CALL TO ORDER
The regularly scheduled Quarterly Meeting of the Louisiana Executive Board on Aging (LEBA) was called to order at 10: 03 AM by Chairman,June Williams, with Carol Frain serving as Secretary, at the Governor’s Office of Elderly Affairs, 525 Florida Boulevard, 4th Floor, Room 427, Baton Rouge, LA70801. Invocation: Vanue Lacour. Pledge of Allegiance: Huey Beverly.

Chairman Williams announced Governor’s appointment of George Ann Smith, replacement for Donny Boudreaux’s PSC#1, Governor. Ms. Rose Sibley, new appointee (PSC#1Senate), was in attendance although no confirmation letter had been received to date by the board. Two additional appointees have been announced at the Governor’s website but not confirmed.
Chairman June Williams declared a quorum was present with seven (7) members in attendance. Motion: Huey Beverly- To approve the minutes of February 19, 2010 as written. Vanue Lacour: 2nd. Motion adopted.
REPORTS
1.Paul Colomb, GOEA Appointing Authority–Confirmed that OEA’s staff would continue its normal agency functions with Paul Colomb serving as Appointing Authority until a new Executive Director is appointed. Announcement of GOEA staff turnovers in EPS (ShreveportAlexandria offices), Auditor (Baton Rouge), and the Finance & Accounting Manager, Danielle Stafford (Baton Rouge).

- Elder Justice Act (EJA) GOEA could receive $1.2M if funded for next 4 years.

3.LINDA SADDEN, STATE OMBUDSMAN– (HANDOUT 5 – 7)
- Ombudsman program (Since 1987) has been the advocate for nursing home residents and
residential assisted care facilities.
- Review of NORS Code Summary, 7/1/09-5/26/2010 & Nursing Home Providers List
- Rising use of cell phones by residents in nursing homes
- Linda Beauvais, Capital AAA, providing ombudsman assistance covering 17 parishes.
LA Agriculture Center will provide assistance in New Orleans area.
- Nursing homes now involved in Culture Change (more homelike atmosphere)
- 35 Ombudsman volunteer staff
4.BEVERLY ARMSTEAD, HOME & COMMUNITY BASED SERVICES (HCBS) –
- Finalization of FY11 Exhibits
- Assessments sent to agencies for completion
- Madison CoA moving forward; North Delta AAA providing services; Mike Rome, New
Director
- DeSoto CoA still under investigation by Linda Ward, Program Monitor. Report
Finalization in process and forwarded to LEBA before GOEA proceeds. A 30-day
investigation concluded that services have been provided. Management and

- LEBA Search Committee – 5 Resumes’ received for the GOEA Executive Director position
LEBA Search Committee: June Williams, Willie Lewis, Noah Aguillard, Raymond Franklin,
Huey Beverly, Donald Mallet, Pat Jones, President, LACOADA; and Diana Edmondson,
Executive Director, Terrebonne CoA. A meeting immediately following this quarterly
meeting will be held to decide an interview date and notify prospective applicants. The
interview process will not be open to AAA/COAs personnel. A designated set of questions
will be asked in the interview process. Pat Jones, LACOADA President, will send out an email requesting question suggestions from the aging network.
- Due to current travel restraints, future training will be provided utilizing the GOEA website
for SAMS, COA/AAA support staff or conducted at the GOEA office. Additional
computer training courses are also available at the LA Workforce Development
website:
