. To reinforce the priority of the themes of Poverty, Inequality and Inclusive development, giving a differentiated approach to situations of poverty and inequality, policies, words and actions.
3. To encourage entrepreneurship initiatives in political, ecological, economic and socially sustainable issues.
4. To educate and create a culture of prevention: education, training, dissemination of participatory campaigns, certification of knowledge, with guaranteed budget and continuity, using knowledge as a tool for social and economic transformation.
5. To give access to technology the character of a fundamental right necessary for the development and inclusion in today's global society.
6. To incorporate these suggestions and inputs on legislations and national and local policies in different countries.
7. To consider young people as partners for prosperity, rights holders and strategic partners for development.
8. To obtain support from the OAS and its Member States, for the implementation of all these policies and actions, as well as for controlling and monitoring them.
9. To create joint partnerships with the private sector and civil society for funding, implementation and evaluation of these recommendations.
10. To ratify the Ibero-American Charter of Youth Rights in the States that hasn’t implemented them yet.

II.SPECIFIC RECOMMENDATIONS BY TOPIC
POVERTY AND INEQUALITY

·  To establish specific policies taking into account the diversity and plurality in the conditions, and different expectations of young people, especially marginalized populations or groups.

·  To Design participatory public policies, allocating resources for literacy, bilingual, technological and financial training, as well as infrastructure for entrepreneurship and rural development.
Citizen’s Security

·  To advance on the recovery and improvement of public space policies.

·  To create security and respect for human rights policies, with a special focus on youth, cases of trafficking, violence, labor and sexual exploitation of children, and corruption.

·  To design and implement policies of social rehabilitation for people serving prison sentences.
NATURAL DISASTERS

·  To build an education focused on prevention, mitigation and adaptation to climate change. Generate an environmental culture prioritizing its importance in our lives.

·  To use fiscal incentives as a tool for promoting sustainable development, designed for use of clean technologies aimed at the eco-efficiency.
ACCESS AND USE OF TECHNOLOGY

·  To build new rules and laws that enshrines access to technology and TICs as a right through open, participatory and democratic processes.

·  To strengthen balanced legislation that addresses both the intellectual property rights, including the use and free licenses to ensure the creative capacity of the region.

III.COMMITMENT OF THE YOUNG PEOPLE OF THE AMERICAS
1. To build a Youth Network of the Americas and strengthen the work of existing networks and youth organizations at the local, national and regional levels.
2. To Create a Youth Monitoring and Control Centre for the proposals and agreements of the VI Summit of the Americas, through which young people of the Americas, their networks and organizations oversee the tasks of governments, contributing and proposing improvements if needed.
3. To organize youth and participate in the process towards the VII Summit of the Americas and carry out the IV Young Americas Forum.
4.To continue with the initiatives and projects underway, promoting them and generating added value by working together in a network.
