Welcome/Introductions/Suggestions
· Dr. Searles requested that effective today, the beginning of all Leadership Council meetings will include a review of the previous meetings minutes.
· He also requested that future minutes list the Leadership Council members in attendance as well as those who were not in attendance.
I. Domain Reports and Discussion: Group
· Schools and After-school Deirdre Kleske
o Deirdre reported on a parent advocacy presentation given at the October Schools domain meeting. Two parents from Del Mar Union and Cardiff school districts, respectively, provided an overview of the work they did within their districts to improve school lunches. The presentation was a great example of how parents can work with school administrators to impact the nutrition environments within their own districts. Erica will post the presentation as a resource to the Schools and After-school domain page on the website.
o Deirdre talked about some of the recent partners that have been highlighted in the Schools domain:
§ Barbara Gates has been heavily influential within her community in regards to healthy school lunches. She is the district wellness representative from Oceanside Unified School District, a district that received the Golden Carrot Prize in part because of her efforts. The Schools domain recognized Barbara in the October COI newsletter for her work.
§ Kay Stuckhardt will receive a certificate of recognition for her work with the Valley Center/Pauma School District. She has contributed a lot of effort as the district wellness representative to the improvement of nutrition through the district’s wellness policy, which is currently in the process of being updated.
o Dr. Adigopoula is connecting with the school districts in her area to sit on a wellness council (La Mesa/Spring Valley and Lemon Grove). She works for Grossmont Pediatrics and is a member of CPMG. Jamie Moody added that Dr. A would be interested in speaking at preschools as well.
o Deirdre explained that California Department of Education has goals for wellness policies listed in the Childhood Obesity Action Plan on the Schools/After-school section (one of the first things listed on the page). She explained that parents can either be helpful in advocating for excellence but can also sometimes be resistant especially when it comes to birthdays and fundraising. For example, parents do not want schools deciding what their children cannot have, like cupcakes.
o Dr. Wooten emphasized the importance of evaluating both health and academic performance of schools that are complying with state mandates for wellness policy to prove the importance of compliance.
· Early Childhood Jamie Moody
o Jamie Moody updated the group on the efforts of this domain to work with licensed center- and home-based childcare providers in training and implementation of wellness policy within their childcare facilities, and the results of this pilot.
§ By the end of June 2011, 130 childcare teachers were surveyed regarding their PA and Food practices.
§ Full results are available through Jamie Moody. The surveys showed that some key policy recommendations were not being implemented, especially in relation to physical activity.
§ Hoping to use the pilot toward reaching the broader goal of providers being considered a “Healthy Zone.” Providers who are considered “Healthy Zones” will be placed higher up on the YMCA Childcare referral list for families. This will provide an incentive for providers to comply with the wellness policy.
§ South Bay is the initial target area to conduct a follow-up survey with sites to determine if any changes were made to comply with the wellness policy and to provide guidance to the sites.
§ In the spring 2012, they are hoping to conduct 3 random site visits to observe the sites for a full day. Funding for this will determine the number of sites and this is unknown at this time. They may try to connect efforts with the Healthy Weight Collaborative (the NICHQ/HRSA pilot project in Chula Vista).
§ Jamie noted that these are all centers and a few (about 4) are homes.
§ This domain submitted an abstract of this work to the CDC for the ‘Weight of Nation’ Conference which will take place in Washington, DC in May 2012.
· Healthcare Cheri Fidler
o Cheri discussed a new work plan idea that was initially discussed at the November 1st Healthcare domain meeting. At that meeting, the group heard a presentation from Alison Grover DDS, MA of the Anderson Center for Dental Care at Rady Children’s Hospital. She made a presentation about the research she has been doing--she is currently conducting a study to discern if parents are open to hearing messages of health and nutrition from their child’s dentist. Her study comprises of a survey given in both Spanish and English to approximately 150 volunteer parents of patients 2-12 years of age coming into the San Diego Children’s Dental Center regardless of medical and dental histories. The survey asks parents for demographic and lifestyle information as well as questions about with whom (teachers, nurses, nutritionists, dentists, and physicians) they would feel most comfortable discussing issues of nutrition.
o Preliminary results show that parents are willing to hear nutritional messaging and other healthy lifestyle information from their child’s dentist.
o The domain discussed the possibility of connecting with the dental community to unite the AAP and AAPD to work together. The next big AAPD meeting is in May. Randall Marks mentioned that the First 5 Commission of San Diego does parent education through its Oral Health Initiative and it may be a useful avenue for gathering interested parties within the dental community.
§ Allison Grover is willing to be a champion for the dental community
o The group reflected that there are not too many pediatric dentists, but obesity prevention people can work with the ones we do have to get parents the health messages they need. Group discussed the use of fluoride varnish would be a good topic for the AAP/AAPD partnership because many people are not aware of the new guidelines.
o Cheri brought up that poor oral health and obesity do not correlate according to dental research.
o She added that the WIC-OB Final Report is almost done and can be shared at the next meeting. This partnership resulted from State WIC funding for FY 2011 which charged the American Red Cross WIC to present information to at least 30 clinics in the region about healthy gestational weight gain messages. The Healthcare domain partnered and facilitated the efforts of scheduling the presentations to clinics. They also assisted with the identification of OB/GYN “champions” to inform the content of the presentations and trainings to providers.
o Next Nutrition in Healthcare Leadership Team meeting is December 1.
II. Discussion: 5-2-1-0 Messaging Campaign Cheryl Moder
· Cheryl discussed the 5-2-1-0 messaging campaign that will be used as a communication component for the NICHQ/HRSA Healthy Weight Collaborative. One of the things that each collaborative must do is create a healthy message campaign for the community in which the work is underway.
