Preamble
We, the owners of the SEFFA, being of somewhat sound mind and in control of the majority of our bodily functions, in order to form a more perfect fantasy football league, maintain high standards of competition, and maintain the sanctity of Sundays and Monday nights from September through December do ordain this amended version of the Constitution of the Southeast Fantasy Football Alliance.

The SEFFA is a 10 team, single division league.
League Commissioner is elected for a one year renewable term, based on majority vote
The 2011 participation fee is $185.00 per team.

Important Dates
Draft will generally occur within one week of Labor Day Weekend
League Dues are due by opening kickoff of game #1
First supplemental draft is after week 6
Second supplemental draft is after week 9
Offseason summer meetings are July 22nd – Aug 7th (2 weeks to vote on changes to the league).
Team Rosters
Each team will have a maximum of 18 players on their active roster until the supplemental draft take place
Rosters may consist of any combination of the following positions; QB,RB,WR,PK,DEF Note that players listed as TE on NFL rosters will be considered WR for the purposes of the SEFFA
Each team may only add personnel through supplemental picks after rounds 6 and 9.

Lineups are to be due before “scheduled gametime" of the player involved and all changes are to be made through the (TBD) website. For example, if the scheduled kickoff is 3:07PM, the website locks at 3:07PM even if the game doesn’t actually kickoff until 3:15PM. (Don’t wait till the last second, suckers.)
For teams that fail to submit a starting lineup, the previous week’s lineup will be used.
Teams must submit a valid lineup each week. A valid lineup, consist of no players on a bye or listed as “out” on the NFL injury report, if another option exists on your bench.
Owners are expected to submit lineups through the website weekly. In circumstances that prevent an owner from making a change on the site, the owner is expected to contact the Commissioner and his opponent via time stamped email or voice message to confirm any lineup changes that are intended

Free Agency and Waivers
The SEFFA does not allow Free Agent or Waiver Wire pickups
Draft
The League will hold a draft annually on or within one week of Labor Day weekend, unless extenuating circumstances occur.
All owners are encouraged to gather with other owners in an enjoyable social setting for the annual draft, however this is not required.
Any owner not available in person for the draft, must make himself available via conference call and should allow adequate time to complete the proceedings.
Draft order is determined by the lowest placed team from the previous season having the first option of draft position followed by the next lowest placed team and so on.
Draft will be in serpentine fashion consisting of 18 rounds
Time limits will be 3 minutes for the first three rounds and one and one half minute for each of the following rounds.
Making fun of other owners picks will be encouraged and expected of all owners.

Each franchise will play a 14 game schedule.

League Rules and Scoring
Scoring Rules
Games will be head to head competition. Scoring will be head to head by position and the following categories will be scored for the associated points:
QB completions- 2 points
QB completion %- 1 point
QB total yards- 2 points
QB touchdowns- 2 points
RB carries- 2 points
RB total yards- 2points
RB yards per carry- 1 point
RB receptions- 2 points
RB touchdowns- 2points
WR receptions- 3 points
WR total yards- 3 points
WR yards per catch- 2 points
WR touchdowns- 3 points
DEF yards allowed- 2 points
DEF sacks plus turnovers- 2 points
K total points- 2 points
Total team points- 2 points
1 Bonus point awarded for
QB 300 passing yards and 1 additional point for every additional 100 yards
RB 200 rushing yards and 1 additional point for every additional 100 yards
WR 250 receiving yards and 1 additional point for every additional 100 yards
DEF 1 bonus point for each defensive touchdown or safety. A “special teams” turnover is also counted as a DEF turnover, but special team TD’s DO NOT count as a DEF TD.
K 1 bonus point for each field goal of 50 yards or greater
2013 Additions to Scoring:
- Adding “NFL Passing Rating” as a category for QB. It will be worth “1” point. (Whichever team has the QB with the higher passing rating will win that category “1-0”)
- Adding aprogressive bonus points on our “Total Points” category. Currently, whichever team has the higher total points (TD’s, safeties, FG’s and extra points) wins that category “2-0”. We would like to give a bonus point once a team reaches “50” points, and another bonus point if they hit “60” points, and another at “70” points, etc, etc.
- Currently in SEFFA, a QB must throw for 300 yards to earn a bonus point. We want to use “total yards” (pass + rush) to earn a bonus point. For example, 285 yards passing and 20 yards rushing = 305 total yards and would result in a bonus point. Another would be given at 400 and 500. Also, we want to use “total yards” for RB’s and WR’s as well. Currently, our RB’s have to have 200 rushing yards for a bonus, and we want to include their receiving yards to count toward the bonus point. Also, on WR’s we want to include any “rushing yards” to their receiving yards to count toward the bonus.
- Adding “special Teams” to our Defense category. So it would now be “Defense/special Teams” A special Teams TD or Safety would now be a bonus point, and the points would count on the “Total points” category.

Scoring Errors
Owners must notify the Commissioner via email or pm through the website of any scoring error upon discovery. The Commissioner will resolve any scoring error disputes. Owners have until Wednesday 9pm to submit a scoring dispute. At this time the Commissioner will notify all teams that are involved in the scoring dispute.
The league's web site provider (TBD) will be the system of record for NFL stats.
If the scoring error warrants correction the Commissioner will communicate this to the entire league and make the proper changes to correct the error.

*In a situation involving multiple teams, once one or more teams are eliminated via tiebreaker, the tiebreaker between the remaining teams reverts back to head to head and so on.

The top four regular season teams will advance to the playoffs:
First Round
Held in week 15 of the NFL season
Seed #1 vs Seed #4 and Seed #2 vs Seed #3
Second Round
Held in week 16 of the NFL season
SuperBowl: Winners of the 2 first round games
Too Often I Lacked Enough Touchdowns (TOILET) Bowl: Losers of the 2 first round games

Amendments and Changes to the Constitution and Bylaws
The League Constitution and Bylaws can be changed by the following procedures:
The subject matter at hand is brought up to the commissioner for a vote
Following approval by the commissioner, the commissioner shall make a non-biased factual statement on the message board concerning the subject matter at hand
A period to be determined by the commissioner will be allowed for arguments and debate
A vote shall take place with majority rule carrying the vote
During this period, a reasonable semblance of parliamentary procedure shall be observed at the discretion of the commissioner
Should the matter pertain to the current commissioner directly, a proxy shall be appointed by the remainder of the league owners to moderate the situation
