MEMORANDUM FOR: JROTC Instructors

SUBJECT: CENTRAL TEXAS RANGER ROUNDUP

1. The 2015 Ranger Roundup will be held on 10 January 2015 at Vista Ridge High School located at 200 S. Vista Ridge Blvd., Cedar Park, TX 78613.

2. The 2015 Ranger Roundup is a Joint Service meet that will include a Sporter Class shoulder-to-shoulder Air Rifle match and Physical Fitness competition. This event is open to all JROTC units. Registration form and fee is due no later than Friday, 12 Dec 2014. Scheduling priority will be based upon receipt of entry form and fee.

3. Dressing rooms are unavailable. Participating schools will need to arrive in appropriate attire for the day’s events.

4. First, second, and third place trophies will be awarded to the top Air Rifle and PT teams. Medals will be awarded for individual marksmanship and physical fitness performance.

5. The VRHS NJROTC Booster Club will have lunch available for $5 and snacks throughout the day. The lunch menu will be forwarded in separate correspondence.

Marksmanship

Sporter Class, 3 Position Air Rifle Competition

Reference:2014-2016 NATIONAL STANDARD THREE POSITION AIR RIFLE RULES,

10th Edition, Effective 1 September 2014

1. The Ranger Roundup marksmanship competition will be an individual 3x10 course of fire consisting of 10 shots each in the prone, standing, and kneeling positions, fired in that order. The event will be conducted in accordance with the 2014-2016 NATIONAL STANDARD THREE POSITION AIR RIFLE RULES, 10th Edition, Effective 1 September 2014 (hereafter referred to as “the rule book”).

2. Schools may enter up to two teams. Each school is responsible for providing their own Sporter Class Air Rifles and equipment. Only Sporter Class Air Rifles, Sporter Clothing and Accessories will be authorized in accordance with the rule book. Host unit will provide targets for each relay and will have a limited supply of compressed air. Teams with CO2 and/or compressed air rifles are encouraged to arrive with fully charged cylinders.

3. Coaching, competition procedures, and scoring of targets will be in accordance with the rule book.

4. The Ranger Range has 12 firing lines and can accommodate three teams per relay. The first relay will start precisely at 0800 (first round teams need to be on-site by 0730). Relays will be in 90 minute cycles. This event will accommodate a maximum of 18 teams.

Relay 1 – 0800 – 0930

Relay 2 – 0930 – 1100

Relay 3 – 1100 – 1230

Relay 4 – 1230 – 1400

Relay 5 – 1400 – 1530 (if required)

Relay 6 – 1530 – 1700 (if required)

Physical Fitness Competition

1. Schools may enter up to two teams. Each team will consist of eight athletes (4 male/4 female). All participants must be currently enrolled in JROTC.

2. JROTC instructors shall ensure that all athletes have an approved sport’s physical for the current school year and, for NJROTC units, a Health Risk Screening Questionnaire on file at their home campus.

3. The physical fitness competition is comprised of the following events:

Curl Ups (Male/Female)

Push Ups (Male/Female)

Pull Ups (Male)

Flex Arm Hang (Female)

One Mile Run (All team members)

CURL UPS: This is a two minute timed event.

The athlete will assume a supine (back on floor), bent-knee position (approximately 90-degree bend) on a mat with arms crossed, fingers extended, touching the top of the shoulders, with shoulder blades touching the floor/mat. Athletes may be supported by an assistant who will hold their feet with hands only on top of each ankle or foot.

Upon the command "GO", flex from the hip, raising the elbows so that they touch the front midpoint (or higher) of the thigh without finger tips losing contact with the top of the shoulders; extend from the hip until the shoulder blades touch the floor/mat. The athlete’s elbows will be held close to their chest throughout the exercise. Athletes are not allowed to grab their shirts.

Resting is only permitted in the up position. Fingers must stay in contact with the top of the shoulders while resting, and athletes cannot grab their legs or touch the ground with their hands. One repetition will be counted each time the athlete’s shoulder blade touches the floor/mat.

PUSH UPS: This is a two minute timed event.

The athlete will lie face down on the mat in a push-up position with their hands under the shoulders, fingers straight, and legs straight, parallel, and slightly apart, with toes supporting the feet.

On the command "PUSH UP", the athlete will fully extend their arms and assume a front-leaning rest position. When viewed from the side, the athlete’s body will form a straight line from their shoulders to their ankles with their arms fully extended.

On the command "GO", the athlete will begin the push-up event by bending elbows and lowering their entire body as a single unit until their upper arms are at least parallel to the ground (90-degree bend). Return to the starting position by fully extending arms and raising entire body as a single unit, keeping back straight, until arms are fully extended. One repetition will be counted.

Athletes may rest in the up position, flexing or bowing the back as long as hands and feet remain in contact with the floor, and no other body part touches the floor. Athletes must return to the generally straight body position before attempting another repetition.

Timing will stop if the athlete lifts a hand or foot off the ground or touches the ground with any body part other than the hands or feet.

PULL UPS:

Sweatshirts will be removed during the conduct of the pull-up event in order to observe the lockout of the elbows with each repetition. Assistance to the bar with a step up, being lifted up, or jumping up is authorized. Any assistance up to the bar will not be used to continue into the first pull-up.

Athletes may grab the bar with both palms facing either forward or to the rear. The correct starting position begins when the athlete’s arms are fully extended beneath the bar, feet are free from touching the ground or any bar mounting assist, and the body is motionless. Legs may be positioned in a straight or bent position, but may not be raised above the waist.

One repetition consists of raising the body with the arms until the chin is above the bar, and then lowering the body until the arms are fully extended; repeat the exercise. Whipping, kicking, kipping of the body or legs, or any leg movement used to assist in the vertical progression of the pull-up is not authorized. If observed, the repetition will not count for score.

FLEX ARM HANG: This is a timed event.

Sweatshirts will be removed during the conduct of the flexed-arm hang event in order to observe when the athlete has completely locked-out her elbows. Assistance to the bar with a step up, being lifted up, or jumping up to the start position is authorized.

Athletes may grab the bar with both palms facing either forward or to the rear. The correct starting position begins when the athlete’s arms are flexed at the elbow, the chin is held above the bar and not touching it, and the body is motionless. At no time during the execution of this event can an athlete rest her chin on the bar.

Athletes are allowed to drop down below the bar, however, some degree of elbow flexion must be maintained with both arms. Once an athlete’s arms are fully extended or the athlete drops off the bar, the clock will stop.

MILE RUN: This is a timed event.

Each athlete will complete four laps for one mile. Walking is discouraged.
