regulation on THE scientific field‘s DEFENCE board

1. This regulation establishes the scientific field’s defence board (thereinafter – Defence Board) procedures for the defence of Doctoral Dissertation. The Defence Board is composed with reference to regulations of doctoral program, confirmed by the Lithuanian Government decision No. 908 of 14 June 2002 on modification of the Lithuanian Government decision No. 897 of 11 July 2001 on confirmation of regulations of doctoral program and modification of related decisions of the Lithuanian Government.

2. The department, responsible for doctoral studies, administrates documents of the Defence Board and organizes the session for the defence of Doctoral Dissertation.

3. The chairman of the Defence Board organizes the procedure of the Defence Board. He/she does these actions:

3.1. He/she inspects the file of doctoral student (thereinafter – Doctoral Student) before the defence and he/she assures that the file and other documents of the session (voting-papers, form of the minute of voting and other) are ready;

3.2. He/she inspects the received reviews which have to be presented during the session of the Defence Board or he/she assigns to do it for a member of the Defence Board;

3.3. He/she assures if it is duly planned for the session (for the phonogram or the stenograph of the session, for the demonstration of visual material, and, if it needs, for the interpretation of the session);

3.4. He/she presides at the session of the Defence Board;

3.5. He/she signs documents of the session of the Defence Board and the Doctor’s diploma.

4. The member of the Defence Board does these actions:

4.1. He/she inspects Doctoral Dissertation and estimates if it is an original scientific study where research, done by Doctoral Student, is generalized, scientific field’s problems are ventilated, or its content corresponds to other requirements for Doctoral Dissertation;

4.2. He/she estimates if the academic publications of Doctoral Student are published in scientific editions, indicated in the point 35.2 of regulations of doctoral program, if the main results of researchare announced in these publications.

5. The session of the Defence Board is public. The process of the session is the following:

5.1. The chairman of the Defence Board, after assuring that there are not less than four members of the Defence Board and at least one opponent taking part in the session, and that the absent opponent has presented his/her written review on Doctoral Dissertation, informs participants of the session, the quorum and he/she presents the file of Doctoral Student;

5.2. Doctoral Student presents problem, aims, goals, received research data, conclusions of his/her Doctoral Dissertation, he/she answers to the questions of participants of the session;

5.3. It enables to speak the supervisor of Doctoral Student and his/her scientific consultants;

5.4. The chairman of the Defence Board announces scientific discussion which is begun by official opponents. They have to estimate in reasoned way the scientific level of Doctoral Dissertation and the validity of conclusions, the conformity of Doctoral Dissertation, its summary and his/her academic publications to the requirements of regulations of doctoral program. Opponents may present questions to Doctoral Student;

5.5. The chairman or an assigned member of the Defence Board by him/her goes publicly over the written review of the absent opponent;

5.6. Doctoral Student answers to comments and questions of the opponents;

5.7. The chairman or an assigned member of the Defence Board by him/her before the defence goes over the written review on Doctoral Dissertation or, by approbation of members of the Defence Board, he/she presents comments and conclusions of reviews, and Doctoral Student may pronounce his/her comments;

5.8. It enables to speak members of the Defence Board and guests; after any speech Doctoral Student may be asked to answer the questions or comment, and it is enabled for him/her;

5.9. Doctoral Student gives a speech at the end of scientific discussion;

5.10. After remaining alone in a room, destined for voting, members of the Defence Board do these actions:

5.10.1. The chairman of the Defence Board distributes voting-papers for secret voting;

5.10.2. After the voting the chairman fills the application of voting; members of the Defence Board have a right to verify results of voting;

5.10.3. Members of the Defence Board confirm the results of voting by open voting and they sign the application of voting and the resolution of the Defence Board, if it grants a Doctor’s scientific degree for Doctoral Student;

5.11. The chairman of the Defence Board goes over the resolution of the Defence Board for participants of the session and he/she announces the end of the session.

6. On the morrow of the session the chairman of the Defence Board returns documents of the defence of Doctoral Dissertation to the department, responsible for doctoral studies.

7. The chairman of the Defence Board verifies and signs the protocol of the session, prepared by the stenograph or the phonogram of the session.