· The message(s): 5 or more fruits and vegetables, 2 hours or less of recreational screen time, 1 hour or more of physical activity, and 0 sugary drinks (more water & low fat milk). There is also an asterisk for the screen time message stating that TV/computers should be kept out of the bedroom, and there should be no screen time for children under age 2.
· Cheryl proposed that the development of this campaign be a standing agenda item for the Leadership Council effective with this meeting.
· On Friday, she and Kristin spoke to The California Endowment about using some money for the 5-2-1-0 campaign; it has been approved. She and Kristin are currently talking to some agencies about taking on a communications plan as well.
· Cheryl also described what she called the “Toot Your Own Horn” campaign, an effort to emphasize the great work that we’ve done – it is an effective and strategic promotion of activities that put us on the map. i.e The Wellness Policy Database in the COI Website Policy Clearing House.
· Also, this group will discuss on an ongoing basis the updates on the 5-2-1-0 campaign in terms of NICHQ Healthy Weight Collaborative project.
III. Evaluation Update/Discussion Chris Edwards/Leslie Linton
· Chris Edwards reported that the November 2011 updates to COI domain work plans are complete – Erica will notify the Leadership Council via e-mail once she posts them to the COI website.
· Cheryl talked about the UCSD-COI meeting that took place on 11/9. This group (including LC member Dr. Howard Taras) talked about different research opportunities that they can collaborate on to further the mission of the COI. At this meeting, they also tried to get someone to fill Phil Nader’s seat as the chair of the COI Core Evaluation Committee.
· Cheryl added that UCSD is interested in the work of Healthcare domain partner Joanne Drinkwater of American Red Cross WIC related to Motivational Interviewing as a possible research topic.
IV. Conference Update Cheryl Moder
· Cheryl announced that the CDC Weight of the Nation conference abstracts are due today. The conference is being held in May 2012. She reported that several partners from the various domains have submitted abstracts for this conference.
· Cheryl also reminded the group that she would be attending the Partnership for a Healthier America conference from November 29-30, which is entitled “Building a Healthier Future.” She said that the focus of this conference will be on how to get the private sector more involved in community-based childhood obesity prevention efforts.
V. Update: Healthy WorksSM
County Updates Tracy Delaney
· Safe Routes to School: The five schools that have received SRTS funding so far are La Mesa, Lemon Grove, County of San Diego – Lakeside, National City, and San Ysidro. Three of these five schools have received some kind of Healthy Works funding before that.
· SANDAG is undertaking the first ever Health Impact Assessment in San Diego. It is in Southeast San Diego and is a bus traffic transit health impact assessment. The first community input is at Jacobs Center on 11/16.
· Leadership Council wants Dr. Larry Frank to present to us on the assessment tools for neighborhood planning.
· Healthy Foods
o People’s Produce Project has new location and will be better now for the 10 growers because the new location is more accessible.
· Healthy Schools
o Katie Judd talked about the SRTS Round Table held in October 2011.
o Breakfast In-Classroom (BIC) is expanding to more schools and the evaluation component of HW is trying to link BIC with academic performance. The Leadership Council will bring this conversation back at the next meeting.
o SANDAG’s SchoolPool enrollment is up 75% and parent involvement has increased as well.
o Walk to School Day was in October and 5000+ kids participated.
Healthy WorksSM CHIP Intervention Updates JuliAnna Arnett/Melanie Cohn
· JuliAnna said that 52+ attended the Joint Use workshop on 10/24 and mentioned the speakers and panelists, including Robert Ogilvie of Public Health Law & Policy who moderated the discussion.
· She mentioned that she met with School Board members of San Diego Unified School District and this district is also exploring joint use.
· She also asked that Leadership Council hold off on the letter of support for the new Urban Agriculture Regulations (discussed at last month’s meeting) until the final regulations are released in January.
· As Cheri mentioned earlier, the next Nutrition in Healthcare Leadership Team meeting will be held on December 1st.
· In regards to Farm 2 School activities, there is a farmer on board working with a number of schools in the region.
· Regional Garden Education Centers have hosted several classes at all 5 sites so far. East Mesa Juvenile Detention Center has adopted the curriculum for its horticultural therapy program. Erica mentioned that many of the agencies represented at the Mental Health America conference on November 10th expressed interest in the free gardening education as this is an activity that many agencies implement onsite at inpatient facilities and clubhouses.
· Community Transformation Grant: The social and emotional wellness is being contracted out to Nurse Family Partnership, which operates under the County of San Diego HHSA.
· Melanie reported on the CHIP intervention the Resident Leadership Academy. 3 ‘academies’ are graduating in November, Lemon Grove, Project New Village, and Olivewood Gardens & Learning Center.
VI. Legislative Update Melanie Cohn
· Melanie reported on the COI Biannual Legislator’s Breakfast (10/28): 13 legislators and/or their representatives attended. COI expressed thanks to Healthy Works for funding this event. There was positive feedback on the evaluation.
· Melanie also touched on the Farm Bill 2012. Earlier this month, COI partnered with San Diego Hunger Coalition, City Heights Wellness Center, and others to host a workshop that provided education on this federal legislation. Melanie explained that the Farm Bill may be impacted by the decisions of the “Super Committee”, a small group of congressional representatives that has been charged with cutting the Federal deficit.
· Dr. Wooten mentioned the requirements we have for CPPW, CTG, COI and how we can better align them.
VII. Save the Date: COI Strategic Planning Retreat: January 20, 2012 Cheryl Moder
· Cheryl announced that the Initiative will host its 2012 Strategic Planning Retreat on Friday, January 20, 2012. This will be a half-day event this year, from 9am to 2pm. Erica will follow up with a “save the date” invitation and confirmation of the location.
