FINAL PLAT REVIEW

The LUA reviewedthe final plat for Mountain Gate Phase 4 located at approximately 750 East 600 North. Proposal is for 24 lots on the property that was lot 64. Bonus density option will be utilized, with designation of lots 63, 101, 102, 107,103, and 117.

Mike asked that the sewers that are coming off the back of lots on 860 East have a recorded easement. Brian said they are within the Public Utility Easement. It was suggested that they be placed in the center of the PUE so there is room for work, if needed. Mike asked that the clean outs in the sewer line are held high. Mike asked about street lights. Brian will get those noted on the drawings. Mike also asked about the hammerheads. They have been noted on the plat and are designated to have “no parking” signs installed on them, but Mike suggested they ask Jack Nixon if they could use the property to the North for a turnaround. Mike asked that the fire hydrant on the corner of 630 North and 760 East be moved across the street to the North. He is concerned about vehicles sliding into it. Jay Downs approved that move.

Darrin asked that the notes contain language that indicates retaining walls may be needed and they must be engineered per building code requirements. The LUA asked about the grade of 860 East as it meets 630 North. It must meet city ordinance. Brian will check into that. The LUA also asked about ownership of the unbuildable remainder parcel. The HOA apparently does not want to maintain it. Jay Downs said he is concerned about ownership because of fire hazard. Mark Lynne suggested that the water line easement also be designated as a trail right-of-way.

Reed Elder made a motion to approve the final plat once the comments from the engineer have been reviewed and addressed. Mark Lynne seconded the motion. Mark Lynne, Darrin Hancey, Reed Elder, Mike Grunig, Jay Downs, Bob Christensen and Susan Balls voted in favor. This will be sent to the Planning Commission for their review and recommendation to City Council.

SUBDIVISION OF COMMERCIAL PROPERTY

Kelly Harmon presented a concept plan for division of a commercial parcel located at 200 West3200 North. The division will be developed in 2 phases. Phase one will complete the 200 West road directly east of the phase. Mike asked about the extension of the water line on 3200 North. Kelly said that would come with Phase 2. Reed made a motion to accept the concept plan as proposed. Mark Lynne seconded the motion. Mark Lynne, Darrin Hancey, Reed Elder, Mike Grunig, Jay Downs, Bob Christensen and Susan Balls voted in favor.
