Salary Exception Form (New Staff Members)
GUIDELINES FOR SALARY EXCEPTIONS
This form can be used toappoint new staff members above Point 1 of the Pay Scale in the case of Non Entry Level Scales. The policy on appointment above Point 1 of the Pay Scale is in accordance with the paper titled “First Point of Scale and Entry Level” approved by UMT FOG on 24.04.12 and UMT Academic on 01.05.12.
Key Principles
- The exception form should be used for new staff members only. Existing staff members will be appointed in accordance with the agreed guidelines for internal appointments.
- The request for an exception must be made prior to the contract being signed. Retrospective requests are not permitted.
- Appointments to an “Entry Level Scale” will be at the minimum of the scale and there is no exception process available.

PART B - JUSTIFICATION:
The case for appointing above Point 1 of the Pay Scale must be provided under each of the criteria listed below to justify an exception.
- Current salary of the candidate (include details of total package and other benefits where possible)
- Market competitiveness for the discipline
- Supporting information highlighting the difficulty in attracting candidates e.g. post advertised previously
- Unit budgetary situation
- Funding and grants that are likely to follow the candidate if hired
- Criticality of filling the post to support courses offered to students
- Any other supporting information that justifies the proposed salary
