FACILITY:New Mexico State University Natatorium

State-of-the-art outdoor facility, 3900 ft. altitude, 50m x 25y pool, and contiguous dressing rooms. Colorado Timing System with ten-lane display. Safety Marshals shall be on deck at all times.

VENUE:Venue shall be NMSU Outdoor Natatorium and will be limited to the outdoor facility. There are separate male and female locker rooms with restroom facilities. The venue is handicap accessible. Parking will be available in the large lot just west of the facility.

DIRECTIONS:From I-25, exit west on to University Avenue, turn south onto

Payne Street. Take Payne to Stewart Street, and turn west onto Stewart. Go downhill just past Locust Street, and the Natatorium will be on your left.

MEET LIMIT: This meet will be capped at 500 athletes. Please get your entries to the entry chair early.

MEET Competitors must be 2010 or 2011 USA Swimming registered.

ELIGIBILITY/Swimmers are restricted to four (4) individual events and one (1)

PROOF OF relay per day. Swimmers may swim and score in only one age

REGISTRATION:group per event. The swimmer’s age as of Sept. 24, 2010 shall be used to determine the age group for competition. USA SWIMMING MEMBERSHIP CERTIFICATION AFFIDAVIT MUST BE SIGNED AND RETURNED ALONG WITH ENTRIES. Coaches will be asked to display current USA Swimming registration or FINA/Federacion Mexicana de Natacion cards. This meet is open to all currently registered USA/FINA/Federacion Mexicana de Natacion swimmers. The attached membership certification affidavit must be submitted with each team's entries. All FINA/Federacion Mexicana de Natacion entries must include a birth date for each swimmer.Any swimmer not able to prove current registration will not be allowed to compete. Falsification of eligibility could result in fines up to $200.00 (two hundred US dollars). Under no circumstances will teams be allowed to merge at this event.

DEADLINE:E-mail entries must be received by Sept. 16, 2010. Hard copy of entries, total entry fee due (on team check) and membership affidavit must be postmarked no later than one day past the entry due date. Each team entry must contain the name, e-mail address and phone number of person preparing the entries as well as each attending coach’s name.

EMAIL ENTRIES:Please send entries with a “return receipt” request or follow-up with a phone call to assure that your entries were received.

All entry fees must be paid for prior to the start of the competition. Failure to pay in full will result in coaches not receiving packets and swimmers not being allowed to swim.

ENTRY FEES:Individual Events: $3.00

Relays:$8.00

NMS Surcharge and Pool Fee:$8.00

DECK ENTRIES:$10.00 per individual event. Deck entries will be accepted only if the 500 cap has not been met and where lanes are available. New heats will not be created for deck entries. Deck entries must be completed 30 minutes prior to the start of each session. 2010or 2011 USA Swimming registration card or FINA registration must be shown at the time of deck entry. NO ON DECKREGISTRATIONS WILL BE ACCEPTED. LATE ENTRIES MUST BE PAID FOR AT TIME OF ENTRY. PLEASE HAVE EXACT CHANGE. ALL ENTRY FEES ARE NON-REFUNDABLE.

SCORING: 6 & Under will be scored separately from the 7-8 age group.

Open events will be broken out and scored with age groups. (Example: an 11-year-old swimming the 12 & Under Event will score in the event as an 11-12.) Awards will be given as follows:

Individual events1st –8th

Relays1st – 3rd

Individual High Point1st – 3rd

Team1st – 3rd

ORDER OF SWIM:All events will be swum slowest to fastest, girls then boys except individual events 400 yards and longer. Individual events 400 yards and longer will be swum fastest to slowest, alternating girls/boys.

DISTANCE

EVENTS:There will only be (3) heats of the girls 400 yard IM and (3) heats of the boys 400 yard IM. There will only be (2) heats of the girls 1650 Free and (2) heats of the boys 1650 Free. Swimmers that do not make the top (3) heats of the 400 IM or the top (2) heats of the 1650 Free will have their entry fee refunded to them for that event. All events 400 yards and longer will have a required positive Check-in.

RULES/2010 USA Swimming and NMS rules will govern this meet. NMS

WARM-UP:mandatory warm-up procedures will be in effect for all warm-up sessions. All swimmers must be supervised by a coaching member of USA Swimming during all warm-up sessions. Warm-up times for the afternoon sessions will be posted on the LCAT website and emailed to coaches by Wednesday, Sept. 22, 2010.

SWIMWEAR: All swimsuits shall be made from textile materials. For men, the swimsuit shall not extend above the navel nor below the knees, and for women, shall not cover the neck, extend past the shoulder, nor extend below the knee. No fasteners, other than drawstrings, are allowed.

RESTRICTIONS:The City of Las Cruces and NMSU Natatorium prohibits smoking or use of other tobacco products on the pool deck, in the changing rooms, in spectator seating, and in all areas used by swimmers during the course of this meet. No glass containers will be allowed anywhere inside the NMSU Natatorium. There are no pets allowed on the pool deck.

CELL PHONES:The presence and/or use of cell phones and any other equipment capable of producing photographic or video images in the locker rooms is strictly prohibited at all times.

CONCESSIONS:Concessions will be available throughout the meet at the NMSU Activity Center located adjacent to the pool.

SWIM SHOP: A store with swimming apparel and equipment will be available throughout the meet. Custom Pecan Classic Tee-shirts will also be available.

*Inviting Foreign Athletes/Teams

While Local Swimming Committees and USA Swimming clubs are free to set up competitions with FINA Federation members, the formal invitation must be issued by USA Swimming. LSCs and USA Swimming clubs are not empowered to extend a formal invitation. This is to ensure compliance with FINA GR 3.1 and GR 3.2:
GR 3.1 A competitor competing at a meet in a foreign country
shall be a member of an affiliated Member or of a club affiliated
thereto. This section shall apply equally to judges, officials,
trainers, and coaches.
GR 3.2 All competitions must have received sanction by the Member where the competition takes place, and all competitors or clubs must have permission from their respective Member.
