Minutes of Meeting (Approved 12/20/17)

The meeting was called to order by Joe Groussman at 2:224pm

1.)In attendance: Joe Groussman,Donna Pagel, Chuck Brummel, Doug Schapp, Joe Beador, and Jennifer Young of CPM. Owners in attendance: Denise Schapp, Judith Beador, and Peggy Brummel.

2.)The Housekeeping Rules were not read. Housekeeping rules will always be printed on the back of the agenda. Joe Groussman advised the attendees to read the housekeeping rules.

3.)B.Approval of Minutes from October 18,2017Meeting: Chuck Brummel made a motion to approve the October 18, 2017 meeting minutes as presented. Joe Beador seconded the motion. Motion was carried to approve the October 18, 2017 meeting minutes as presented by unanimous vote.

4.)Reports from Officers, Administrators and Committees:

A.)President – Administrator – Joe Groussman.

I.)Sharon Cozad has resigned from the board. She spends a lot of time volunteering at the VA center and has lengthy travel plans each year.

II.)Discussion about KEOA water shut off for phases 2 and 3:

•Meters are read on the 15th of each month.

•The water billing is included in the statements for the month following the reading.

•If water is not paid by the 10th day of the next month’s ending 30-day grace period, a delinquent letter is sent out giving 10 days to pay.

•Example: Meter is read January 15th. Water bill is included in February 1st statement. If water bill is not paid by March 10th, delinquent letter is sent. If water bill is not paid by March 20th, the water is shut off.

•In Phase 1, City of Sutherlin charges a water maintenance fee. KEOA water billing has a similar structure as the City of Sutherlin and also charges the same amount water maintenance fee in Phase 2 & 3.

II.)Chuck explained the actual income is much more than the budgeted income mostly due to the fines levied on lot #42 for the unauthorized renter.

I.)Sandra not in attendance – nothing to report.

D.)Social Committee: Open position:

I.)No chair. Nothing to report.

E.)Design Committee: Open Position – Reported by Joe Groussman

I.)There have been no submissions. However, lot #82 has approached Joe about enclosing her chain link dog run with a fence so neighbors cannot see. She plans to submit the plans.

F.)Common Area Improvement: Joe Groussman

I.)Entrance sign water line update: none at this time

II.)Common Area #6 update: none at this time

III.)Dog Park update:

There will be further discussion on the dog park when the surveys are all turned in.

G.)Maintenance Committee Report: Joe Groussman

I.)Lot #80 has reported recently she has been noticing big piles of dog poop. She has not seen the actual dog yet. In addition multiple cars are parking in the cul- de sac, perpendicularly, crowding out the cul de sac. Joe G will be speaking with the suspected offender of both the dog poop and parking. There are also reports of a lot of poop on Scardi and along Culver Loop. All pet owners must clean-up and not leave the poop behind. This is a Sutherlin Ordinance in addition to our CC&Rs.

II.)Rick Buxton has been delayed, no update for Phase 3 light installation at this time.

H.)Centerpointe Property Management: Jennifer Young

I.)Violations: The illegal renter moved out of Lot #42 and the fines have stopped. Lot #1 received a 2nd fine for their un-kept landscape.

II.)Reported the 4 lots that were sent water shut off notices. Water shut off scheduled for 11/20.

III.)Some of the common areas behind the homes on Culver Loop still have tall grass and weeds. The clearing was not completed before the rains came. Owners are anxious to get those areas cleared. The board agrees the clearing will need to wait until next spring.

IV.)During most recent drive through, one lot had a utility trailer in the driveway. This is a new owner moving in. Donna will follow up.

5.)Unfinished Business:

A.)Approximately 30 surveys have been returned. Survey results will be tabulated and reported at the December meeting.

B.)There have been 3 nominations for new board members, so far. The board discussed qualifying each nominate to make sure they have the time to attend each required meetings, etc. as this is one of the requirements for being nominated.

6.)New Business:

A.)Board of Director nominationballets will be mailed to owners during the first week of December. Ballet deadline is December 31, 2017. Installation of new board will be conducted during January 17, 2018.

B.)A homeowner approached Joe telling him the homeowners are the ones to name the positions of the elected board members. Joe clarified that is not the case. The board decides the positions amongst themselves. This is per the attorney and was confirmed at the annual meeting.

C.)Street sweeping is needed. The sweeping will wait until all the leaves have fallen. Joe G is going to ask the street sweeper if he is able to sweep on the areas that do not have curbs. Joe G knows he cannot sweep over gravel. Joe G will get estimates from the sweeper and email it to the board. Currently the sweeper is unavailable.

D.)Lengthy discussion about the 15 mph signs that were ordered and installed. The board has agreed to order additional signs that are larger. This will be the end of the discussion of speed signs and speed bumps.

7.)Owner comments:

A.)Owners in attendance were part of the discussion regarding the speeding on Culver Loop.
