SUMMARY

This position is an exempt at-will position responsible for the overall financial and human resource operations of the district, including but not limited to the development and management of the business and operational functions of the following departments or areas: Business Services, Human Resources, Maintenance Operations, Custodial Services, Transportation Food Services, Athletic Services, Technology/Infrastructure, Pupil Accounting, Public Relations/Marketing, School of Choice, and International program(s) (China

Reports to the Superintendent, member of the Superintendent’s Administrative Council and Management Team. Experience in school district planning and analysis of current programs, support systems, expenditures. Oversee requirements as they relate to employment, recordkeeping, personnel practices and labor relations.

QUALIFICATIONS

  • Minimum Master Degree in Finance, Accounting or Business Administration, Educational Administration and/or CPA, preferred Doctorate Degree
  • Current Administrative Certificate, must maintain continuing education requirements
  • Minimum 3-5 years supervisory experience
  • Knowledge and experience of State, Federal and Local funded programs
  • Ensure report formats meet all State, Federal, Local and in-district requirements
  • Experience and understanding of special education funding and grant administration
  • Knowledge of property taxes, mileages, etc.
  • Knowledge and experience in human resources, personnel administration and labor relations.

RESPONSIBILITIES

  • Work with the district administrators/departments/management and manage staff through intermediate supervisors
  • Provide timely and accurate budgets, financial reports and trends to assist Superintendent and the Board.
  • Monitor district revenues and expenditures within budget parameters; including legal accounting practices.
  • Budget development, administration and long range financial planning. Recommends solutions and needs for the district.
  • Develop and administer fair and appropriate budget practices.
  • Able to interpret laws and regulations that affect the district’s budget
  • Responsible for district’s financial management, risk management, cash management,
  • Knowledge of finance for school bond loan fund, sinking funds, etc.
  • Bond Issues including funding, refinancing, construction management, projects, property acquisitions, etc.
  • Responsible for the districts Fixed Assets Inventory
  • Experience and knowledge of Capital Outlay Funds
  • Develop and oversee the business and human resource support staff for the purpose of implementing and maintaining services. Experience to include accounting/budgeting, district benefit programs, payroll, compensation, accounts payable, business services (i.e. district insurance, workers compensation, etc). account receivables and human resources.
  • Able to interpret laws, regulations and policies affecting human resources.
  • Initiate programs/procedures for the efficient operation of human resources.
  • Represent the Board of Education and administration for all contract negotiations for all employee groups.
  • Responsible for the development, management and supervision of the human resource functions, personnel management and employment of the district
  • Understanding of all professional certification, in accordance with State requirements
  • Responsible for the selection process of staff, including job descriptions, schedule interviews, recommends transfers, reassignment and disciplinary actions.
  • Provides leadership for position human relations and management practices.
  • Plan, implement and oversee staff training/workshops, as needed (including new hires, etc.)
  • Oversee and monitor districts absence reporting system, including substitute teachers.
  • Oversee and monitor districts evaluation process
  • Responsible for continuing cost containment of employee benefits, maintains districts compensation and classification systems.
  • Experience with bargaining units negotiations contracts and at-will employment contracts. Able to interpret and clarify contractural agreements. Knowledge and understanding of school labor law.

SKILLS AND ABILITIES

  • Demonstrated knowledge of current educational financial issues and labor relations including, State, Federal and Local legislation.
  • Familiarity of strategic planning on a district basis.
  • Detail oriented, well organized, and flexible.
  • Knowledge of shared decision making.
  • Exhibits conflict resolution skills.

SKILLS AND ABILITIES (Continued)

  • Computer skills/data analysis.
  • Required to perform highly complex technical tasks. Willing to upgrade skills to meet job needs.
  • Extensive knowledge of math concepts, ability to interpret, implement and analyze.
  • Extensive knowledge in the districts AS400 Accounting System and Microsoft Office
  • Participate in district-wide activities, in-service and committees as appropriate.
  • Ability to communicate effectively with all employee groups, and parents, parent groups, school volunteers, outside agencies, etc.
  • Able to make effective presentations and communication to the community
  • Assist in implementing policy and procedure from the Board and/or the State, Federal, and Local levels.
  • Other duties and responsibilities as the Superintendent may deem appropriate.
  • Ability to work independently, must be able to be in compliance and understand Board policies to determine the use of funds. Must be able to work with other departments to perform job functions.
