CONSIDERATION OF A RESOLUTION AUTHORIZING THE EXECUTIVEDIRECTOR OR DESIGNEE TO NEGOTIATE, EXECUTE, AND AMEND A CONSOLIDATED LABORATORY ANALYTICAL SERVICES AGREEMENT WITH THE DEPARTMENT OF HEALTH SERVICES (DHS) FOR
FISCAL YEARS (FYs)2002-03, 2003-04, AND 2004-05
DISCUSSION
Each year the State Water Resources Control Board (SWRCB) negotiates a laboratory services contract with DHS for the LosAngeles Regional Water Quality Control Board (LARWQCB) and the ColoradoRiver Basin Regional Water Quality Control Board (CRBRWQCB). This contract will extend that period for three years. The contract annual value is $275,000 for a total of $825,000, which needs a resolution from the SWRCB before implementation.
POLICY ISSUE
Should the SWRCB authorize the Executive Director or designee to negotiate, execute, and amend a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $823,671 to provide laboratory analytical services for the LARWQCB and CRBRWQCB in FYs 2002-03, 2003-04, and 2004-05?
FISCAL IMPACT
The monies requested for this contract are already contained within each of the RWQCB’s budget. No additional monies are needed; therefore, there is no additional fiscal impact created by this resolution.

STAFF RECOMMENDATION
That the SWRCB authorizes the Executive Director or designee to negotiate, execute, and amend a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $823,671 to provide laboratory analytical services for the LARWQCB and CRBRWQCB in FYs 2002-03, 2003-04, and 2004-05.

AUTHORIZING THE EXECUTIVE DIRECTOR OR DESIGNEE TO
NEGOTIATE, EXECUTE, AND AMEND A CONSOLIDATED LABORATORY
ANALYTICAL SERVICES AGREEMENT WITH
THE DEPARTMENT OF HEALTH SERVICES (DHS)
FOR FISCAL YEARS (FYs) 2002-03, 2003-04, AND 2004-05
WHEREAS:
1. The Los Angeles Regional Water Quality Control Board (LARWQCB) and theColoradoRiver Basin Regional Water Quality Control Board (CRBRWQCB) have a need for laboratory analyses of water quality samples to be taken at various locations in FYs 2002-03, 2003-04, and 2004-05 to support regulatory and basin planning activities and special projects; and
2. The DHS, which has provided laboratory analytical services since 1976, has agreed to provide the requested services in FYs 2002-03, 2003-04, and 2004-05.
THEREFORE BE IT RESOLVED THAT:
The SWRCB authorizes the Executive Director or designee to negotiate, execute, and amend a consolidated laboratory analytical services agreement with DHS in an amount not to exceed $823,671 to provide laboratory analytical services for the LARWQCB and CRBRWQCB in FYs 2002-03, 2003-04, and 2004-05.
